Problems/Comments

Under the guidance of Mark Lockwood, (Shannon Wilson), the property owner removed a 300 gallon home heating oil tank. The tank appeared rusted on the bottom, and holes were discovered when the tank was cut open. Field screening of the soil at the time of excavation revealed DRO and BTEX contamination limited to the north end of the tank. The contaminated soil could not be easily excavated without compromising the foundation of the home. Samples were taken and previously removed soil was placed back in the excavation. The underground piping including copper supply and return lines was observed to be in good condition. Volume of contaminated soil estimated to be between 25 and 40 cubic yards. Highest contaminant levels found directly below fill pipe on North end of tank; results in mg/kg: 43,300 DRO, 0.418 Benzene, 59.4 Toluene, 89.4 Toluene, 89.4 Ethylbenzene, 403 p&m Xylenes, 212 O-Xylene.

11/6/2006 Update or Other Action A Phase II ESA was received from Alaska Resources and Environmental Services, LLC. Diesel contaminated soil was excavated from beneath the boiler in the crawlspace of the building. A sample was collected from the recovery well which did not detect DRO, or BETX analytes above the laboratory PQL. Soil contamination has been removed to the greatest extent practical. Groundwater has not been impacted above the Table C clean up level. The site is under consideration for a Conditional Closure Status. Kim DeRuyter

10/15/2007 Update or Other Action ADEC received the October 2007 report for the groundwater monitoring at the subject property. The drinking water well was sampled (in accordance with a "deed notice" referenced by the consultant report) and did not detect any contamination. A conditional closure decision had been drafted in October 2006 but never issued - nor was the deed notice recorded. The property is being managed by Wells Fargo bank and they are concerned a deed may impact the marketability of the property. The bank is considering what to do with the structure (ie it is reportedly in poor condition) and may be demolished. they also indicated the drinking water well could be decommissioned. ADEC informed the consultant that if the elevated soil contamination identified in the 2004 assessment report was excavated and removed - and the water well decommissioned - it might be possible to close the site. otherwise if they wished an environmental status decision - based on current status - a conditional closure (with deed notice) would be applicable. the bank indicated they are considering the options Jim Frechione

12/28/2016 Institutional Control Update Talked to the Fairbanks Tax Assessor's office to find out if they know if the property has renters. They do not have this information but a 2015 photo they have of the property shows that it is boarded up and uninhabitable. Check back in six months time. The 2009 site closure documents include a requirement of indoor air quality sampling to be performed before the property is occupied. Also yearly sampling of the private drinking water well is required. Evonne Reese
12/29/2016 Institutional Control Update A photo of the property was taken on this date. The building is still boarded up. There are 'no trespassing' signs on the house and on the driveway. Will check back in the summer to obtain a better photo of site conditions. Kristin Thompson
6/9/2017 Institutional Control Compliance Review Photos of the property were taken this date. There is a fence at the road. Nothing was noted that would indicate the building is being occupied, though it did appear that the building has been broken into. The board covering the front door (which has a no trespassing sign on it) has been removed and the place appears to be open. Checked with the Fairbanks Tax Assessor's office on the current ownership of the property. An ICs Verification letter was issued to the address provided to the Tax Assessing office by the landowner and also to the address listed in the online Tax Assessing records. The reminder system has been set to follow-up on property ownership and to obtain photos of the property every six months. Kristin Thompson
11/17/2017 Institutional Control Periodic Reporting The landowner of this property contacted IC Unit staff with an update. There have been no changes in land use. The building still remains unoccupied. There are future plans for construction, and the landowner will be in contact with ADEC for coordination. Requirements

Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
Groundwater Monitoring The on-site drinking water well must be either sampled annually for DRO and BTEX and demonstrated to be free of petroleum contamination for three consecutive annual sampling events or be decommissioned.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Air Quality Monitoring The migration of vapors to indoor air may pose a risk at this site, and indoor air quality has not been evaluated. The vapor intrusion pathway shall be evaluated/mitigated when (or if) the residence is occupied in the future. An applicable workplan must be submitted to and approved by DEC.
When Contaminated Soil is Accessible, Remediation Should Occur If the contaminated soil remaining on site becomes accessible or is determined to pose a risk in the future, a plan to address the contamination shall be submitted to ADEC for review and approval.
Periodic Review Yearly review of land use conditions and property ownership.
Groundwater Use Restrictions Installation of groundwater wells will require ADEC approval. Groundwater must not be used as a drinking water source.
