The report documented fuel contamination of soil and groundwater, with DRO and benzene concentrations exceeding site cleanup level. The contamination appears to be associated with an onsite, underground piped fuel distribution system that was abandoned in place. The full extent of the contamination has not been defined. ADEC's review letter requests a plan for additional site assessment, a drinking water well search, removal of all accessible heating fuel pipelines and evaluation of the associated pipeline corridors at the time of removal, and a sampling and analysis plan for the existing monitoring wells. ADEC received emails dated May 6th & 7th 2009 from consultant S&W and the responsible party (RP) representative stating that contaminant sources are limited to lots owned by Bering LLC within the subdivided mobile home park, based on Shannon & Wilson’s October 2005 Phase II ESA and Release Investigation. The Phase II ESA identified petroleum hydrocarbon concentrations exceeding the applicable soil and groundwater cleanup criteria on Lots 6 and 8 of Block 6, along the northern boundary of West 30th Avenue. Target analytes in the soil and groundwater samples collected from borings and wells installed on other lots were either not detected or were at concentrations less than the cleanup criteria. The RP stated that the contaminated area is limited to Lots 5, 6, 7 & 8 of Block 6 owned by Bering, LLC (and not by Debenham Properties or Greenland, LLC; the latter owns the remaining lots which comprise South Park Estates trailer court). |

ADEC letter dated 1/28/2010 reviews the "Groundwater Monitoring, 3007 Arctic Boulevard" report dated August 26, 2009 and received 11/12/2009. The report presents the results of May through August 2009 groundwater monitoring at Block 6 and Block 10, Lot 1 Northern Lights Subdivision. ADEC's letter requests a plan to resume groundwater monitoring, measurement and removal of free product (if present) from wells, with groundwater monitoring to begin by May 15, 2010. Sampling reported in the report was done on May 7, 2009. Free-phase product was present in Well B6MW and product recovery from the well was evaluated over an approximately 2 month period following the May sampling, with product thickness decreasing from approximately 7 inches to less than one inch during that period. Well B5MW was sampled on 5/7/2009 and contained 2.28 mg/L DRO exceeding the cleanup level of 1.5 mg/L. Well B5MW was sampled once previously at the time of installation on 5/24/2005 and exceeded cleanup levels for DRO. |

Consultant Shannon & Wilson reported in an email dated 8/31/2010 that 5 of the 8 exiting monitoring wells were located on the property and sampled on 8/27/2010. Monitoring Wells B9MW and B11MW could not be located, and Well B6MW contained 0.47 foot free-phase product. The free-phase product thickness was reduced to 0.02 foot in Well B6MW after bailing approximately 2.5 gallons of product/water mixture. Groundwater samples were collected from five wells (Wells B4MW, B5MW, B7MW, B8MW, and B10MW), which were located and did not contain product. Monitoring and recovering product from Well B6MW will be continued on a weekly basis.

On 1/6/2012 ADEC received the "Groundwater Monitoring and Product Recovery, 3007 Arctic Boulevard, Anchorage" report dated December 20, 2011 by Shannon & Wilson. Bering LLC owns Block 6, Lots 5-8, and Greenland LLC owns Block 6, Lots 2,3,4,9,10 and 11 and Block 10, Lot 1. The report summarizes past environmental actions at the site and reports on two groundwater monitoring events, the first including wells B4MW, B5MW, B6MW, B7MW, B8MW and B10MW on August 27, 2010 and the second including wells B5MW and B8MW on May 26, 2011 as proposed in the approved work plan. The groundwater in B6MW was not sampled as it contained free product; however product monitoring and removal from the well were performed from August 27, 2010 through August 9, 2011 with the free product thickness measurable and diminishing over time during 18 monitoring events until the last event on August 9, 2011 when a sheen was present, but no measurable product. |

ADEC received ML&P (Municipal Light & Power) documentation by email of screening and sampling 110 CY of stockpiled excess soil to be transported offsite for unrestricted use. Work was done in accordance with an approved Soil Management Plan that included contingencies in the event contamination was encountered. Contamination was not encountered during ML&P's work, nor were groundwater nor underground fuel pipelines encountered during the work, all completed between May and July 2012. Approximately 90 CY of the excess soil was excavated during construction of two underground concrete vaults on property adjacent to the site, to the northwest, to a depth of 9.5 feet. The additional approximately 20 CY of excess soil that was screened and sampled was removed from an approximately 45-foot-long utility trench excavated to a depth of 3.25 feet within the site. The areas excavated during the MLP work are shown on Figure 2 of the "Soil Management Plan for ML&P Substation 22 Construction Project, Anchorage, Alaska, Final, May 2012" prepared by SLR.
