Problems/Comments
Soil and groundwater contamination resulting from leaks from above ground gasoline and diesel storage tanks and related piping and dispenser area. Site assessment and remediation underway. Contaminated soil is being transported directly to Alaska Soil Recycling in Anchorage for thermal remediation. Excavation remained open during the winter of 05/06. Resampled during the summer of 06. Only one sampled slightly exceeded cleanup levels for Benzene (0.001 mg/kg above cleanup level).
Action Information
| Action Date | Action | Description | DEC Staff |
|---|---|---|---|
| 10/12/2005 | Update or Other Action | Initial site inspection to meet with American Environmental and Ocean Beauty to discuss plans for removal of soil stockpile that came from Cook Inlet Processing Nikiski #1 site (Reckey #1992230127602), and site assessment and required remediation around AST systems. Contaminated soils will be transported directly to ASR in Anchorage for thermal remediation. | Donald Seagren |
| 10/12/2005 | Update or Other Action | Performed a site inspection in order to confirm that approximately 60 yds3 contaminated soil is present and stockpiled, that was reportedly transported to this site from Cook Inlet Processing Nikiski #1 site (Reckey #1992230127602), in Nikiski. Mark Johnson (with Ocean Beauty Seafoods/Nikiski) said he's not certain where the 60 yds3 of soil came from, but will research further. Stockpile cover liner only came part way down the sides of the stockpile so additional screening/analysis/cleanup may be required. Stockpile will be loaded and transported to ASR in Anchorage today. ADEC issued approval to transport this stockpile of soil to ASR in Anchorage on October 10, 2005. | Alyce Hughey |
| 10/12/2005 | Update or Other Action | Approved American Environmental request to transport petroleum contaminated soil directly to ASR in Anchorage for thermal remediation. | Donald Seagren |
| 10/19/2005 | Update or Other Action | After receiving a call from American Environmental, a site inspection was conducted. The extent of soil and groundwater contamination at the AST system is greater than previously expected. Excavation of contaminated soil with direct transport to ASR in Anchorage for thermal remediation continues. Once the assessment report is received, a meeting will be scheduled to discuss risk mannagement options if contamination remains above cleanup levels. | Donald Seagren |
| 10/19/2005 | Site Added to Database | Site added to the Contaminated Sites Database. | Alyce Hughey |
| 10/19/2005 | Site Ranked Using the AHRM | Site ranked using the Alaska Hazardous Ranking Model. | Donald Seagren |
| 10/19/2005 | Update or Other Action | File number 2319.38.004 and entered into the Fileroom database and Contaminated Sites database. | Alyce Hughey |
| 5/15/2006 | Site Characterization Report Approved | Reviewed report. Documentation shows that the approximately 370 yds3 of petroleum contaminated soils that were taken to ASR have been successfully remediated. Excavation left open for the winter to allow Benze to evaporate. Benzene is the only petroleum constituent exceeding ADEC cleanup levels. A letter was sent requiring additional soil & groundwater assessment &/or corrective actions durign the 06 field season. | Donald Seagren |
| 5/18/2006 | GIS Position Updated | Using Figures one and two from a 2005 Soil Excavation Report Kasilof Dock, Polar Equipment, from American Environmental, dated May 2006, in conjunction with TopoZone Pro and the KPB Parcel Lookup, entered the coordinates for this site. Metadata includes No Topo Basemap, TopoZone Pro Street Maps, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:10,000, Coordinate Datum NAD83. High degree of confidence in accuracy of location. | Alyce Hughey |
| 5/25/2006 | Update or Other Action | Reviewed post treatment rpoert for approximately 119 yds3 os stockpiled soil that was transported to ASR in Anchorage for thermal treatment. | Donald Seagren |
| 6/14/2006 | Site Characterization Workplan Approved | Discussed proposed sampling with Pete Campbell. Reviewed and approve the soil sampling plan. Based on previous data, the samples will only be analyzed for BTEX using EPA method 8021B. the excavation has been left open all winter, so it is anticipated that the contaminant levels have been reduced. | Donald Seagren |
| 8/9/2006 | Site Characterization Report Approved | The excavation reamined open during the witner of 05/06 to evaporate/remediate reamining benzene contamiantion exceeding cleanup levels. Re-sampling on 7 July 06 found only a single soil sample exceeding the cleanup levels for benzene by 0.001 mg/kg. The risk to human health and the environment from leaving this in place is negligable. Approval was given to backfill the excavation. No further corrective action work is required. | Donald Seagren |
| 8/9/2006 | Site Closure Approved | Re-sampling on 7 July 06 showed the cleanup levels have been met. Approval given to backfill the excavation. Site closure approived | Donald Seagren |
| 6/11/2008 | Update or Other Action | Site transferred from Don Seagren to Paul Horwath per Linda Nuechterlein. | Alyce Hughey |
