Problems/Comments

On April 12, 2005, the Fairbanks North Star Borough (FNSB) School District notified ADEC's Prevention and Emergency Response Program (PERP) of a potential release from the Nordale Elementary School 3,000-gallon heating oil tank. They could not account for 2,000 to 3,000 gallons. On April 18th, Nortech notified PERP that they exposed the tank on both ends of the north side of the tank and did not notice any signs of a significant release. In mid-May, the FNSB removed that tank from the ground and found significant amounts of contamination. Estimated extent of contamination at this point is unknown.

9/14/2005 Update or Other Action ADEC reviewed Interim Site Characterization Report for Nordale Elementary School. In July 2005, Nortech installed a total of seven soil borings to depths intersecting the water table beneath the site. Five of the soil borings were subsequently converted into temporary groundwater monitoring wells. A total of 14 gallons of product have been recovered from MW-3 during the 5 weeks since installation. Groundwater contamination from the former UST does not appear to be present beneath the new school. Nortech indicates that contaminated groundwater has migrated off-site to the west beneath Hamilton Road. Deborah Williams
9/14/2005 Update or Other Action ADEC approved a workplan for additional site characterization work at the Nordale Elementary School contaminated site. Additional work will include delineating the groundwater contamination in the westerly direction in the Hamilton Road right-of-way. Fuel will also continue to be recovered from the recovery well. 10/13/2006 Update or Other Action ADEC received Nortech's UST Site Characterization and Conceptual Site Model for the Nordale Elementary School site. According to the report, groundwater contamination has migrated off-site under Hamilton Avenue approximately 135 feet towards the west-northwest of the Nordale School UST site. Nortech states that the contamination is bounded to the north by a sedimentary layer of organic rich silty clay filling a former river channel. Two abandoned UST fuel tanks were also observed on the property and 14 inches of fuel was contained in one of them. These tanks were located on Global Finance/Razor Surplus site property. The primary contaminants of concern at the site are benzene, toluene, ethylbenzene, xylenes, and DRO. MW-6 has free product in it. Nortech has recovered approximately 50 gallons of product from that well. Nortech recommends continuing free product recovery, continue groundwater monitoring at the high and low water tables, conduct air monitoring in the basement of the Play N Learn. Deborah Williams
11/8/2006 Update or Other Action ADEC received and approved the workplan for the Vapor Intrusion Investigation for Play N Learn facility downgradient from the Nordale Elementary School. According to the workplan, Nortech will collect a total of six air samples: two from the basement inside Play N Learn; two from outside Play N Learn; and two for QC samples. These air samples will be analyzed for VOCs using EPA Method TO-15. Deborah Williams
2/8/2007 Update or Other Action ADEC received Nortech's report entitled Play N Learn Vapor Intrusion Investigation Report. Three air samples were collected from inside the basement of Play N Learn and two air samples were collected outside the building. BTEX compounds were detected in all sampled locations. The indoor and outdoor air samples for BTEX were similar in value, but they all exceed the EPA RCRA screening level from benzene which is 3.1 ug/m3. The benzene levels for both the inside and outside samples ranged from 21 to 25 ug/m3. Deborah Williams

9/19/2007 Update or Other Action Fairbanks North Star Boro (FNSB) submitted Nortech reports associated with product recovery; low and high water sampling data; and vapor intrusion information at the day care center (Play N Learn). MW 6 was installed in October 2005 and serves as the product recovery well. it was sampled in may 07 (high water) and identified DRO (31.9 mg/L) and benzene (0.329 mg/L). the low water (april 07) detected DRO at 3.2 mg/L and benzene at 0.228 mg/L. It was reported that initial response recovered 24 gallons but only 6.95 gallons was recovered from November 05 to June 06. the total product recovered to date is 63 gallons. an analysis of air samples (indoor and outdoor) were similar and the report concluded vapor intrusion from the subsurface contamination was not an issue. 10/31/2007 Update or Other Action A site inspection of the Nordale School and the downgradient properties was conducted this date. It was observed that the Play 'N Learn facility (across Hamilton Ave. from the school) is closed and a For Sale sign was posted on the building. The Global Finance building appeared to be vacant with no evidence of occupancy and the Former Rasor Surplus site had structures (ie garage and pipe storage area) but no evidence of occupancy. 9/15/2009 Document, Report, or Work plan Review - other DEC received the UST Petroleum Release Well Monitoring Report. From June 2008 to June 2009 4.32 gallons of free product were recovered at the site. No contamination was detected in the upgradient and downgradient monitoring wells. Benzene (85-89 ppb) and DRO (4.64-677 ppm) continue to be above cleanup levels in the monitoring well located within the source area.
