Site Characterization Workplan Approved |
DEC approved Shannon & Wilson's Shannon & Wilson’s “Work Plan for Additional Site Characterization Activities East 100th Ave. and King Street” dated 11/21/05 that was received at DEC on 11/22 via email. The plan proposed installing two monitoring wells on each side of existing MW-1. DEC's letter also noted that it had reviewed S&W's “Limited Phase II Environmental Site Assessment East 100th Ave. & King Street” dated July 2005 and “Groundwater Sampling, East 100th Ave. and King Street” dated Spetember 22, 2005 reports. The two reports were received at DEC on November 18, 2005. The “Limited….” report described soil and groundwater contamination detected during limited field work at the site. The September report followed up previous work in April and June 2005 (as reported in the July report) and recommended approval to install further monitoring wells in the area of MW-1.
the July report noted that in April 2005 S&W installed four borings and completed two of those as monitoring wells, and sampled the soil surface in one area in the southeast corner of the property where petroleum staining was observed. Laboratory data of those sampling events showed that gasoline range organics (GRO) (at 15,300 mg/kg; Method 2 cleanup level is 300 mg/kg), residual range organics (RRO)(at 119,000 mg/kg; Method 2 cleanup level is 10,000 mg/kg), arsenic (at 4.52 mg/kg; Method 2 cleanup level is 2.0 mg/kg) and chromium (at 33.7 mg/kg; Method 2 cleanup level is 26 mg/kg) were all detected above 18 AAC 75.341 cleanup levels in the surface soil sample. In addition, groundwater samples from MW-1 showed DRO at 2.24 mg/L during the April sampling event and a subsequent sample collected later in June at 2.86 mg/L, which are above its 18 AAC 75.345 Table C cleanup level of 1.5 mg/L. The S&W report noted that the levels of arsenic and total chromium detected were within background levels found in Anchorage, and the Department agrees with that conclusion. The S&W report further noted that Mr. Stephen Ede of SGS Laboratories in Anchorage indicated that the signature of the DRO from MW-1 was from a plastic material and not from a refined fuel.

CS notified Norcon on 8/22/06 that it had not yet received a report for the characterization work that was performed by Shannon & Wilson in fall 2005. During that work, which plan was approved by DEC on 11/23/05, two monitoring wells were proposed and soil and groundwater samples were to be collected. According to S&W, the field work was completed in fall 2005. DEC requested that the report along with a CSM be provided to it by 9/15/06. |

On 11/15/06, CS responded to Shannon & Wilson's report dated 3/6/06 that was received from S&W on 9/21/06. The report was in response to their work performe in fall 2005 that insalled two additional monitor wells on site, MWs 5 & 6. The report noted that DRO was detected at 3.16 mg/L DRO in MW-1 and that soil and groundwater detected from MW 5 & 6 were below applicable clenaup levels. The report suggested that a NFRAP could be issued. CS's 11/15 letter noted that it could not issue a conditional closure letter at this time until a checklist for the report, CSM, information on contamination detected earlier in the southeast portion of the porperty, and information on the future use of the property is provided. DEC requested this information by December 28, 2006. |

On 12/21/06, issued a letter to Norcon in which CS conditionally approved Golder Associates workplan to install four borings to further characterize the contamination identified in the southeast portion of the property and sample for soil and groundwater. The plan also specified to sample the four existing monitoring wells in the northern portion of the property that were previously installed by Shannon & Wilson. The plan was submitted by Golder via email on 12/20/06 and was on behalf of a prospective purchaser of the property. |

On 11/5/07, DEC approved Golder's "Phase III Work-Sampling and Analysis Plan Addendum Norcon Property, Anchorage
SW, 100th Avenue and C Street Anchorage, Alaska” dated 11/1/2007. The plan proposed to sample four test pits in the southeast corner of the property and sample up to 4 of the existing monitor wells along the northern portion of the property. DRO has been detected in MW-1 up to 4.00 mg/L (in a Phase II report), and in soil in the SE property corner by S&W up to 15,300 mg/kg DRO and 119,000 mg/kg RRO (in sample SS1). DEC's letter also noted that it had received a Phase I report on the site dated 12/19/06) on 10/22/07 and a Phase II report (dated 3/15/07) on 10/22/07, which had been requested to be provided to DEC by 3/15/07. While DEC noted that it had not time to adequately review either the Phase I or II reports, its letter noted that in the Phase II report that DEC can calculate cleanup levels for trichlorofluoromethane detected, no completed laboratory checklist was provided in the Phase II report, and it appears in the Phase I report that there may be drums along the western property line that Golder may warrant further investigation/sampling. DEC requested that Target provide the Phase III report by 12/31/07.

On 3/6/08, DEC conditionally approved of Golder's dated 3/3/08 workplan that was included in its "Response to ADEC Comment Letter and Site Update Phase III Work - Former Norcon Property Anchorage SW, 100th Aveenue and C Street Anchorage Alaska." DEC received the report on 3/4/08. DEC also commented upon the Phase III report and the completed laboratory checklist for Golder's Phase II report that it had not provided in that Phase II report that was submtited earlier to DEC. Proposed work in the subject plan was to begin on 3/6/08 that included sampling the existing monitor wells and complete up to 10 borings in the area near the former gasoline tank near sampling location TP-06. Samples from soil would be analyzed for GRO, DRO, RRO and BTEX, and for groundwater for DRO, RRO and BTEX. |

On 6/6/08, Sundet at the request of Jan Dieck of Golder Associates inspected the site. Present at the inspection were Diecks, Jay Parks with Target, and Wayne Anderson and Chuck York of Neeser Construction the general contractor for the site. During the inspection, Chuck described the construciton activities focusing both on the removal of the topsoil both to be moved on site and off site, protection of the on property wetaland, and dewatering of the site. Jan noted that his office would be coordinating with Alan Kukla of WQP for the dewatering process and work with Earl Crapps of CSP on the silica gel issue for both soil and groundwater samples collected at the site. Jan suspected that the high organic layer at the site has created interference issues that has resulted in elevated DRO levels in soil and groundwater. |

In a letter to Ryan Zick of Target dated 1/22/13, DEC noted that it was following up to its 3/6/2008 letter to him regarding the contamination at the subject site. The environmental work had been done at the site in preparation to a new Target store. The March letter provided comments regarding Target's consultant Golder Associates Inc. (Golder) document “Response to ADEC Comment Letter and Site Update Phase III Work” dated March 3, 2008. The document consisted of a summary of Phase III work activities, a response to our November 5, 2007 letter, and a brief work plan for proposed work. DEC's January 22nd letter noted that at this time, DEC has not received the final report for this work and needed it to review prior to consideration to close the site. DEC requested that Target provide the subject final report to DEC by February 15, 2013.

Based on the analytical results of soil samples collected during the various field activities, ADEC will require no further action on the Southeast Corner of the Former Norcon and Target property. The legal description for the SE corner Frag Lots described as:

Should contaminated soil or water be encountered at the site in the future, appropriate site assessment and cleanup may be required in accordance with applicable State regulations.

The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program has completed a review of the environmental records associated with Norcon Inc. King Street and 100th Ave. located at 10300 King Street, Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. |
