Problems/Comments
Estimated release of 900-gallons of diesel fuel in October 2004. Site investigation by Shannon & Wilson verified most of the fuel migrated under the house and is inaccessible. House is built on plies driven into the underlying permafrost and air freely can move beneath the house. The site is approximately 130 feet from the Yukon River.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
11/22/2005 | Site Added to Database | Site added to the database. | Deborah Williams |
11/23/2005 | GIS Position Updated | Using Site Diagram in the Shannon & Wilson Summary Report for Home Heating Oil Tank Release Assessment, Galena, Alaska, in conjunction with TopoZone Pro with NAD 83. | Deborah Williams |
11/23/2005 | Site Ranked Using the AHRM | Preliminary ranking has DRO and benzene contamination. | Deborah Williams |
11/23/2005 | Spill Transferred from Prevention Preparedness and Response Program | Site transferred from John Dixon in PERP. | Deborah Williams |
11/7/2006 | Update or Other Action | ADEC received a CSM for the site. The report concluded that there are two potentially complete exposure pathways identified for the site that include incidental soil ingestion and inhalation of outdoor air. Since the location of the spill is in an area behind the house where people are not likely to frequent, the likelihood of exposure to subsurface contaminated soil is low. Mr. Johnson indicated that he does not intend to conduct corrective actions at this time, and consequently does not intend to seek site closure from ADEC. | Deborah Williams |
5/21/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Neal Everson |
3/13/2013 | Update or Other Action | Site symbol visually adjusted using ArcGIS.com and Google satellite imagery. | Laurel Gale |
2/29/2016 | Update or Other Action | Site symbol visually adjusted using ArcGIS.com and Division of Community and Regional Affairs (DCRA) imagery. | Shawn Tisdell |
3/1/2016 | Potentially Responsible Party/State Interest Letter | PRP letter sent to Lewis Johnson, landowner. This letter advises the potentially responsible party of the financial responsibility or liability for investigation and cleanup of any hazardous substances that might be present. | Shawn Tisdell |
3/3/2016 | Meeting or Teleconference Held | Telephone conversation between DEC and RP (Lewis Johnson)to update site information. Mr. Johnson indicated frustration with DEC not contacting him for over 10 years. He was receptive to moving forward towards closure including applying a deed notice on the property indicating environmental contamination. | Shawn Tisdell |
3/21/2016 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 75134 1500-gallon AST. | Shawn Tisdell |
3/25/2016 | Update or Other Action | Letter sent to landowner and RP indicating after a review of the site file, the DEC recognizes soil contamination may still remain on site and additional sampling is required to make a site closure determination. A soil sample taken from the original spill location and from between the spill location and the Yukon river will help determine if contamination has decreased in concentration and extent from previous levels or below cleanup levels. If additional site work is not conducted, the DEC will evaluate the site again within the next five years. The DEC will also file a Notice of Environmental Contamination as site contamination is likely to remain for an indefinite period of time. | Shawn Tisdell |
4/13/2016 | Site Visit | DEC staff visited site while visiting multiple sites in Galena. No visible staining or fuel odor was observed outside or inside the home. The top of well was observed near the Yukon river approximately 30 below the ground surface near the home. As the well was screened at 30 below ground surface, it would be an estimated 60 to 70 feet below the suspected source area of contamination and approximately 100 horizontal feet away from the source area. | Dennis Shepard |
