Problems/Comments
Petroleum contaminated soil was encountered during excavation to install a foundation for a new residence on the property. Field screening directed segregation of the contaminated soil to a lined stockpile. Soil confirmation samples were collected and sent for laboratory analysis for diesel range hydrocarbons, consistent with weathered product from historical heating oil spillage. A volume of 10 cubic yards of contaminated material that was temporarily stored at 303 Moeller Drive was later transported and treated at the S&S Construction Inc rock pit on Halibut Point Road.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
12/1/2004 | Update or Other Action | A volume of ten cubic yards of contaminated material stored at the residence on Moeller Drive was transported for storage and treatment at the S&S Construction Inc rockpit on Halibut Point Road. | Bruce Wanstall |
12/14/2005 | Cleanup Level(s) Approved | Level B matrix score calculated by consultant in 1998; current applicable migration to groundwater DRO cleanup level is 230 mg/kg for the over 40 inch rainfall zone. | Bruce Wanstall |
12/14/2005 | Site Ranked Using the AHRM | Migration to groundwater pathway for ingestion and dermal exposure is not determined and assumed complete; direct inhilation and ingestion pathways are not determined and assumed complete until fate of contaminated soil stockpile is known. | Bruce Wanstall |
12/14/2005 | Site Added to Database | Site added to the database. | Bruce Wanstall |
1/5/2006 | Update or Other Action | phone contact with RP Mr Martin about contaminated soil off-site disposal for remediation | Bruce Wanstall |
3/17/2006 | Update or Other Action | Contact Mr. Martin to request that he hire a contactor to perfrom sampling of the stockpile at S&S for laboratory analysis in Spring 2006. | Bruce Wanstall |
10/22/2007 | Exposure Tracking Model Ranking | The oil spill site status was evaluated using the environmental tracking module. The controlling pathway is surface soil by dermal/ingestion exposure for the contaminated soil stockpile that is undergoing remedial treatment at an off-site location under controlled access conditions. GIS location data is updated. | Bruce Wanstall |
6/20/2008 | Update or Other Action | ADEC commented on the 2008 soil stockpile treatment plan to coordinate the fertilizer addition and tilling schedule. | Bruce Wanstall |
6/6/2012 | Site Visit | DEC site visit confirmed that no contaminated soil stockpiles remain at the material site then met with S&S Construction at the Sitka Office to determine the final disposition of the remediated Moeller contaminated soil stockpile. | Bruce Wanstall |
6/22/2012 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 75155 heating oil spill. | Bruce Wanstall |
6/27/2012 | Cleanup Complete Determination Issued | Based on the information provided to date, DEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment. No further cleanup is necessary at this site unless new information becomes available indicating to DEC that the site may pose an unacceptable risk to human health, safety, welfare or the environment. | Bruce Wanstall |
