Problems/Comments

The property manager dug a trench to insulate the water line from the well to the apartment building. Badger Fuel filled the nearby 1,000-gallon above ground home heating oil tank (HHOT) and it subsequently fell over into the trench. Approximately 125 gallons of #1 diesel fuel spilled from a broken fuel line. The bottom of the trench was gravel; and some of the fuel ran under the building. The Fire Department responded to the spill and discovered that the tank was intact but leaking from the broken fuel line. The Fire Department plugged the fuel line to stop the release. Badger Fuel emptied the tank. Alaska Resources & Environmental Services was contracted to remove the tank from the trench. Approximately 20 cubic yards of contaminated soil was removed and taken to OIT for thermal desorption. The contractor determined that further soil removal would destabilize the building foundation. Oil was observed floating on the groundwater at the bottom of the excavation.

Benzene was detected in MW-2 at 5.5 ug/L and 6.4 ug/L in a duplicate sample from this well. DRO was detected at 0.15 mg/L. The drinking water well was sampled and analyzed for VOCs by method 524.2, no analytes were detected above the method reporting limit. 1/21/2021 Meeting or Teleconference Held DEC staff talked with property owners about current site status. Owners were surprised to learn that the site was still open and had thought it was closed more than five years ago and that all contamination was removed. Two or three of the monitoring wells remain, however the skimmer had been removed from the recovery well many years ago. Property owners agreed to allow the DEC to conduct a site visit later this year. Shawn Tisdell
