Problems/Comments

Contamination of unconfined aquifer by dry cleaning chemicals (PCE) identified during 1988 site assessments by Alaska Department of Transportation and Public Facilities (ADOT&PF) and adjacent property owner. Plume boundary of PCE greater than 10,000 square feet. PCE concentrations in groundwater exceed Maximum Contaminant Level (MCL). PCE found at 1,450 parts per billion (ppb) at Toppers Station on corner of Northern Lights and Boniface, down gradient of Norgetown on 5/23/1988, by Jim Hayden. TCE and PCE up to 6.6 parts per million (ppm) in soil in an approximately 2,000 square foot area. Plume boundary of PCE > 10,000 square feet. Owners of property on 12/7/1988 are Stephen O. Proctor, P.O. Box 4-1476, Anchorage, Alaska 99509. Richard and Janey Jaeger are Norgetown owners/operators.

12/12/1988 Update or Other Action (Old R:Base Action Code = MS - Monitoring/Sampling). ADEC sampling of sludge/sewer from manhole #3 and water/sewer manhole #4 both west of Boniface Parkway revealed high levels of several chlorinated volatile organic compounds in ppm levels. For example, tetrachloroethene at 300,000 ug/kg was detected in 88RSK030-D2. Former Staff
3/30/1990 Preliminary Assessment Approved Ecology and Environment assessment concluded that chlorinated solvents have been detected in soil gas, groundwater, sewer effluent samples in the vicinity of the intersection of Boniface and Northern Lights Blvd. Groundwater samples indicated solvent contamination exists in the shallow aquifer but source of contamination is unknown with 3 businesses identified with past solvent disposal practices. A screening site inspection is recommended to focus on magnitude of on site groundwater contamination to determine presence of continuing contaminant releases to aquifer. Nearest domestic wells should be resampled for contamination. 17 domestic wells within 1/4 mile and within 1/4 - 1/2 mile 3 domestic and 3 Public supply wells exist. Former Staff

7/29/2011 Update or Other Action Staff issued a letter to Alex Tula of Alta Geosciences, Inc. in response to his July 20, 2011 letter requesting clarification on conditions for a cleanup complete determination. Staff requested that wells MW-11 and MW-109 be replaced; that a vapor intrusion study be conducted; that groundwater monitoring should be conducted biannually; and that Alta Geosciences provide the names, addresses and phone numbers of downgradient property owners affected by the groundwater contaminant plume. 10/12/2011 Meeting or Teleconference Held Staff discussed the status of the site with the landowners (i.e. EEB limited) and Alex Tula of Alta Geosciences. Staff informed the landowners that additional groundwater monitoring and a vapor intrusion study would be required prior to ADEC issuing a cleanup complete determination. The landowners informed staff that Alta Geosciences would develop a work plan for staff review and potential approval that defines the neccessary steps and methods to close out all neccessary data gaps. Staff informed the landowners that DEC is still evaluating the appropriate control mechanism to ensure that off-site properties impacted by the chlorinated solvent plume will not pose a present or future human health risk. 4/22/2015 Update or Other Action Reviewed the summary of groundwater monitoring data collected in October 2011. Well MW-43A, MW-112, MW-113, MW44A, and MW-110 were sampled. MW-114 was blocked with soil and could not be sampled. Each of the five sampled wells, except MW-44A, had concentrations of PCE that exceeded groundwater cleanup levels. 2/24/2016 Document, Report, or Work plan Review - other Reviewed the February 2016 Groundwater and Indoor Air Reports. Both TCE and PCE were detected in indoor air samples. TCE was detected in two samples with a maximum concentration of 1.1 ug/m3, below the ADEC target indoor air concentration for commercial spaces of 8.8 ug/m3. PCE was detected in all five samples. One sample exceeded the ADEC target indoor air concentration for commercial spaces of 180 ug/m3, with a concentration of 200 ug/m3. Groundwater samples were taken from 8 monitoring wells. PCE exceeded ADEC groundwater cleanup levels in 4 samples with a maximum concentration of 10.3 ug/L (cleanup level is 5ug/L). Chelsy Passmore
3/3/2017 Document, Report, or Work plan Review - other Reviewed February 2015 Groundwater Monitoring and Well Installation Report, and February 2016 Indoor Air Sampling and Analysis Report. Eight groundwater monitoring wells were sampled in 2015 for DCE, PCE, TCE, and VC. MW-43A, MW-112, MW-113, MW-44A, MW-11/115, MW-109, and MW-110 had detections of at least one constituent, however all constituents were below ADEC cleanup levels. Four indoor air samples were collected from August to September 2015. Samples were collected from the north and south restrooms, stockroom, and showroom. Samples were analyzed for VC, DCE, PCE, and TCE. PCE was detected in all 4 samples, with the highest results from the sample placed in the stock room at 200 ug/m^3. TCE was detected only in the stockroom sample (N-3) at a concentration of 1.1 ug/m^3. Chelsy Passmore

Five indoor air samples were collected from four locations within the existing store. PCE was detected at all four locations, and at or above cleanup levels in two locations: the south restroom had PCE present up to 41 ug/m^3 and the storage room had PCE present up to 85 ug/m^3. 11/30/2017 Site Characterization Report Approved The ADEC reviewed the "Fall 2017 Indoor Air Sampling and Analysis Report". Five indoor air samples were collected in October 2017 using passive Waterloo Membrane Samplers in the same four locations that were used in May 2017 (with one duplicate sample collected). In August 2017 ventilation fans were added to the storage room area and the concrete floor was treated with an epoxy sealant. PCE was detected in all five samples at concentrations up to 100 ug/m^3 in the storeroom. Trichloroethene was also detected in all five samples at concentrations up to 7.9 ug/m^3 in the store room. 5/10/2019 Update or Other Action The ADEC has received and reviewed the “Fashion City Letter Health Consultation” from the Alaska Department of Health and Human Services. This health consultation assesses risk as it applies to the use of the building and its occupants in its current operation as the Fashion City clothing store. 7/3/2019 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Norgetown Laundry & Cleaner contaminated site in Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the institutional controls are maintained and effective and no new information becomes available that indicates residual contamination poses an unacceptable risk. Periodic Review The Landowner agrees to notify ADEC prior to any sale or transfer of the property and shall report to ADEC every 3 years to document the status of compliance with the institutional controls described in this notice. Such notice and the reports should be sent to the ADEC at: Alaska Department of Environmental Conservation Division of Spill Prevention and Response Contaminated Sites Program Attention: IC Unit P.O. Box 111800 Juneau, AK 99811-1800 or be submitted electronically to CS.Submittals@alaska.gov.
Restricted to Industrial / Commercial Land Use If the property is proposed for residential use, child day care, educational facilities, playgrounds or similar facilities DEC must be contacted in advance to ensure protectiveness.
Other Employees in the former Norgetown Drycleaner building shall be informed of the contamination levels and exposure risk, including risk to women who are pregnant or may become pregnant. A copy of the "Notice to Employees" (see attached notice), shall be provided at no cost to the employee. In addition the Notice shall be posted, maintained, and available to employees where other state or Occupational Safety and Health Administration (OSHA) required signage is posted.
New Construction Restrictions If the use of the building changes, or if other buildings are constructed within the contaminated area, ADEC must be notified and may require a vapor intrusion evaluation to determine if building occupants could be affected by vapors.
Advance approval required to transport soil or groundwater off-site. Soil or groundwater affected by solvent wastes associated with the Norgetown Drycleaner is F-listed waste under the Resource Conservation and Recovery Act (RCRA) and must be disposed of in accordance with RCRA requirements.
Subdivision Restriction ADEC must be notified in advance of the subdivision or replat of the property associated with these institutional controls. This recorded Notice of Environmental Contamination must be included as part of future property transactions and attached to subsequent associated parcels.
Advance approval required to transport soil or groundwater off-site. ADEC approval is required prior to moving any soil or groundwater off any site that is subject to the site cleanup rules (see 18 AAC 75.325(i)). A "site" as defined by 18 AAC 75.990 (115) means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. In the future, if soil will be excavated, or groundwater will be brought to the surface (for example to dewater in support of construction) it must be characterized and managed following regulations applicable at that time and ADEC approval must be obtained before moving contaminated soil or water off the property (see Figure 1).
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70)
Groundwater Use Restrictions Groundwater throughout Alaska is protected for use as a water supply for drinking, culinary and food processing, agriculture including irrigation and stock watering, aquaculture, and industrial use. Contaminated site cleanup complete determinations are based on groundwater being considered a potential drinking water source. In the event that groundwater from this site is to be used for other purposes in the future, such as aquaculture, additional characterization and treatment may be required to ensure the water is suitable for its intended use.
