Problems/Comments

Approximately 150 gallons of diesel fuel spilled between the 2 - 1,000 gallon above ground storage tanks and under the generator building when the fuel line broke off the generator. Maximum concentrations of GRO 61,200 mg/kg, Benzene 860 mg/kg, and DRO 39,700 mg/kg was detected in the soils. Maximum concentrations in the water was GRO 377 mg/L, Benzene 1.19 mg/L and DRO 275 mg/L.

4/4/2008 Update or Other Action ADEC received a response from attorney William A. Francis, on behalf of Duncan Enterprises - K.L, Inc., the Lessee of the property that the Katmai Lodge is located on. The response stated that additional work had been completed during the summer of 2006, but that because of staff turnover at DOWL Engineers, the work had not been reported to ADEC. 12/10/2008 Record of Decision Record of Decision, Cleanup Complete Determination With Institutional Controls issued. Residual soil contamination remains in three location areas, (1) Underneath and on the western edge of the secondary generator building, with DRO concentrations below 700 mg/kg and BTEX concentrations below 0.06 mg/kg, (2) Underneath the dock, to the north of the spill site, with DRO concentrations below 1,100 mg/kg and BTEX concentrations below 0.07 mg/kg, and (3) Underneath and on the western edge of the primary generator building, with concentrations below 1,600 mg/kg and BTEX concentrations below 0.3 mg/kg. The exposure pathways for human health were evaluated include the following: ingestion of, and direct contact with, soil and groundwater; indoor and outdoor inhalation of vapors; and dermal contact with soil, and the ecological receptors were evaluated using the ADEC Exposure Tracking Model, which showed all pathways to be one of the following; DeMinimus Exposure for human health and Low Potential Exposure for ecological impacts. The Institutional Controls established for the site are (1) Any future change in land use may impact the exposure assumptions cited. If land use and/or ownership changes, current ICs may not be protective and ADEC may require additional remediation and/or ICs. Therefore Duncan Enterprises - K.L., Inc. shall report to ADEC every five years to document land use, or report as soon as Duncan Enterprises - K.L., Inc. becomes aware of any change in land ownership and/or use, if earlier. (2) The soil contamination remaining under the two generator buildings and the dock is currently inaccessible. When (or if) any of these improvements are removed and/or the soil becomes accessible, ADEC shall be contacted in order to determine an appropriate course of action. (3) Prior ADEC approval must be obtained for any excavation, transport, movement, remediation, and/or disposal of the landspsread soils, and for the contaminated soil remaining under the two generator buildings and the dock. Excavation / Soil Movement Restrictions Prior ADEC approval must be obtained for any excavation, transport, movement, remediation, and/or disposal of the landspread soils, and for the contaminated soil remaining under the two generator buildings and the dock.

When Contaminated Soil is Accessible, Remediation Should Occur When or if any of the remaining contaminated soil under the two generator buildings and the dock becomes accessible due to improvements, ADEC shall be contacted in order to determine an appropriate course of aciton.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
