Problems/Comments

A closed military station with operational wastes including alleged solvents and asbestos. Specific contaminants, how much are present when disposal took place, extent of contamination and public health concerns are unknown. 7/5/1985 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). Civil Engineering Operations Squadron Fire Island After Action report identified the locations of the sites previously used and eliminated the hazards to public health by 4/28/86. All hazardous materials and hazardous waste had been retrograded to Elmendorf AFB for transfer into the disposal system. Asbestos contamination products were removed from buildings and placed in a separate cell of the landfill prior to the demolition of the building or structure. All of the areas that were affected by the removal of buildings and other structures were backfilled with topsoil, graded to conform with the existing contour and seeded. As requested by Cook Inlet Region Inc. the following facilities were not demolished: a.) two 2,000 gallon water tanks and the concrete block building that housed them, 3 water wells were capped, underground water pipe from the tanks to the FAA (federal aviation administration) apartments was left in place, b.) Ski hut and tow line accessories, c.) Generator Building (Building #620), d.) Small Butler Building next to water tanks, e.) Helicopter landing pad. The 2 FAA apts. didn't qualify to be removed or demolished under the DOD (Department of Defense) funded Defense Environmental Restoration Project (DERP). Former Staff

4/28/2015 Update or Other Action Reviewed Fire Island FUDS file #2109.38.001. The report file will be included as background information for this site. Portions of the file are already included. BLM acceptance of FUDS file is included in the FUDS report. No required actions are indicated in the report however there is no disposal pit inspection report. Recommendation to BLM is to evaluate disposal pit permit 8521-BA014, an asbestos and construction debris disposal landfill, for closure with institutional controls. Specifically permitted: "disposal of demolition waste, scrap metal, wood, cement, ash and asbestos, resulting from the clean-up of military facilities located on Fire Island, Alaska." From the records (CEOS Update Report 2-20-86) asbestos materials were disposed of in a separate cell at south end of landfill. No survey was submitted for final cover. Permit shows 2' cover over debris and asbestos cells. Fred Vreeman
4/26/2016 Update or Other Action BLM stated in several cooperative agreement meetings that they would not be doing further work at this site as it has already been transferred under ANCSA. The disposal areas at the site require further management and ICs should restrict some uses. All of the required cleanup was not completed according to the files. The site was referred to the current BLM effort to quantify all federal liabilities on ANCSA transferred lands. Fred Vreeman
