Sent a letter to the Municipality of Anchorage regarding the Z. J. Loussac Public Library after Review of the Shannon & Wilson, Inc. report Release Investigation, 3600 Denali Street, Anchorage, Alaska dated June 2006. During utility upgrade work, diesel range organics (DRO) contamination was discovered above cleanup levels and the excavation was backfilled with both clean and contaminated soils that were excavated after work was completed. During the release investigation, four investigative boreholes were drilled, soil sampled during drilling, and monitoring wells installed in each after penetrating the unconfined aquifer. Soil and ground water sampling was performed for gasoline range organics (GRO), DRO, benzene, toluene, ethylbenzene, and xylenes (BTEX). None of the soil and groundwater sampling results were above ADEC Cleanup Levels. The department requested submittal of a corrective action plan to address the contaminated soil discovered during utility work in April 2006 remaining in the ground. |

The Contaminated Site Program reviewed and conditionally approved a Construction Environmental Management Plan for the Z. J. Loussac Public Library in Anchorage. The purpose of the plan is to manage impacted soil and groundwater during future utility work. The project is to consist of monitoring the soil excavation, agency coordination, disposing of impacted soil and groundwater, collecting soil samples, and presenting a summary report. Conditions include: soil and ground water analysis for DRO, GRO, RRO, and 8260 because of an unknown source; and sampling of tanked IDW water resulting from dewatering before determining disposal fate. |

Talked with Dan McMahon of Shannon & Wilson, Inc. via telephone. He reiterated that the MOA was interested in only doing enough excavation and sampling work to perform the necessary utility work to get the job done and no more. The contaminated soil would be stockpiled and trucked to ASR for treatment and the excavation backfilled with clean material. He claimed that there is no risk from the existing contamination and therefore no extra characterization and removal work was necessary. I reiterated that the department's position was requesting further characterization and removal and that the site would remain open on the CSP DB. |

Responded to S&W's Haydar Turkar's voice mail. Called him back and talked to him regarding sampling water pumped out of truck into storage tanker truck. Sheen was observed on water in excavation after pumping a while. We decided to sample both the water in tank and in the excavation with no duplicate because the site budget only included two water samples. |

Approved a request to transport 140 cubic yards of DRO-impacted soil to the MOA Regional Landfill for disposal in accordance with the Shannon & Wilson, Inc. 8/22/06 ADEC-approved work plan. Four samples were taken of these soils and the results ranged from 331 mg/kg to 814 mg/kg which is under the 1,000 mg/kg MOA limit. |

Reviewed a copy of the Shannon & Wilson, Inc. "Excavation Monitoring and Cleanup Activities, Z.J.Loussac Public Library, 3600 Denali Street, Anchorage, Alaska" dated 4/25/08, received 5/01/08, on 5/16/08. One excavation sidewall sample at 6' bgs was above the cleanup level for DRO at 373 mg/kg. MW-2 was decommissioned. GW is clean. A contaminated stockpile was disposed of in an approved manner. Sent a letter this date indicating that the site is ready for closure, with a site note as to the residual contamination, pending a determination by the MOA whether they wish to decommission the remaining three monitoring wells on site and submittal of an updated CSM. |

The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Z. J. Loussac Public Library located at 3600 Denali Street, in Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed. |
