Problems/Comments

Diesel range organics and benzene, toluene, ethylbenzene, and xylene contamination encountered near four aboveground storage tanks that comprise the school tank farm. Contamination was discovered during a September 2005 soil evaluation requested by the Alaska Native Tribal Health Consortium in preparation for proposed sewer alignment along East Second Avenue.

Ten test pits were excavated within 10 feet of the school's ASTs, along East Second Ave., East Third Ave., and Hill Street. Petroleum odor and staining was noted during excavation. Soil samples indicate DRO contamination up to 3,660 mg/Kg at 7 feet bgs and benzene contamination up to 0.0985 mg/Kg at 7 feet bgs. The public water supply for Fort Yukon is located 1300 feet south/southeast. The drinking water wells are located near the intersection of Birch Street and East Third Avenue. The extent of petroleum impacted soil is unknown to the south of East Second Avenue. Further evaluation is warranted Grant Lidren

11/19/2009 Document, Report, or Work plan Review - other ADEC received 2009 Site Characterization Report for Fort Yukon School submitted by Hoefler. Eleven test pits were excavated to the permafrost, at 6 to 9 ft. bgs, to evaluate extent of contamination. A total of 21 subsurface soil samples, collected from the base of the test pits, as well as from screened 1 foot intervals (with the highest results found at 3.5 ft. bgs or deeper, therefore surface soil samples were not collected), contained: DRO up to 20,400 mg/kg; GRO up to 993 mg/kg; benzene up to 1.06 mg/kg; toluene up to 9.6 mg/kg; ethylbenzene up to 25.1 mg/kg; total xylenes up to 149 mg/kg; and the PAHs 1-methylnaphthalene up to 65.2 mg/kg, 2-methylnaphthalene up to 85.2 mg/kg and naphthalene up to 51.9 mg/kg. GW encountered at the base of test pit TP-7, contained a slight sheen. The volume of contamination soil is estimated to be approximately 7,400 cubic yards. The extent of contamination south of the AST Farm and beneath the school remain unknown. Note: the school is built on pilings. Grant Lidren
4/26/2010 Meeting or Teleconference Held On this date, ADEC held a pre-scoping meeting for the May 2010 Fort Yukon surface soil sampling effort. Per the discussion, ADEC requested a short work plan prior to fieldwork activities. Grant Lidren
4/29/2010 Document, Report, or Work plan Review - other On this date, ADEC received Surface Soil Sampling and Analysis Plan, Fort Yukon School, submitted by Hoefler. Fifteen surface soil samples will be collected on the west side of the property. The proposed sampling areas will extend outward from the original test pit locations TP-2, TP-9, and TP-10. Soil will be screened at 0.5 ft. bgs. Analytical soil samples will be collected based on screening levels at or greater than 100 ppm; and visual/olfactory presence of contamination. Work is planned for May 17, 2010. Grant Lidren
6/30/2010 Document, Report, or Work plan Review - other On this date ADEC received Surface Soil Sampling Fort Yukon School, submitted by Hoefler dated June 29, 2010. Surface soil samples were collected from three potentially contaminated areas identified in 2009: TP-2, north of the AST farm; TP-9 in the area of the former UST; and TP-10 north of the maintenance shop. Forty-one screening samples were collected from each area and 13 soil samples were analyzed. Soil samples collected from the test pit centers at TP-9 and TP-10 contained DRO up to 9,940 mg/kg and GRO up to 457 mg/kg. Soil samples collected from TP-2 and outside the centers did not contain contamination above ADEC cleanup levels. Grant Lidren
10/27/2010 Meeting or Teleconference Held ADEC received a phone call from James Kelly from the Council of Athabascan Tribal Governments (CATG). He indicated there is public concern regarding the historic contamination at the Fort Yukon School and the current active tank farm smells of petroleum odors. ADEC verified that there is indeed significant contamination in the subsurface soil, but the recent 2010 surface soil investigation indicates there is de minimis contamination in the surface soils, which are well below ADEC inhalation and ingestion levels. Therefore, there is no current direct exposure to contamination. Due to the public concern at the site ADEC intends to work with CATG to protect human health and the environment. This may involve (among other options): discrete removal of subsurface soil to the best extent practicable and/or institutional controls preventing exposure to subsurface soil and groundwater. 6/14/2011 Update or Other Action On this date, ADEC sent a letter to the Yukon Flats School District (YFSD) detailing the contaminated site’s background, the school's responsibilities to prevent exposure to contamination, and identified an ADEC staff person assigned to work with the YFSD to evaluate and/or cleanup any environmental issues. 2/23/2012 Update or Other Action On this date, ADEC received the Draft Fort Yukon Federal Scout Readiness Center Data Gap Investigation Report submitted by CH2MHILL. The Report was prepared for the adjacent associated contaminated site "740.38.012 AKARNG Fort Yukon FSA". Soil samples collected from two bore holes 40 and 60 feet north of the School Maintenance Shop and east of Hill Street, contained DRO up to 3,400 mg/kg (2 to 3 ft. bgs and 9,400 mg/kg (4 to 5 ft. bgs). A soil sample collected from a borehole just west of Hill Street along a ditch contained DRO at: 410 mg/kg (0.5 ft. bgs); 21,000 mg/kg (2 to 3 ft. bgs);and DRO 2,300 mg/kg (4 to 5ft. bgs).
