Problems/Comments

Petroleum contaminated soil from UST excavations at three regulated LUST sites was transported to this site for disposal with full knowledge and approval of landowners. The site preparation and monitoring plan were conducted prior to promulgation of 18 AAC 78. The Unocal S/S 4581 and 4652 are STP sites assigned to Weimer. The third excavation site, Unocal 6401, located at Northern Lights and Seward Highway, is not found thus far as a LUST site. Tract B, Mindoro Subdivision. The elevation is ~40 meters (~131 feet). Formerly Stephan's Tool Rental and Sales, Inc. bought out by United Tool Rental. Confirmation soil samples were collected to demonstrate levels of contamination in the treatment cell, and the underlying and adjacent soils met cleanup levels.

6/5/2008 Site Visit Site visit with UNOCAL/Chevron's consultant (CRA) to observe the condition of the soil treatment cell and to conduct confirmation sampling. Confirmation sampling was not done at this time because of changes in site conditions. The soil treatment cell had been graded and spread over a larger area, there may have been fill placed over portions, there were trailers and equipment were parked on portions of the treatment cell area, and there were some visibly stained soil in the cell area some of which was under the stored equipment. There were also some visibly stained soil under some equipment stored to the east of the treatment cell area. CRA said they would talk with the property owner and Chevron about what they observed. 3/11/2010 Meeting or Teleconference Held Meeting with Chevron and their consultants on 3/10/10. We discussed that assessment work still needs to be done at the Stephan's Tool site, the owner of the property also participated in the meeting. We discussed that PAH would be required in 10% of the soil samples. Robert Weimer
7/6/2010 Meeting or Teleconference Held Discussed the proposed Strategic Site Assessment workplan with the Responsible Parties Consultant (CRA). The plan proposes to do multi-increment (MI) sampling of the former treatments cell area and analyze for BTEX, GRO, and DRO. We discussed that MI sample can not be used at this site because the extent of the contamiantion has not been defined and their are stained areas in the former cell area. We also discussed that becaused UNOCAL used oil soils were placed in the cell the confirmation sampling needs to also include solvents, PCBs, metals, and 10% PAH, EDB, and 1,2-DCA at the highest locations. We discussed that the visibly stained areas would need to be removed, segregated, characterized with analytical samples, and treated/disposed of in an approved manner. We discussed that a workplan simular to the previously approved June 3, 2008 workplan should be submitted for the assessment of the other soils. CRA will submit copies of the past aerial photos of the site. Robert Weimer
9/28/2010 Document, Report, or Work plan Review - other Discussed the proposed Soil Investigation and Management workplan with the Responsible Parties Consultant (CRA). The plan proposes to do field screening with Petroflag and to collect analytical samples (as an unknown contaminant) at locations where field readings exceed 250 ppm. They will provide a revised plan that includes collecting at least 50 field screening readings and 5 analytical samples of the cell soils, at least 73 field screening locations and 5 analytical samples of the soils under the liner (or 1.5 feet if there is not liner), and at least 42 field screening locations with one analytical per side around the cell just below the liner (or 1.5 feet if there is not liner). They will also initially dig at least 10 test pits to 3 feet below ground surface to verify that the cell soils are not at a greater depth than 1.5 feet. Robert Weimer

9/13/2011 Site Visit Site visit to observe confirmation sampling of landfarm area. They marked off the area based on the air photos and had begun to dig test pits. Intact liner areas were visible at several locations. Robert Weimer
9/14/2011 Site Visit Site visit to observe confirmation sampling of landfarm area. Several locations had visibly stained soil at the surface. Intact liners were found at almost every test pit location except for the far west end and north edge. Discussed with consultant that all stained soil in the assessment area would need to be excavated and put in a drum for future characterization and treatment. Also that at least 1 cell confirmation sample is to be collected in each area that stained soil was removed. Need field screening of sidewalls and base of each stained soil location to determine where to take the confirmation sample. There was also one pit with tar like flowing liquid that will need to handled just like the stained soil locations. Discussed that perimeter samples need to be outside of the lined area and at the depth no more than 12 inches above the level of the liner. Robert Weimer

10/8/2012 Document, Report, or Work plan Review - other Review of Soil Cell Assessment Report for the September 2011 sampling of the soil treatment cell at the 9760 Old Seward property. The cell contained contaminated soil from several Unocal sites. Two visibly stained areas were sampled had up to 4,000 mg/kg DRO and 12,000 mg/kg RRO. The contaminated soil from these locations was excavated and thermally treated. Confirmation soil samples were collected from within the cell, under the cell liner, and around the perimeter of the cell. Up to 120 mg/kg DRO, 1,600 mg/kg RRO, background metals concentrations, non-detect PCBs, non-detect HVOCs, low concentrations of PAHs, and 0.006 mg/kg benzene in the soil samples collected.
