Problems/Comments

A 1991 Woodward Clyde Consultants reserve pit closure plan noted that diesel-based drilling mud was exposed in the reserve pits and that surface water samples collected at the site exceeded Alaska Water Quality Standards for pH, sodium, and chloride. A 2001 URS Corporation site assessment report noted stressed vegetation and iron staining along the pad margins. Moderate to heavy sheen was produced in the 5-10-13 reserve pit and in tundra ponds on the edges of the site. A carbon dioxide soil gas survey collected from a depth of 18" in the gravel pad and a 50-foot centered grid was performed. Approximately one-third of the gravel pad was contained within the contoured soil gas concentrations exceeding 0.3% indicating a presence of elevated hydrocarbon concentrations. Spill date based on unspecified month and day in 1991, Woodward-Clyde Consultants reserve pit closure sampling. Date may be revised when more accurate information arises. Western Operating Area of the Prudhoe Bay Unit. Kuparuk River is 0.2 miles away.

Soil-gas suvey indicated potential contamination on approximately 1/3 of the pad. Workplan states 31 boreholes will be advanced on the gravel pad. 1/16/2007 Meeting or Teleconference Held Meeting with BPXA, ADEC CS and SW programs to provide comments to BPXA on the Hurl St. Phase II report and CAP. ADEC requested additional details on field screening and sample collection methods and requested that BPXA contact ADEC for approval to use excavated gravel as reserve pit backfill following stockpile sampling. Following a meeting with ADEC on 1/16/07, BPXA submitted an addendum to the Phase II Site Assessment Report and CAP to address ADEC comments. ADEC requested additional details on field screening, characterization, and confirmation sample collection methods and frequency and requested that BPXA contact ADEC SW program with the results from stockpile sampling prior to using stockpiled material to backfill the reserve pit. 10/19/2007 Site Characterization Report Approved Received corrective action report. Over 100,000 cy of clean gravel from the former gravel pad, runway, and Kuparuk River access road were removed and transported to Z Pad for pad construction. Approximately 4,400 cy of conditional use gravel were used as backfill at the site and over 18,000 cy of restricted use and contaminated gravel were removed and transported to East Dock for landfarming. Gravel Pad/Tundra confirmation samples detected DRO up to 422 mg/kg. BTEX and the PAH naphthalene were detected, but at concentrations below ADEC cleanup levels. Several areas of hydrocarbon-impacted tundra were removed. Bill O'Connell
3/12/2008 Conditional Closure Approved The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) reviewed the environmental records associated with exploration site Hurl State 5-10-13. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that Hurl State 5-10-13 can be closed subject to the conditions outlined in the Record of Decision. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. Bill O'Connell
3/12/2008 Institutional Control Record Established There is contamination remaining above established cleanup levels at Hurl State 5-10-13 but ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be conditionally closed. This decision is subject to the following conditions: 1. A Notice of Environmental Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels; 2. Any proposal to transport soil or groundwater off site requires ADEC approval in accordance with 18 AAC 75.370 (b) Bill O'Connell
5/15/2009 Update or Other Action In September 2008, follow up soil sampling was conducted along two thermokarst troughs at the location of the former gravel pad where hydrocarbon sheen was noted earlier in 2008. Fourteen soil samples were collected from shallow test pits along the areas of surface water where sheen was present.DRO was detected above the MRL in every sample with a maximum concentration of 258 mg/kg. Samples from two locations contained DRO above 200 mg/kg. Bill O'Connell
