ADEC received electronic copy of 'Limited Phase II Environmental Site Assessment (ESA), 200 East Commercial Drive, Palmer, Alaska' dated April 28, 2006. The report references a Phase I ESA that has not been submitted to ADEC and describes excavation and sampling of six exploratory test pits from which a total of four soil samples were collected and submitted for laboratory analysis on April 20, 2006 based on field screening readings. Letter notes that ADEC has no record that the contaminated soil identified in exploratory test pits in April 2006 was excavated or otherwise addressed in accordance with Department regulations. Excavation of 72 tons or approximately 30 cubic yards of stockpiled soil that was approved for transport to ASR was not reported in the Phase II ESA or any subsequent documents, and appears to have been excavated without oversight by a qualified third party consultant and without excavation confirmation sampling, reporting, etc. ADEC records do not include a report documenting the date or dates the soil was excavated, and did not identify the person(s) who excavated the soil, the location of the excavations, excavation confirmation sampling results, or other information documenting environmental work. Letter requested all reports including the Phase I referenced in the Phase II be submitted. |
