Site Report: Indian Mt. LRRS Upper Camp PCB Spill

Problems/Comments
A single sample was taken from an area of stained soil on the south side of the road, up the road (and upgradient) from OT08, but downhill from SD01/SS10. The sample contained polychlorinated biphenyls at 3500 mg/kg. DEC requested the site be characterized and cleaned up in conjunction with the remedial efforts at OT008.
Site OT008 is a former WACS, located in Upper Camp. The site consists of three areas of soil contamination: the former WACS, the Stained Soil Area, and the former Pump House. The WACS was activated in 1958, deactivated in 1979, and demolished in 1986. The WACS had high power requirements, and its electrical equipment contained insulation oil with polychlorinated biphenyls (PCBs). At the time, waste oil was commonly disposed of on the ground outside buildings. It is believed that the demolition and excavation of the WACS likely distributed contaminants away from the original release locations. The Stained Soil Area site consists of a subsurface concrete crib approximately 3 by 4 feet, located on the western edge of Upper Camp near the access road. The former Pump House is on the benched step below Upper Camp. There is a wood building at the site, with a concrete pad inside. Drummed waste products were stored at the site but were reportedly removed around 1980. Since records have been kept (beginning in the 1970s), there have been several large spills/leaks at the Upper Camp.
Beginning in 1985, there have been several environmental investigations at OT008. These activities included a response action in 1995 to address the potential for contaminant migration between SS010 and OT008; site work included constructing a diversion trench between the two sites and constructing a containment cell to promote passive biotreatment of 10 drums of petroleum-contaminated soil. Recent remedial investigations were conducted at OT008 in 2008 and 2011. Soil samples were collected, and DRO and PCBs were detected greater than ADEC cleanup levels. In 2020 and 2021, approximately 404 tons of PCB-contaminated soil was excavated and transported offsite for disposal. The remaining PCB-contaminated soil with concentrations less than 10 mg/kg was transported to the WACS cap area for encapsulation within the monofill beneath a geofabric liner and 2 feet of clean fill to mitigate future exposure risk.
The COCs at the site are PCBs and DRO in soil. The AFCEC site status is long term monitoring, with continuation of work consisting of IC/LUC inspections, soil cover inspections, and sign maintenance.
