Problems/Comments

In September 2006 a 10,000-gallon heating oil tank was removed from near the elementary school in Nome. The tank was examined and no holes were noted, but contaminated soil and sheen on the groundwater were identified. Analytical samples were collected from the UST excavation stockpile and excavation perimeter and analyzed for DRO, GRO, and BTEX; however, no report documenting sample locations was provided to DEC so the depth and location of these samples is unknown. Results from these samples reported the presence of DRO above cleanup levels up to concentrations of 3,330 mg/kg. The excavation was back-filled with clean gravel and a new aboveground storage tank (AST) was installed above the old heating oil tank location and a fence was installed around the AST.

Action Information

Action Date Action Description DEC Staff
9/11/2006 Spill Transferred from Prevention Preparedness and Response Program Site transferred from PERP staff Tom DeRuyter. Release was not entered into PERP's database and not issued a spill or file number. Release was discovered on 9/8/06, amount unknown. PERP gave initial guidance regarding excavation and then transferred directly to the CS Program. Mitzi Read
9/12/2006 Site Added to Database Site added to the database. Mitzi Read
9/14/2006 Leaking Underground Storage Tank Corrective Action Underway I placed a call to Randy Romanesko with the City of Nome to discuss the site. Randy was out of the office, and I was referred to Jerry Neubert with USKH the environmental contractor for the site. USKH sent the laboratory analytical data from samples collected at the perimeter of the excavation, and stockpile. Three samples and a duplicate were collected from the stockpiled soil. DRO ranged from 2,500 to 3,330 mg/kg in the stockpiled soils. BTEX analytes were not observed, with the exception of very low levels of xylenes, and the laboratory "J" flagged the xylenes results as estimates. The perimeter samples were non-detect for BETX analytes. GRO was not detected in two samples tested for this analyte. None of the samples from the limits of the excavation were tested for DRO; therefore, the samples do not delineate contamination remaining in the soil. Kim DeRuyter
9/29/2006 Update or Other Action Received a call from Karen Orvis with HartCrowser saying the data I had received was preliminary, and a full report including a CSM would be forthcoming when she had received all of the laboratory data. Kim DeRuyter
4/21/2008 Exposure Tracking Model Ranking Initial ranking with ETM completed. Tamara Cardona-Marek
9/12/2008 Site Visit Drove by site and observed new AST. Spoke with maintenance employee (Bill Potter) who indicated the contaminated stockpile was removed, he did not know where it was taken to. New tank is adjacent to parking lot. Spill was at this same location. School has no basement, it is on piles, therefore there's no vapor intrusion risk. Tamara Cardona-Marek
12/30/2010 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 75272 10,000 gal heating oil UST (removed). Tamara Cardona-Marek
6/20/2013 Update or Other Action Site transferred to Robert Burgess. CIP narrative for FY15 updated. Janice Wiegers
9/11/2013 Site Visit Conducted a site visit with the City Manager. The AST currently on site is directly above the area from which the old UST was removed. City's files do not include the final report from HartCrowser which is also not in DEC's files. Most likely the report was not finished. Robert Burgess
8/26/2014 Potentially Responsible Party/State Interest Letter DEC sent a potentially responsible party (PRP) letter to the City of Nome. Robert Burgess
9/14/2015 Meeting or Teleconference Held DEC project manager met with City Engineer and new City Manager for Nome and discussed what is needed to assess the site for closure. Robert Burgess
1/25/2018 Document, Report, or Work plan Review - other DEC received the Nome Elementary School UST Closure Report that summarized historical field activities and documented the current site conditions. Robert Burgess
12/19/2019 Update or Other Action Emailed and mailed a letter to the city manager of Nome requesting a response to DEC's March 4, 2019 comments on the Nome Elementary School Underground Storage Tank Closure Report. Rebekah Reams
1/25/2023 Update or Other Action DEC sent correspondence requesting an update on plans to complete site characterization and advance the site towards closure, as well as any updates available on the status of the site following recent flooding events. Rebekah Reams
