Owner reported petroleum odor in well water. Reported that an analytical sample had 55 micrograms per liter of benzene, above ADEC levels. Response by PERP detected a mis-threaded fill pipe that leaked during fuel transfers. Tank had only been filled five times. Spill was estimated to be between 10 and 25 gallons. Soil and groundwater impacted. Added to database in 2007 to reflect administrative file. |

Telephone conversation with former property manager Bill Holland. Site is currently foreclosed. Approximately 10 cubic yards of contaminated soil were removed from the site and stockpiled at 1477 Levee Way. Mr. Holland is actively landfarming the soil by fertilizing and aerating the soil throughout the summer months. Mr. Holland installed a carbon filtration system to treat the drinking water in September of 2006. The filtration system needs annual maintenance to function properly. |

This property is foreclosed and held by Freddie Mac. Requirements for the cleanup of this site (in accordance with AS 18 AAC 75) could include but is not limited to annual monitoring of the the on-site drinking water well, maintenance of the carbon filtration system per engineer specifications, evaluation of indoor air quality and vapor intrusion, further excavation of soils, and periodic monitoring of neighboring wells and/or groundwater to ensure the contamination has not migrated off site. This list of requirements and any further corrective action or remediation requirements are subject to the results of a full site assessment by a qualified environmental consultant. Further questions about this property by interested buyers should be directed to the project manager. |

DEC has received several inquiries as to the status of contamination at this property. the bank is offering the property for sale - with the knowledge that the groundwater is contaminated and must be treated. I contacted Bill Holland regarding his previous involvement and determined that he had constructed the house and had a sub-contractor install the underground heating oil tank. it had been located away from the house and reportedly had a faulty fill pipe installed resulting in the fuel contamination. Mr Holland was contacted by the home owner(Kati Hemingway) regarding fuel taste / odor in the water. he responded by installing a water filter and softener and excavating the tank and soil. he installed the culvert to "treat" the groundwater and transported soil off site to be treated on his property using horse manure. |

Project manager changed to Farris. Staff reviewed file. The neighbors drinking water was sampled from the tap in October 2005 and the results were nondetect. The results from the well on site in October 2005 were 20.6 ppb benzene and 0.30 ppm DRO. The house on site has a raised foundation so vapor intrusion should not be an issue |

Spoke with Jennifer Morris at 2829 Horseshoe Way, the lot immediately downgradient of 2837, to ask permission to resample her drinking water well. She agreed to allow us to resample to confirm there are no impacts to teh well from the diesel spill at 2837 horsehoe residence. |

Staff received call from Sandy Speerstra, the current owner of the house. She asked what she needed to do in order to get the site closed and sell the property. I gave her a list of some consultants in town that could help her with the 3rd party sampling requirements and advise her on approaches to cleaning up the site. The groundwater and soil is contaminated and must be characterized per 18 AAC 75. |

Staff received drinking water results from the homeowner. She collected a sample from her tap and sent it to SGS for analysis of DRO and BTEX. Results were ND for benzene, toluene, and diesel range organics. Ethylbenzene and xylenes were detected at 3.5 and 5 ppb respectively, well below the cleanup levels. |

Final Cleanup Report Reviewed |
Received LUST Site Assessment Report from Nortech Environmental. Nortech sampled water from the recovery well and then removed the well by excavation. No petroleum contaminants were detected above cleanup levels in soil samples taken from the excavaton. A fabric liner over bull rock was found at approximately 7 feet below grade. The recovery well was placed above the fabric liner and the bull rock beneath the liner appeared dry; therefor the water sample collected from the recovery well probably did not represent groundwater. |
