Problems/Comments

Low levels of diesel range organics were discovered in septic tanks, leach fields, and in soil near a heating oil tank servicing a warehouse. Benzene (43.1 and 15. 1 ppb) was detected in groundwater during August 2007 sample event (when water was 10 feet bgs) versus non detects in December 2006 (water was 14 feet bgs) The disposition of an off-site stockpile from Hazard ID 4313 is being tracked under Hazard ID 26650, Fairbanks Excavation Lot 20 Stockpile, Supply Road; Lot 20 Claypoole Subdivision, File No. 100.38.272.

Action Information

Action Date Action Description DEC Staff
10/13/2006 Spill Transferred from Prevention Preparedness and Response Program Site transferred from PERP. Spill number 06309926101; spill date 9/18/06; PERP file number 100.02.289; substance = diesel; amount approximated at 50 gallons. Mitzi Read
10/16/2006 Leaking Underground Storage Tank Corrective Action Underway Reviewed and commented on a corrective action plan for the site and sent information to the property owner and consultant on closing injection wells with EPA. This site is the location of an old warehouse which has had multiple lessees over the years. Floor drains in the building were attached to septic systems located near the north end, and southeast corner of the building. Samples from the septic tanks contained DRO above Table C cleanup levels. Travis Peterson Consulting plans to remove the tanks and excavate contaminated soil in the leach fields, and near a former heating oil tank. Kim DeRuyter
10/17/2006 Site Added to Database Site added to the database. Mitzi Read
12/14/2006 Update or Other Action Received a Class V Injection Well Closure Report and a Groundwater Monitoring Report on December 12, 2006. Travis/Peterson consulting removed septic tanks and leach field soils contaminated with low levels of DRO, and PAHs. One confirmation sample exceeded clean up levels for DRO at 488 mg/kg. PAH, VOC analytes, and toluene were detected below cleanup levels. Three groundwater monitoring wells were installed. Benzene and DRO were detected below the cleanup level. Two additional groundwater sampling events are planed for 2007. Completed Lab QA checklists and ranked the site with the AHRM - score is 20, reflecting the low risk of exposure at the site. Kim DeRuyter
3/5/2007 Update or Other Action EPA letter to consultant (Travis Peterson - Melissa Shippey) regarding 2006 closure of class V injection wells. The closure of the UIC wells was properly performed and if the contaminated soil generated during the closure is properly disposed - the closure is approved. Jim Frechione
3/5/2007 Update or Other Action EPA issues a conditional closure stating that once verification that the stockpiled soil is submitted to EPA, the site will be considered closed. John Carnahan
9/24/2007 Update or Other Action Travis Peterson report on August 2007 groundwater sample event identified elevated benzene levels in MW 2 (43.1 ppb) and MW 3 (15.1). the report indicated groundwater was 4 feet higher than the 2006 sample event and indicated they would sample again in October 2007. ADEC recommended possibly delaying sampling until spring or fall 2008 for low water event Jim Frechione
3/20/2008 Exposure Tracking Model Ranking Initial ranking with ETM completed. Neal Everson
4/22/2008 Meeting or Teleconference Held Meeting with TPECI personnel- will sample twice this summer and provide CSM in report. Neal Everson
6/23/2008 Update or Other Action Ray Young contacted DEC- the stockpile is located on Lot 20 across from Riverbend Properties. He contacted TPECI about sampling and possible treatment of stockpile. Neal Everson
11/1/2010 Update or Other Action Travis/Peterson Environmental submitted groundwater monitoring report for samples collected on October 10th. DRO was detected in MW-1 and MW-2 but was below the groundwater cleanup level. The report indicates the next sampling event is planned in October of 2013. Janice Wiegers
8/27/2012 Update or Other Action Contacted Travis/Peterson Environmental to request groundwater monitoring be completed in August 2013 instead of October 2013, due to the higher concentrations observed in early fall. TPECI responded that they would move up the monitoring event. Also requested information about the status of the stockpile. TPEC did not recall sampling the stockpile. Janice Wiegers
9/24/2012 Update or Other Action DEC contacted EPA about any information they have on the injections wells. EPA provided information from their files. Janice Wiegers

9/14/2016 Update or Other Action 2016 groundwater sampling report was received September 7, 2016 Maya Shapiro
12/9/2016 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 75292 Two Injection Wells and HOT. John Carnahan
12/12/2016 Cleanup Complete Determination Issued Following three consecutive sampling events with groundwater contaminants below cleanup levels, over 6 year period John Carnahan
9/14/2018 Update or Other Action Comments sent to RP and consultant regarding characterization of stockpiled soil derived from this closure, and relocated to 5688 Rig Road. (See file 100.38.272) John Carnahan
