Problems/Comments

Petroleum contamination of the soil and groundwater exists at the site. Chevron operated a bulk fuel facility at the site from 1962 to 1973 which utilized eight aboveground storage tanks. Chevron continued to use the site until 1985 presumably to house and maintain tanker trucks. Contamination is assumed to be from surface spills of aviation gas or Jet fuel.

1/16/2007 Update or Other Action Called Kris Dubois to discuss Prospective Purchaser Agreements and the lessee history of the site. Bernie Hall is looking into assuming the lease from Saupe. Chevron has documented their intent to assess and remediate contamination from their former bulk fuel operation which was in operation from 1962 to 1985. FIA has some documentation linking contamination at the adjacent property (Block 13 Lot 15B - Hotfoot International) to Chevron's operation. 1/19/2007 Site Characterization Report Approved Site Characterization report received from FIA. FIA-conducted this site investigation in order to facilitate a property transfer. The report indicates that a large portion of the site has been impacted by surface spills which have migrated to groundwater. The highest soil contamination observed was DRO at 9060 mg/kg, GRO at 5720 mg/kg and benzene at 22.2 mg/kg. PAH and VOC analytes did not exceed cleanup levels with the exception of napthalene which was observed at 27.2 mg/kg in soil boring 9-6-8. However, PQL's were above the cleanup level for some analytes. Groundwater contamination was observed as high as 34.3 mg/L DRO, and 7.25 mg/L GRO. Kim DeRuyter

2/13/2007 Update or Other Action Received a response to the PRP letter from Bernie Saupe. He reports that he used the warehouse as a parking garage for two truck tankers, and two tanker-trailers and the only fuel storage was the buried heating oil tank. He mentions a floor sump which he cleaned out when he took possession of the building. He also mentions that there had been a well on the property which Chevron had removed along with the restroom prior to his taking possession. There is no mention of the location of the former septic system. Kim DeRuyter
1/17/2008 Update or Other Action ARCADIS BBL submited the 2007 Assessment report for the Former Chevron Facility #309152, Saupe Enterprises Site. The Site Assessment results show that groundwater and soil are impacted near wells MW1 to MW4 located northeast of the building. Samples from MW3 had the highest concentrations. LNAPL was observed in wells MW3 and MW4 in August and Nov. A workplan for delineation of LNAPL and impacted groundwater will be prepared for the 2008 field season. Tamara Cardona-Marek

7/10/2008 Update or Other Action ADEC received the First Quarter 2008 Groundwater Monitoring Report for the FIA Saupe Entreprises site. Impacted groundwater was found in the vicinity of wells MW1-MW-4. Measurable LNAPL was observed in wells MW2,MW3,and MW4. Additional groundwater delineation will take place during the summer 2008. 7/11/2008 Meeting or Teleconference Held Met with Dan Carrier (Chevron) and Greg Montgomery (Arcadis) to discuss current activities at the site and plans to do additional assessment. ADEC suggested using temporary wells along the adjacent road to determine if product is originating from an upgradient source, ARCADIS will install a monitoring well at this moment and determine the need for temporary wells based on the results obtained from this well. LNAPL was present in wells MW-1 through MW-4, MW-6, MW-9 and RW-1. MW-8 was inaccesible. DRO was above cleanup levels in MW-7. Benzene was above cleanup levels in MW-5, MW-8 and MW-10. 2/2/2010 Document, Report, or Work plan Review - other DEC received and reviewed the Second Semi Annual 2009 Groundwater Monitoring Report. LNAPL was detected in wells MW1, MW2, MW3, MW4, MW6 and MW9. These wells were not sampled. Contaminants above cleanup levels in remaining wells inluded GRO (up to 12,100 ppb), DRO (up to 5670 ppb), benzene (up to 240ppb) and EDB (2.76 ppb). Wells MW-5, MW-10 and MW-11 had no contaminants above cleanup levels. Piezometers installed adjacent to pond were not sampled during this sampling event. 2/17/2010 Meeting or Teleconference Held DEC met with Arcadis and Chevron to discuss activities for the site in 2010. Additional plume delineation will be performed by adding 3 monitoring wells. One of these wells will be located on the Hotfoot property. The eco scoping guidance will be used to evaluate potential ecological impacts to the pond adjacent to the site. 9/14/2011 Document, Report, or Work plan Review - other DEC received and reviewed the 2010 Site Assessment Report and the 2011 First Semi-Annual Groundwater Monitoring Report. Results for the site assessment indicate free product is found across the road on the well located southeast of the site (MW-12) This is due to the nature of the groundwater gradient (flat). Site assessment also revealed highest contamination on surface soil samples collected at a depth of 2 ft, confirming that contamination is due to spills from the historic above ground storage tanks. 4/29/2013 Meeting or Teleconference Held DEC, Arcadis, and Chevron met to discuss the status of several Fairbanks area Chevron sites. Arcadis will install more wells at FIA Saupe to delineate the extent of the plume to the northeast. Dataloggers will be installed in monitoring wells to monitor the water levels over a longer period of time to get a better idea of the groundwater gradient and how it changes seasonally. Fingerprinting results indicate that the LNAPL on site is a mix of Aviation gas and jet fuel. Active remediation will likely include soil removal in the upper 2 feet around SB-1 and SB-2, followed by air sparging and soil vapor extraction (AS/SVE) to target the GRO and BTEX fraction of the contamination, and MNA for DRO. Upcoming reports will include an updated CSM, trend analyses, and a LNAPL mobility assessment. Robert Burgess

7/17/2013 Site Characterization Workplan Approved 2013 Work Plan for Additional Assessment approved with modifications. ARCADIS proposed to install several soil borings to further delineate the vertical and horizontal extent of soil contamination to the northwest of Lot 12 (on lots 15A and B, the former Hotfoot building; file #100.26.102) and to characterize the vertical extent of soil contamination near MW-8. Modifications required by DEC include increasing the depth of initial borings from 8 to 10 feet (14 feet if high PID at 10ft) because previous reports document no impacts above 8 ft. DEC also recommended to follow up this work with the installation of new monitoring wells during this field season. Email chain including plan modifications is documented in the site file. 7/23/2013 Site Visit DEC conducted a site visit to observe soil sampling via hand augering (0-8 ft) and geoprobe (8-20 ft). Field screening and soil sampling was conducted by qualified personnel following the approved workplan. Previous geotechnical surveys had detected anomalies, one of which was beneath a planned boring location. At this location (and others), refusal was encountered before the boring was completed, but the reason for refusal was unclear. Chevron plans to use a vacuum truck for further investigation and to complete borings. Robert Burgess
8/14/2013 Site Characterization Workplan Approved DEC approved an addendum to the 2013 Work Plan for Additional Assessment. Borings that were unable to be completed will be investigated with a vacuum truck to the water table or to 8 feet below ground surface, and completed, if possible, by hollow stem auger. Soil samples will be collected, field screened and sampled. Two downgradient wells may be installed depending on field screening results. Robert Burgess
8/19/2013 Site Visit DEC project manager conducted a site visit to observe completion of borings via vacuum truck that were previously not able to be hand augered and for utility clearance. Soil samples were also taken at intervals via a hand auger. After leaving the site, received notification that a corrugated metal tank and some type of conduit were discovered at 3.5 feet in one boring that was being completed over an anomaly previously detected during a geophysical survey. Work from the 2013 field season indicated that the extent of floating product was greater than previously thought. Field work for the 2014 field season is underway and is targeted at complete delineation of product. 1/8/2024 Long Term Monitoring Workplan or Report Review 2023 Second Semi-Annual Groundwater Monitoring event was conducted on October 6 and 7, 2023. Samples were collected from monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, MW-7, MW-8R, MW-9, MW-10, MW-11, MW-12, MW-13, MW-14, MW-15, MW-16, MW-17, MW-18, MW-20 through MW-29, and RW-1 were submitted for GRO, DRO, RRO, select VOCs, PAHs, and lead analysis. Monitoring well MW-3, MW-17, and RW-1 were not sampled due to the presence of LNAPL. 1/8/2024 Long Term Monitoring Workplan or Report Review 2023 Fourth Quarter O&M report summarizes the monitoring activities of the soil vapor extraction system from September 25, 2023 to November 2, 2023. Approximately 148 pounds of GRO were recovered by the SVE system during the fourth quarter 2023 and the average mass recovery rate was approximately 21.4 lbs/day. 10/30/2024 Document, Report, or Work plan Review - other DEC reviewed the 2023 Well Installation Report which documents the advancement of soil boring and installation of monitoring wells MW-25 through MW-27, and MW-29 to define the downgradient extent of the plume. This work was completed in September 2023 and analytical results indicated DRO was present above migration to groundwater cleanup levels in soil boring SB-27B and groundwater cleanup level exceedances were observed in monitoring wells MW-26, MW-27, and MW-28. All site monitoring wells were surveyed during this site characterization event. The report concluded that the downgradient extent of contamination has not been defined and recommends ongoing semi-annual groundwater monitoring data be used to further evaluate groundwater quality and concentration trends and help inform the next steps for characterization at this site. During the September 24th, 2024 annual portfolio meeting, DEC concurred with these recommendations and requested that upcoming groundwater monitoring reports include recommendations for future site characterization based on the additional groundwater data collected following well installation.
