Problems/Comments
The Environmental Protection Agency (EPA) Superfund Technical Assessment and Response Team (START) conducted a site visit on September 28, 1999 and collected samples. All contaminants found were below cleanup levels. EPA status is no further remedial action planned and the site has been archived. EPA CERCLIS ID No. AKSFN1002150. Site is non-qualifying. This site approximately 3 acres in size and is located on the southern edge of Noatak, approximately 100 feet inland from the west bank of the Noatak River, and was formerly the (unpermitted) community dump from the 1970s until approximately 1995. The dump was subsequently covered with approximately 18 inches of gravel. Some areas have protruding debris, including rusted and crushed drums. Native Village of Noatak applied in 2008 and 2010 for DEC Brownfield Assessment of old dumpsite. Brownfield File No. 440.57.001 assigned for brownfield tracking. Brownfield file reassigned to 440.38.002 on 3/20/2020 per phase out of Brownfield file tracking

8/18/2010 | Brownfields Award | Site confirmed as a brownfield with issuance of a Notice to Proceed # 18400213017 on this date for contracted assessment. This work was requested by the Native Village of Noatak during the spring 2010 DEC Brownfield Assessment (DBA) request period for FY 2011. Project will consist of development of a Property Assessment and Cleanup Plan for the site to explore options for site closure and reuse. Source of funding is EPA State and Tribal Response Program (STRP) grant of $22,428. Current status: Project complete. | Sonja Benson |
9/7/2010 | Meeting or Teleconference Held | A stakeholder meeting was held by teleconference and was attended by representatives from DEC, EPA, the Native Village of Noatak, the Noatak IRA Council, NANA Regional Corporation, Maniilaq Association, the Agency for Toxic Substances and Disease Registry, and the term contractor tasked with conducting the assessment. The intent of the stakeholder meeting is to bring the involved parties together to discuss the plans for the assessment project including scheduling, logistics, assistance on the ground in Noatak, and property ownership and history to help fill information gaps. | Sonja Benson |
10/4/2010 | Site Visit | DEC's term contractor visited the old and current dumpsites in Noatak as part of the DEC Brownfield Assessment. | Sonja Benson |
10/4/2010 | Site Visit | DEC's term contractor visited the old and current dumpsites in Noatak as part of the DEC Brownfield Assessment. Contractor reported that in late September Noatak had used the $12K grant from USDA's Natural Resources Conservation Service to clean up stockpiled landfill debris and debris in the water at the Former Dumpsite. Cleanup focused on a large stockpile near the river that had reportedly been bulldozed there in about 1999 or 2000. Village environmental staff believes this stockpile comprised the entire contents of the old dump. Stockpiled debris and gravel were removed to the current landfill, where they were used as landfill cover material in the main landfill cell. The IRA environmental staff feels that cleanup is generally complete at the old dump. NRCS grant funds were used for fuel and operation of a bulldozer, two dump trucks, and an excavator. | Sonja Benson |
6/27/2011 | Document, Report, or Work plan Review - other | Final Property Assessment and Cleanup Plan (PACP) report recieved from term contractor. Report summarizes land use information and cleanup activities and provides cost estimates for formal closure of the Former Dumpsite and possible avenues to reuse of the area. Estimates provided in the PACP could likely be lower if local labor and staff time were used for paperwork submittals to DEC's Solid Waste Program. Community plans to use the PACP report for support of future funding requests to various agencies for additional upgrades to solid waste facilities. | Sonja Benson |
