Problems/Comments
Various forms of contamination have been identified at the school site, including petroleum contamination associated with the use of the aboveground storage tank farm and piping located adjacent to the school, asbestos insulation in the facilities, and potentially lead paint. Although the facility is currently owned by the State of Alaska, the community expressed interest in the reuse of this site through the DEC Brownfield Assessment program. The community is concerned about the existing contamination, and that the abandoned structure is an attractive nuisance, leading to vandalism that could result in a potential fire (such as has happended in other communities). The site was identified as a priority for the brownfield assessment program and an assessment was initiated in 2006, with field work completed during spring 2007. The Department of Education and Early Development indicated that funding was forthcoming for school demolition in 2012, but that did not materialize. Next estimate for demolition activities is 2014. FKA file no. 2425.57.001.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
2/1/2001 | Site Characterization Report Approved | Received report (January 2001) prepared by DEC Term Contractor (Bristol) working under the former AST program, which assessed multiple sources of petroleum contamination, specifically tank farm and piping source areas throughout the community. The former BIA school site had four abandoned tanks residing on property. The assessment showed significant evidence of historic petroleum releases. Surface water was present with sheen visible, and Kwigillingok River is located approximately 130 meters to east. Drinking water is derived from more than 2 miles away. Highest samples collected were 16,700 mg/kg diesel range in soil, 1,810 mg/kg as gasoline range, but are not presumed to be average or highest concentrations onsite. | John Carnahan |
12/17/2002 | Site Added to Database | (Site added to the database originally by Deborah Williams on this date.) Changed file name under file number 2425.38.002 from "Kwigillingok Former BIA School Site" to "Kwigillingok Regional Tank Farms." Information in file 2425.38.002 contains several projects. File No. 2425.57.001 developed to track specific information for Kwigillingok former BIA School site, which received a DEC Brownfield Assessment. | John Carnahan |
9/21/2006 | Brownfields Award | Site to be assessed through the DEC Brownfield Assessment program based on the application received. Site qualified for CIP funding as former BIA School site is owned by the state Department of Education and Early Development. Funding is trhough state CIP budget - not EPA. | John Carnahan |
10/9/2006 | Meeting or Teleconference Held | Meeting with BGES - contractor to conduct site characterization work - to discuss brownfield program goals and objectives and sampling strategy for this project, and go over stakeholder meeting. | John Carnahan |
10/17/2006 | Meeting or Teleconference Held | Meeting with stakeholders that included: Kimberly Andrews (DEED); Robert Braunstein and Renee LaFatta (BGES, Inc.); Emma Kiunya, Peter Jimmy, Jimmy Beaver, and Arthur Lake (Kwigillingok Tribal Members/Leaders); Greg Hanson (LKSD); and John Carnahan and Sonja Benson (DEC). Discussed various topics pertaining to goals and objectives of work, and provided opportunity for input from all members. Discussed coordinating the work and community support. Also went over the long-range goals for this project. All agreed this was a good meeting and are pleased that this funding is available for this site as the community and DEED have waited a long time to get this type of work done. | John Carnahan |
10/23/2006 | Site Characterization Workplan Approved | Reviewed and provided comments on draft site characterization workplan consisting of multi-increment sampling approach to soil, and groundwater/surface water sampling. Field work scheduled for spring 2007. | John Carnahan |
4/3/2007 | Exposure Tracking Model Ranking | Initial Ranking of Site based on information from January 2001 Bristol regional assessment report, reference pages 12-13. | John Carnahan |
6/14/2007 | Meeting or Teleconference Held | Teleconference with contractor in field to update staff on findings. Petroleum contamination is wide-spread and sheeing is visible across site extending to river. BGES reported that soil impacts are observed near tanks, but that contamination spreads out with surface water across the site. Surface water is prevalent and groundwater is likely near surface. | John Carnahan |
6/15/2007 | Update or Other Action | received call from BGES (DEC contractor) that field staff worked later previous day to observe low-water tidal event. Petroleum was observed "day-lighting" along the bank of the river above the low water mark. Based on observations, it appears that petroleum contamination from the tank farm has migrated laterally and vertically to the river. | John Carnahan |
9/13/2007 | Update or Other Action | Received Site Characterization Report from BGES, Inc. | John Carnahan |
11/2/2010 | Update or Other Action | Alaska voters approved a general obligation bond on this date that includes authorization for construction of a new K-12 school in Kwigillingok. The Alaska Department of Education and Early Development included demolition of the old BIA school in Kwigillingok in their estimates for the cost of the project. DEED intends to enforce demolition of the old structure as part of the project scope. New construction and old school demolition are currently planned for the summer of 2012. | Sonja Benson |
11/28/2011 | Update or Other Action | It is reported that Kwigillingok school project will receive demolition funding, but that work may not commence until 2012. | John Carnahan |
7/15/2013 | Update or Other Action | It is reported that LKSD has contracted the demolition of school buildings and tank farm at the BIA site. It is estimated that demolition will begin summer 2014. | John Carnahan |
8/5/2015 | Update or Other Action | Site transferred to Whitsel for evaluation of BIA as PRP, follow up, and evaluation of exposure. | Fred Vreeman |
6/28/2019 | Update or Other Action | Letter provided to BIA providing a list of 31 sites where BIA is a PRP and requesting a meeting to discuss long-term planning for cleanup at these sites. | Gretchen Caudill |
