Problems/Comments
On June 6, 2006 a tanker truck rollover accident caused the release of approximately 580 gallons of unleaded gasoline near milepost 173 of the Richardson Highway. The vehicle accident caused the valve on the middle tank to break, releasing the unleaded gasoline. A small, but unknown amount of diesel fule leaked from the truck's saddle tank. The gasoline leaked onto the shoulder on the west side of the roadbed and seeped out into the marshy area between the highway and Meiers Lake (which is approximately 125 feet west of the highway). At time of transfer from PERP approximately 385 gallons of fuel had been recovered.

6/25/2007 | Update or Other Action | Remediation report prepared by Michael Foster & Associates was submitted describing the response efforts since the June 2006 spill incident. it was estimated 580 gallons of gasoline was released on the shoulder of the road and over the embankment. there was a marshy area at the base of the embankment and Meiers Lake was several hundered feet west of the embankment. interception trenches and sorbents were used to collect fuel product and the area was "flushed" with water to mobilize fuel. it was estimated that 196 gallons of product was recovered. 9/6/2007 | Conditional Closure Approved | The Service Oil & Gas truck accident resulted in the release of gasoline fuel into the road embankment and the adjacent wetland area. However, cleanup actions were effective in recovering some of the spilled product and natural attenuation is approved as the remedial alternative for any residual contamination remaining in the area. The residual contamination remaining does not pose an unacceptable risk to human health or the environment provided the following conditions are complied with: The site shall be listed on the ADEC Contaminated Sites database and subject to the condition that any proposal to excavate soil may require a qualified person to prepare a work plan (for ADEC review and approval) that properly addresses the management and handling of any soil contamination prior to its excavation. The costs associated with assessing and managing these impacted soils shall remain the responsibility of Service Oil & Gas Inc. Site closure (without conditions) can be achieved when soil samples confirm that all soil meets the 18 AAC 75.341 ‘migration to groundwater’ cleanup levels for the Under 40 inch zone. The soil must be sampled in accordance with an ADEC approved work plan. In accordance with 18 AAC 75.380(d), ADEC may require additional cleanup action if new information is discovered which indicates this determination is not protective of human health, safety, and welfare or the environment. | Jim Frechione |
