Report on that spill called in to me this morning along the CANOL pipeline. As discussed I have attached a map showing the location (in paper file)of the site with contaminated soils. I will update this map with future discoveries so you have a good reference. I talked with the contractors and they will simply stockpile as they go, and then collect it all up and
stockpile it in one cell when they finish with the seasons excavations. I hope that is OK by you since it's all associated with the Canol & DFO Pipeline. We will obtain location on the dirty spots and get a contractor out in the next season to UVOST the site to determine extents and recommended treatment.

During routine site investigation activities (excavation) at the former Canol Pipeline 'stinky dirt' was discovered. On site P.I.D. readings (warmed/closed headspace) were in over 100 ppm. Three additional sites of contamination were discovered as investigation continued. Excavation activities continued and the Environmental Office responded. It appears as the contamination is weathered diesel or similar product. Approximately 30 cu yds of contaminated soil was exumed. Site Investigation/Remediation response is pending." |

During routine utility construction activities (excavation) at FTW-348A (Phase II Airfield Project), for which an ADEC approved Work Plan exists, 'stinky dirt' was discovered. Approximately 10 to 12 cu. yds. of contaminated soil was excavated and placed on a conforming contaminated soil pile on site. Excavation activities continued and the Environmental Office responded. It appears as the contamination is weathered petroleum or similar product. Site Investigation/Remediation response is awaiting analytical results." |

The Alaska Department of Environmental Conservation received the referenced draft report on July 7, 2011. ADEC has no comment on the report.
The report documents the removal/or cleaning and grouting of portions of the CANOL and DOF pipelines. Petroleum contamination was identified at multiple areas.
Please make sure these contaminated areas are added to the base Institutional Control database and to the Installation Action plan.

A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. |

ADEC received an updated version (version 3) of the Doyon Utilities Addendum to the Post-Wide Sampling and Analysis Plan, FT. Wainwright Army Post, Fairbanks, Alaska Work Order 18931 Vault 14-2-2 Repair Seasonal Water Line (dated May 27, 2021) from the U.S. Army on May 27, 2021. The responses to comments provided on May 24, 2021 were either accepted or accepted with comment. Version 3 of the work plan addendum discussed the use of hydrovac excavation, and additional review comments were provided. Additional clarification of the excavation method was requested. |

ADEC received the source area form for the Canadian Oil (CANOL) Road site on March 19, 2021. The source form for the CANOL Rd site recommended No Further Action. After reviewing the source form and supplemental information about the site, ADEC provided the U.S. Army with a letter requesting groundwater samples downgradient from the petroleum exceedances identified in 2003 above human health and migration to groundwater cleanup levels. This additional site characterization work was requested to be done in accordance with 18 AAC 75.335(a). |

ADEC received a response to the letter dated July 23, 2021 sent to the U.S. Army requesting additional characterization work be conducted at the Canadian Oil (CANOL) Road site on Fort Wainwright, Alaska. The U.S. Army disagrees the CANOL Road site needs more work, and that groundwater data collected during the 1994 remedial investigation sufficiently characterizes the site. ADEC is preparing a response to the Army's response sent to ADEC on October 15, 2021. |

ADEC received the Technical Memorandum, Environmental Summary Report Data Gap Work Plan for Building 3025, Hangar 3, and CANOL Road Sites on August 19 2022. The work plan is in response to ADEC documentation requesting additional characterization of the three sites. The sampling activities will investigate the extent of RRO in soil and groundwater at Building 3025, evaluate the extent of pentachlorophenol and naphthalene in soil and groundwater at Hangar 3, and investigate the groundwater at select locations where soil contamination was observed during the 2003 pipeline removal at the CANOL road pipeline sites. Groundwater IDW at Hangar 3 will also be analyzed for PFAS due to proximity to PFAS AOPI. The final work plan was approved on this date. |

DEC has reviewed the Draft Environmental Summary Report (ESR) for CANOL Road Sites, which discusses soil and groundwater sampling efforts and results from a length of the former Canadian Oil (CANOL) pipeline along the CANOL Road on Fort Wainwright (FWA). The Army conducted the work to address the data gap regarding potential groundwater impacts at the site. No exceedances of either the soil cleanup levels described in 18 AAC 75.341(c), Tables B1 and B2 or groundwater cleanup levels described in 18 AAC 75.345(b), Table C were detected in any samples analyzed for any contaminants of concern. |

DEC has completed various reviews and backchecks of four Environmental Summary Reports (ESRs). The four ESRs detail historical summaries of the Aviation Task Force (ATF) Former Hangar 3 Utilidor Expansion site, the Canadian Oil (CANOL) Road site, the FTWW-010 Laundry Building 3025 site, and a Data Gap Report covering each of the three other sites regarding the data gaps present before work was conducted in 2022.
DEC approved each of these four documents on this date. |

Cleanup Complete Determination Issued |
DEC has completed a review of the environmental records associated with the Fort Wainwright CANOL Road Pipeline Removal located along the CANOL Road in Fort Wainwright, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless information becomes available that indicates residual contaminants may pose an unacceptable risk. Please see the attached closure determination letter for full details.
