Problems/Comments

Area B or SS004 is a small drum dump across the road from SS003. Drums were removed in 2002. Soil samples from under drums showed DRO contamination. In 2003, contaminated soil in the amount of one 85-gallon overpack drum was excavated. Further investigation was conducted in 2007, DRO was detected at maximum of 73,000 mg/kg and RRO was detected at a maximum of 33,000 mg/kg. No other analytes were detected above appropriate Method Two criteria. Groundwater impacts were not well investigated, but are unlikely on this steep slope southwest of the landfill. A Decision Document was signed for the site on September 13, 2010. The Decision Document describes the Air Forces plan to excavate the contaminated soil, landfarm the soil on site, and return the treated soil to the excavation. The excavation was conducted in 2011, and will be described in the 2012 Remedial Action Report anticipated after the 2012 field season.

9/15/2008 Site Characterization Report Approved Approved the August 2008 Final Site Characterization and Remedial Investigation Report. DRO to 73,000; and RRO to 33,000 ppm were detected in a former Drum Dump area between Area C and Area A on the south side of the road. The terrain in this area was very steep and heavily vegetated. Due to a misunderstanding the samples were not submitted for RCRA metals analysis. When contaminated soil is excavated from this area, the confirmation samples should be analyzed for RCRA metals. 3/20/2009 Meeting or Teleconference Held Staff met with the Air Force and their contractor to discuss a Tech Memo, and the path forward for the North River Radio Relay Station site. Further excavation will need to be conducted at this site. The Air Force indicated it may remove this site from the CERCLA process and proceed with cleanup under State regulations. Kim DeRuyter
9/13/2010 Cleanup Level(s) Approved The Decision Document describes the Air Forces plan to excavate the contaminated soil, landfarm the soil on site, and return the treated soil to the excavation. 6/3/2011 Update or Other Action Staff provided comment on the Pre-Draft QAPP/Cleanup plan for POL sites. Contaminated soil at SO001 will be excavated and landfarmed on the adjacent permitted and closed landfill. The department approved the ingestion and inhalation cleanup levels for this small site due to the absence of groundwater. The work is expected to begin in late July 2011. Kim DeRuyter
7/14/2011 CERCLA Remedial Design/Remedial Action Plan Approved The Air Force has submitted the Quality Assurance Project Plan for this site. The Draft and Draft Final QAPP have been reviewed, and revised per the Departments comments. The Final POL QAPP was approved via email in late June, the official approval letter was sent today. The plan for SS004 is excavation and landfarming of contaminated soil at the nearby permitted and closed landfill. Kim DeRuyter
12/8/2011 Update or Other Action The Air Force submitted a draft Techmemo which states that the contaminated soil was excavated from this site and is currently being landfarmed on the adjacent landfill cap. Per the 2011 workplan when concentrations reach the applicable cleanup levels the soil will be returned to the excavation. The cleanup effort, and confirmation sampling will be described in the Remedial Action Report to be submitted at the end of the 2012 field season. Kim DeRuyter

3/5/2013 Cleanup Complete Determination Issued ADEC issued a "Cleanup Complete" Determination on this date. Concentrations of DRO and RRO in the excavation as well as the landfarmed soil are below the site specific Method 2 Ingestion Cleanup Levels. No additional remedial action is necessary at this time. The landfarmed soil has been approved to be used as berm material for a new landfarm associated with Area A soils. Meghan Dooley
12/16/2016 Site Visit DEC Project Manager (PM) attended public Restoration Advisory Board (RAB) meeting on 9/20 where US Air Force (USAF) and their contractor provided update of work completed in 2016, including landfarming, excavation and stockpiling of approximately 3,000 cy of petroleum-contaminated soil, and groundwater monitoring. On 9/21, the DEC PM, USAF PM, and contractors conducted a field visit to observe the work completed over the summer at the VMF, landfarm, and Area C, and to check on vegetative re-growth at the sites closed with institutional controls – Areas A and B. Re-growth at Area B is robust; re-growth at Area A is patchy due to large amounts of gravel in the surface soil. Joy Whitsel
