Site Report: Big State Logistics Border Lot

Problems/Comments
In 1995, CEM Leasing (now owned by Big State Logistics) built a transfer site near the Candian border for use as a transfer site for diesel fuel being transported between the US and Canada. The transfer site was constructed on a lot owned by Neil Deterding. Deterding’s lot was chosen rather than the adjoining lot (owned by CEM) because it was bigger and had better driveways for the two trucks to turn into. This transfer site was used from 1995 to 2002 for the transfer of diesel fuel.
This transfer site was fully lined and sloped toward a containment pit that caught any spills or water runoff. In 2001 Big State Logistics (BSL) purchased CEM Leasing, and inherited the lease of the transfer site and the adjoining lot. To end the lease Deterding required the removal of the transfer site. In 2003 BSL contracted with Nugget Construction and John Janssen from Oil Spill Tech to remove the fill, the liner and containment pit, and to sample the limits of excavation to ensure that all contaminated soil was removed.
Water was removed from the containment pit and filtered through a 55 gallon charcoal filled drum. The fill soil was removed and stockpiled on visqueen liners on the adjoining lot (owned by BSL). After removal of the liners, additional soil was removed until analytical sampling showed no contamination remained above ADEC cleanup levels (highest analytical from the limits of excavation were ~ 120 ppm DRO). This soil was also stockpiled on the lot owned by BSL on a separate liner. All stockpiled soils were covered with visqueen and weighted down with tires. Clean fill was used for backfill. No characterization or further remediation efforts have been done to the stockpiled soil. Approximately 500-700 cubic yards of soil remain stockpiled on the BSL lot.
