Problems/Comments

A sample from a test pit (TP-7) at the Old Machine Shop contained 2,160 milligrams per kilogram (mg/kg) diesel-range organics (DRO), exceeding the migration to groundwater (MTG) cleanup level of 250 mg/kg. Contractor reported strong diesel odor in this test pit. The Old Machine Shop also has some soil next to it that is contaminated with lead. This is a result of exterior lead based paint weathering over years and depositing adjacent to the foundation of the building. In 2006, DEC conducted a Phase I Environmental Site Assessment (ESA) and Phase II ESA as part of its DEC Brownfield Assessment program. Five facilities were investigated for various environmental hindrances. Petroleum impacts were investigated related to the former location of an underground heating oil tank. Seven test pits were dug around the building. Only one test pit, not related to the former underground storage tank (UST), yielded detection of contaminants above cleanup levels. The test pit located near a former drum storage area yielded DRO of 2,160 mg/kg, above MTG cleanup levels. Due to time limitations, the distribution of DRO contaminated soil was not thoroughly delineated. Based on the location of drum storage in the 1993 aerial photo (Figure 14), the DRO impacted soil may cover an area of approximately 250 square feet. Assuming the concrete platform, encountered at 1.5 feet below ground surface (bgs) in OMS-TP7, extends beneath the entire drum storage area, the volume of impacted soil may be approximately 14 cubic yards. Funding allocated as area-wide on five historic buildings: Cottage D, Electrical & Plumbing Shop, Cottage G/Old Power Plant, Old Machine Shop, and Old Coal House. Total funds from SOA CIP= $40,098 and EPA STRP= $19,280. NTP# 18-9028-13. Phase I with limited sampling. John Carnahan
5/12/2006 Site Characterization Workplan Approved Received final workplan for approval. John Carnahan
6/30/2006 Site Characterization Report Approved Received copies of Phase I and Phase II ESA for mulitple properties. Identified lead and DRO contamination at the Old Machine Shop. Existing contamination around base of building precludes future development interests. Responsible party planning to seek additional cleanup assistance through EPA brownfield program. John Carnahan
