On July 19, 2006, DEC was notified of a spill at the Generator Day Tank. Icicle Seafoods estimated that 200 gallons of diesel fuel spilled onto the ground underneath the generator building. In addition, stressed vegetation and staining were noted near the diesel tank farm. |

DEC staff reviewed a 2007 Hydrocarbon Remediation Report. BGES documented the removal of the day tank In the area of the Freezer Plant, which is located at the top of the bluff. The day tank has been repeatedly overfilled with diesel fuel. The last known spill was in 2005 and estimated to have been approximately 50 to 100 gallons. BGES estimated that approximately 106 gallons of fuel have been recovered since that time.
In 2006, Icicle reported a release of approximately 200 gallons of diesel fuel at the Generator Building. Approximately 150 gallons were recovered with sorbent materials and hand digging immediately after the release. During 2007, approximately 4 to 7 inches of accessible impacted soils were removed from underneath and adjacent to the Generator Building, for a total
of 6.8 cubic yards of soil transported to the land-farm. After removing these soils (excluding the areas of the apparent Bunker C), the soils appeared dark black. Excavation attempts were made in the area of a trench that was created in 2006 to capture fuel floating on the surface on the ground. After removing approximately 4 inches of soil, it was apparent that the Bunker C contamination extended further northeast than originally anticipated. Bunker C contamination was observed underneath the stairs of the Generator Building, at 5 inches below grade. It appears that the Bunker C contamination extends approximately 41 feet northwest from the Bunker C secondary containment tank. All of the impacted soils that were above the Bunker C were removed by hand shoveling in the area of the stairs of the
Generator Building. Although the lateral and vertical extent of the contamination had not been delineated.
Near the Generator Building, two confirmation samples were collected to characterize a portion of the
remaining soils. The sample collected underneath the valve of the original fuel release, indicated
that the soils were greatly impacted 7 inches below grade with DRO (43,700 mg/Kg). Another sample, which was collected approximately 8 feet south of the first sample, in soils that bordered the fresh diesel release and the Bunker C contamination, indicated that these soils were also impacted with DRO at 104,000 mg/Kg. If the Generator Building is demolished in the future, BGES recommended removing the impacted soils in this area and transporting the soils to the land-farm.
A new bladder is anticipated to be installed by Icicle in the concrete secondary containment area
beneath the diesel tanks in 2007. BGES recommended that after the new tank farm bladder is
installed, or during the process of installation, excavation of the previously identified impacted
soils at the northeast side of the diesel tank farm be performed. |

DEC staff has completed a review of a 2008 Petroleum Hydrocarbon Remediation Work Plan. This work plan was prepared by BGES Inc. and received at DEC’s Anchorage Office on April 30, 2008. BGES proposes to do the following in August 2008:
• Excavate contaminated soils from the tank farm area and collect confirmation soil samples;
• Treat and sample contaminated soils at the landfarm area; and
• Prepare a report of the remedial actions
DEC staff issued a letter on July 10, 2008 approving of the work plan under the following conditions:
1. BGES will screen, sample and treat potentially contaminated soil in accordance with 18 AAC 78 and 18 AAC 75 regulations.
2. BGES will sample the excavation pit at the mechanics shop in accordance with 18 AAC 78 regulations to determine if all contaminated soil has been removed.
3. BGES will modify their sampling frequency of landfarmed soil (in accordance with 18 AAC 78 regulations) to accommodate the increase in soil volume from the disposal of contaminated soil that was excavated from the mechanics shop.

DEC reviewed and approved an amendment to 2008 remediation work plan. BGES proposed to sample and analyze the excavation pit at the Mechanics' Housing spill area by selecting descrete sampling points based on field screening values. Soil will be field screened with photoionizing detector and confirmatory samples will be collected at a rate of 3 for the first 250 square feet, and one additional sample for each additional 250 square feet. The samples will be analyzed for DRO/RRO and BTEX. If confirmatory results suggest the excavation pit is still contaminated, additional excavation will be initiated until laboratory samples confirm clean soil is left in place. |

DEC staff reviewed BGES' "2008 Petroleum Hydrocarbon Remediation Report", which was recieved at DEC's Anchorage office on May 8, 2009. Contaminated soil was removed from adjacent to the Mechanics Bunkhouse and from underneath the former tank farm and transported to the landfarm area. Eight cubic yards was removed from the northeast side of the former tank farm. A total of 43 cubic yards was removed from adjacent to the Mechanics Bunkhouse resulting from the 2008 day tank spill. Three confirmation samples were collected from the contaminated area at the former tank farm and no contaminants of concern were detected above DEC cleanup criteria. |

DEC staff completed a review of BGES, Inc’s “Icicle Seafoods Inc. Egegik Alaska 2008 Petroleum Hydrocarbon Remediation Report". Within the report, BGES Inc. (BGES) documented soil cleanup activities at the Icicle Seafoods Processing Facility that were not WAFCO’s responsibility due to fuel releases since June 30, 2005. BGES recommended that no further cleanup work would be required for the following spills: Tank Farm area, Mechanics Housing area, Generator Building, and Freezer Building day tank. DEC issued a letter on May 19, 2009 commenting on this report and concurred with BGES recommendations for no further work at the Mechanics Housing area, Generator Building, and Freezer Building day tank since the amount of fuel recovered from cleanup activities equaled or exceeded the estimated amount of fuel spilled. The amount of fuel spilled at the tank farm however, was not known and groundwater contamination in this area suggested their is still soil contamination that has not been addressed. |

DEC staff has completed a review of the BGES, Inc.’s “2009 Site Assessment and Remediation Work Plan”, which was received at DEC’s Anchorage Office On July 21, 2009.
BGES proposed to do the following during the summer and fall of 2009:
1. Collection of groundwater samples from monitoring well MW-12 to be analyzed for GRO, DRO, BTEX, and RRO;
2. Tilling of landfarmed soil at least twice;
3. Collection of soil samples from the landfarmed area (twice for the first 50 cubic yards of soil and one sample per each additional 50 cubic yards) to be analyzed for GRO, DRO, BTEX, and RRO; and
4. Preparation of a brief sampling and analysis report
DEC approved of the work plan in a letter dated July 27, 2009. |

DEC staff reviewed BGES Inc.’s “2009 Site Assessment and Remediation Activities Report, Icicle Seafoods, Inc. Facility, Egegik, Alaska”, Dated April 29, 2010. The report discusses the evaluation of groundwater contamination near the tank farm area and the results of soil testing of contaminated soil in the landfarm area. In August 2009, groundwater samples were collected from monitoring well MW-12 to be analyzed for contaminants of concern which included GRO, DRO, RRO, and BTEX. In these samples, DRO and RRO were the only contaminants of concern detected and these analytes were not detected above DEC groundwater cleanup criteria. During the summer of 2010 this well was again sampled and no contaminants of concern were detected above DEC groundwater cleanup criteria.
BGES reported that during 2009 the landfarm area was only tilled once and that nutrients were not applied to landfarmed soil. In August 2009, BGES collected three soil samples from the landfarmed area. which were tested for GRO, DRO, RRO, and BTEX. Each of the soil samples were collected from near the center of the landfarm area and from an approximate depth of 0.5 feet below ground surface. In these samples, DRO and GRO were measured at levels exceeding DEC migration to groundwater cleanup criteria. DRO levels ranged from 339 to 3,970 mg/kg, and GRO ranged from 0.48 to 520 mg/kg. BGES reported that the landfarm area was only tilled once during the summer of 2009.

According to the summary, multi-increment sampling was also conducted. In 2014, the trench circulation pump was active from the end of April until the beginning of October. Reviewed the 2013 Land-Farm Monitoring Activities Report. The land farm was sampled as two separate decision units, ICLF-DU1 (38 cubic yards excavated from 2005 to 2007) and ICLF-DU2 (51 cubic yards excavated in 2008). The consultant conducted multi-increment sampling (MI). One sample was collected for ICLF-DU1. One sample, a duplicate, and triplicate were collected for ICLF-DU2. Diesel range organics (DRO) analytical results for ICLF-DU1 and ICLF-DU2 exceeded cleanup levels at 254 mg/Kg and 869 mg/Kg, respectively. ADEC will request another round of MI sampling in 2016 per the consultant's recommendations. |

Both sites are in remediation phase through in situ bioremediation. The last sampling of landfarm soils occurred in 2013. Icicle Seafoods representative requested to resume monitoring in 2017 to give the landfarm soils more time to remediate. There are no other immediate concerns and the extension for monitoring was granted. |

ADEC received the revised 2022 Soil Landfarm Activities Icicle Seafoods Egegik Cannery Landfarm report on this date. Report was approved on 11/15/2022. Sampling activities consisted of reestablishing landfarm boundaries by measuring the area, collecting GPS coordinates, taking swing tie locations, and installing orange snow fencing along the perimeter of the landfarm. Additionally, one soil sample was taken from the area of stained soil observed in 2019, revealing DRO, arsenic, and naphthalene above DEC cleanup levels. A total of 36 soil samples were taken from the landfarm area, revealing DRO exceedances in 26 of the 36 samples. Overall, DRO concentrations in the landfarm ranged from 24.9 mg/kg to 1,650 mg/kg. Icicle intends on sampling the landfarm again in 2025. |
