The Department was notified that land clearing for a gravel pit is planned for the Summer of 2008 at Port MacKenzie which lies within the Susitna Gunnery Range. The purpose of the letter was to notify the Mat-Su Borough and tht Port that the area in quetion was part of a historic Anti-Aircraft Artillery (AAA) impact area and advise them of the potential of encountering Unexploded Ordnance (UXO) at the site. |

ADEC Staff attended a meeting with personnel from the USACE, Mat-Su Borough, and Port Mackenzie to discuss upcoming work at the port and potential impacts of UXO from the Susitna Gunnery Range. Projects planned for this year include road upgrades, clearing for the new prison site, and clearing several areas for gravel extraction. The USACE and the Port Director agreed to provide ordnance awareness training to their personnel and subcontractors working at the. The purpose of the training is to ensure site workers know how to identify a UXO hazard, avoidance procedures, and the proper reporting procedures in the event that an item is identified. |

Representatives of ADEC and the USACE conducted a site visit at the Susitna Gunnery Range. We met with Mark VanDongen (port director) and drove to areas of interest at the site. These areas included the new road realignment, new prison site, and areas being cleared for gravel extraction. Mr. VanDongen provided a briefing that detailed the ports plans for expansion in the area. The USACE project manager also provided a briefing on the community relations plan that is being prepared to notify landowners of the potential risk of UXO at the site. |

ADEC staff was notified on this date that an potential UXO item was identified at the Susitna Gunnery Range. On 8-15-08 a traffic flagger noticed a suspicous item in a ditch. In accordance with procedures for finding potential UXO the contractor contacted the Alaska State Troopers to respond to the item. In cases where military munitions are identified the AST must first be notified and they will request support from the appropriate EOD unit. However, in this case the responding officer picked up the item and disposed of it in a dumpster in Wasilla. The troopers will be contacted to discuss the appropriate response to military munitions. |

ADEC staff was notified that the USACE had awarded a contract to Zapata Engineering to conduct a Release Investigation at the Susitna Gunnery Range. The Scope of Work called for a ""Desktop RI"" and erroneously claimed that this approach had ADEC support. Upon review staff notified the USACE of their error, informed then that characterization of the site in accordance with a CERCLA compliant RI would indeed be required for this site. Staff requested that USACE modify the SOW to correct this error which USACE acknowledged. |

Staff attended a Technical P{roject Planning Meeting with the USACE, their contractors, and representatives of the major landowners in the area. The purpose of the meeting was to discuss USACE's plan to conduct a Remedial Investigation of 5 parcels within the site. The parcels selected were larger contiguous parcels that are expected to undergo development in the next several years. The investigation will consists of Digital Geophysical Mapping, Analog geophysics, intrusive investigation of selected geophysical anomalies, and environmental sampling for munition constituents. Work is planned for Spring/Summer of 2010 and a Draft RI work plan will be provided for ADEC review in December 2009. |

While numerous munitions debris (MD) was identified, confirming the areas use for anti-aircraft artillery (AAA) training, no intact Munitions and Explosive of Concern (MEC) was recovered. In one MRS no MD was identified during investigation. The comments on the FS focused on the application of the CERCLA 9-criteria and the development of appropriate institutional controls (IC’s) for the site. The FS recommended IC’s and five year reviews for those MRS’s where MD was recovered. |

"Final Land Use Controls Implementation Plan, Project 06 Susitna Gunnery Range Munitions, Formerly Used Defense Site (F10AK0255-06), Matanuska-Sustina Borough, Alaska, April 2021". The primary objective of this project is to implement Land Use Controls (LUCs) at the Susitna Gunnery Range Formerly Used Defense Site (FUDS), property number F10AK0225, Alaska Department of Environmental Conservation (ADEC) File number 2256.38.001. LUCs shall be implemented for Military Munitions Response Program Project 06, Susitna Gunnery Range Munitions, also known as Munitions Response Site (MRS) #06, Trailhead, Terminal, and Bridge Areas; herein referred to as “MRS-06”. MRS-06 is located within the Susitna Gunnery Range FUDS (Project Number F10AK022506) in Matanuska-Susitna Borough, Alaska.
At MRS-06, prior site activities have resulted in the potential presence of munitions and explosives
of concern (MEC). The FUDS program follows the environmental investigation and cleanup procedures of the Comprehensive Environmental Response, Compensation, and Liability Act, as amended by the Superfund Amendments and Reauthorization Act. The U.S. Department of Defense is responsible for evaluating and cleaning up environmental contamination and munitions at FUDS properties under the Defense Environmental Restoration Program, while USACE manages the evaluation and cleanup of these properties. The Remedial Action Objective (RAO) for MRS-06 is to limit or mitigate an interaction between a receptor and potential MEC items remaining in the MRS. The remedy selected in the Decision Document for MRS-06 is LUCs
(USACE 2015), as detailed below. LUCs are restrictions or controls on a property that protect human health and the environment by limiting exposure potential to chemical and/or physical hazards. |
