The information you were able to provide for the BLM Retardant Area indicates that gasoline range organics (GRO) remained up to 2800 mg/kg and diesel range organics were up 3000 mg/kg. This site is reported to be west of Building 1510, but there is no site figure showing the exact location. The only other information is that this was an FTW-DPW project
There is an email in the file that may or may not be related that indicates wells in the area, AP-6425, AP-5681 and AP-5688. These wells are listed in the Monitoring Well database as not sampled and unknown site association. The email indicates that wells had BETX contamination in them but does not indicate the source of the information.
Please add this site to the IC map as known POL contamination and add it to the list of sites that needs to be characterized.

A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. |

DEC approved the Sampling and Analysis Plan (SAP) for the Alaska Fire Service (AFS) Fuel Facility, United States Department of the Interior Bureau of Land Management (BLM), revision 1.2 (dated May 23, 2019). The SAP describes construction work on the BLM AFS Fuel Facility site on Fort Wainwright, Alaska (FWA). During the construction activities planned, contaminated soil may be encountered during excavation work. Excavated soils will be segregated based on photoionization detector (PID) readings. Contaminated soil encountered will be sampled for disposal purposes. Should contaminated material be identified, DEC may request a work plan addendum requesting additional soil characterization sampling. This request will be dependent upon the nature of any contamination discovered. |

DEC staff conducted a site visit inspection at the Former North Airfield Hot Point Refueling [Bureau of Land Management (BLM) Alaska Fire Service (AFS) Fuel Facility] construction project. DEC staff observed test pits around the site, including one where the photoionization detector (PID) readings indicated the presence of petroleum contamination. In addition to visiting the BLM site, DEC staff inspected the Central Heat and Power Plant (CHPP) yard; where contaminated soil waiting for transfer to a treatment facility is stored. |

DEC staff conducted a site visit to the Chena River Boom and the Oleophilic Biobarrier test study site along the Chena River in the West Quartermaster's Fueling System area. The oleophilic biobarrier pads are a combination of sand, geotextile fabric, and a structural geocomposite that gets placed on the top of the shoreline. These pads are intended to provide a medium that biodegrades hydrocarbons before they are released to the surface water as a sheen. DEC staff observed a likely iron sheen leaching from the pads. DEC staff also inspected the Former North Airfield Hot Point Refueling site (BLM Alaska Fire Service Fuel Facility), and inspected the contaminated soil stockpile area, and the areas of the construction site where contaminated material has been encountered. |

DEC approved the Paragon-Jacobs Sampling and Analysis Plan (SAP) Addendum (August 15, 2019). The document was to be used in conjunction with the Paragon-Jacobs 2018 Post-wide SAP (December 2018), and the Travis/Peterson Environmental Consulting, Inc. (TPECI) SAP (May 2019). Paragon-Jacobs was to sample from joint locations at the BLM construction site with TPECI and collect analytical samples for semi-volatile compounds (SVOCs), volatile organic compounds (VOCs), herbicides, pesticides and Resource Conservation and Recovery Act (RCRA) metals. |

DEC approved the Final Preliminary Source Evaluations Work Plan, Fort Wainwright, Alaska (dated September 2020). The document describes a proposed investigation approach for preliminary source evaluations (PSEs) at multiple sites located on Fort Wainwright, Alaska (FWA). The sites planned for investigation are; CANOL Pipeline Pump Station, North Refueling (four source areas), Building 3480 UST 208, Building 3030 South Loading Dock, TCE in monitoring well AP-5531 (near Building 3007 Drainage Swale), Building 3038 and Sage Hill. The objective of conducting this PSE work is to determine if contamination remains that may present a threat to human health or the environment, and to determine appropriate further action. This PSE work is expected to occur Fall 2020. |

ADEC conducted a site visit to various sites and stockpiles around Fort Wainwright, Alaska on August 13, 2021. Areas inspected were: clean, potentially contaminated with per- and polyfluoroalkyl substances (PFAS) stockpile locations, Birch Hill Ski Lodge area, Bailey Bridge and Chena River tar seep area. Building 3728 tar area, BLM Fuel Yard stockpiles in the North Refueling area, and the contaminated soil yard (CHPP Yard). A cover letter and photograph log was sent to the U.S. Army on August 20, 2021 discussing ADEC's observations and photos from the site inspection. |

ADEC received the Preliminary Source Evaluation Report for the North Refueling Site via email October 2021. The PSE included the following four source areas within the North Refueling area: Fort Wainwright (2P) Gaffney Rd POL - Condensate Line Trench (North Refueling) (ADEC File No. 108.38.079), Fort Wainwright Former North Airfield Hot Point Refueling (North Refueling) (ADEC File No. 108.38.091), BLM Fuel Yard Excavation Area (ADEC File No. 108.38.091), and the BLM Fuel Yard Drum Area (ADEC File No. 108.38.091). The purpose of the PSE is to determine if the contaminant concentrations on site could pose a threat to human health and the environment and to determine appropriate management options. The North Condensate Line, a separate source area from this site, received Cleanup Complete following this investigation. The remaining three source areas, tracked under this file number, will move to the RI phase. The final report was approved on this date. |
