Problems/Comments

Historic fuel contamination discovered during construction of a new dormitory building. Site was a former equipment maintenance shop. The only samples taken were from the stockpile, low levels of gasoline range organics (GRO)(52 mg/kg), and diesel range organics (DRO) at 2000 mg/kg were reported. Area is in need of further characterization. On July 14, 15, and 18, 2005 contaminated soil from a utilidor excavation on the south side of the new dormitory building was segregated when field screning results were reported above 20 ppm. A total of 250 cubic yards of soil were sent to OIT for treatment. In 2015, soils and groundwater were sampled for GRO, DRO, residual rang organics (RRO), volatile organic compounds (VOCs), semivolatile organic compounds (SVOCs), polyaromatic hydrocarbons (PAHs), and metals. Arsenic, iron, chromium, and PCP exceeded project screening levels (PSLs) in soil. Arsenic, cobalt, chromium, manganese, and iron exceeded PSLs in groundwater. Soil gas samples had no analytes above PSLs. Compliance Site.

11/24/2008 CERCLA ROD Periodic Review ADEC issued a letter of concurrence on the 2008 Five-Year ROD review for Eielson AFB. In the letter ADEC concurred with the current remedies but recommends further work on the following: the vapor intrusion pathway needs to be evaluated for all potential receptors at WP45/SS57 site along with further evaluation of the selected remedy to ensure the Remedial Action Objectives are going to be met. The buried drums remaining at SS35 may still contain product that may pose a potential risk to ecological and human health risk in the future. The area of buried drums identified outside of SS37 may pose a threat of an imminent release of hazardous substances and warrants further investigation or response action. As stated in the 2008 Five-Year ROD Review, the overall long-term protectiveness determination for the Sitewide OU/Garrison Slough remedy will be further investigated. 9/22/2015 CERCLA RI Plan Approved Joint approval issued by EPA and DEC for the final "Remedial Investigation / Feasibility Study Management Plan For Non-Operable Unit Source Areas, Eielson Performance-Based Remediation, Eielson Air Force Base, Alaska" dated September 2015 (Non-OU RI/FS MP). 5/12/2020 Update or Other Action A draft Decision Document (1 Part B) was submitted for Eielson Source Areas: MY512, MY518, SO504, SS078, and ST011. All of the sites have underlying PFAS contamination and are within the PFOS/PFOA groundwater plume. PFOS/PFOA contamination associated with groundwater in these areas will be addressed under the CERCLA regulatory program in accordance with the Eielson federal facilities agreement. Dennis Shepard
2/9/2022 Update or Other Action DEC approved and signed the Decision Document for Eielson Performance Based Remediation Source Areas SO075, SS078, SO504, MY512, and MY518, Eielson Air Force Base, Alaska (May 2021). The Decision Document describes the remedial actions at Eielson Source Areas SO075, SS078, SO504, MY512, and MY518, all of which are associated with potential contamination resulting from petroleum, storage, distribution, and/or use. The U.S. Air Force (USAF) is managing remediation of petroleum, oil, and lubricants (POL) or petroleum-related contamination at these source areas in accordance with the State-Eielson Agreement (USAF 2014d), the two-party agreement. Any Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) constituents remaining will be addressed by transferring source areas back to the Eielson Air Force Base, Federal Facility Agreement Under CERCLA Section 120 (USAF 2013a), the three-party agreement. 9/20/2022 Document, Report, or Work plan Review - other The U.S. Environmental Protection Agency (EPA) and Alaska Department of Environmental Conservation (DEC) approved the Final 2021 Institutional Controls/Land Use Controls Annual Report, Eielson Air Force Base, Alaska (dated September 2022). The report provides inspection findings and reviews individual ICs established by the record of decision (ROD) documents for Installation Restoration Program source areas with enforceable ICs, as well as other contaminated sites currently with LUCs in effect. 5/9/2024 Update or Other Action DEC approved Land Use Control (LUC) boundary updates that were discussed at the 23 October 2023 meeting. The updated site boundaries were based on site evaluations performed since initial interim LUCs were place on the sites. Site SO075 boundaries are being expanded northeast to capture soil contamination. SS078 is being expanded to include a proposed monitoring well. MY512 was recommended for collapse and a shift north to include two monitoring well locations. MY518 and SO504 were recommended for site closure, but will retain current LUC boundaries until a final DEC decision is made. Axl LeVan
