Problems/Comments

Between February 11-15, 2007 a burglar stole a Toyo stove from the residence and ~175 gallons of #1 diesel fuel were subsequently released onto the floor, inside the home, from the aboveground home heating oil tank. Fuel subsequently leaked through the floor boards and vapor barrier onto the ground beneath the residence. A 60 foot deep drinking water well is present on site, approximately 42 feet from the source area. At the time, the Contractor estimated that soil is contaminated ~20' below ground surface. According to the contractor, soil horizons reflected in the well log are as follows: 0-7' = top soil; 7-19' = gravel sand; 19-41' = hard pan; 41-46' = gravel water; 46-60' = clay; 60' = groundwater. on 4/9/07 50 lbs of urea and 25 lbs of fertilizer was mixed with 10 drums of water and poured over the fuel spill area, then a 2 inch layer of peat was placed over the soil, which was covered with a reinforced poly vapor barrier. In April and May of 2007 1/2 inch vapor probes were driven and PID vapor reading were collected to try to estimate how deep the contamination extended. The deepest elevated readings were detected up to 18 feet deep near the door. By 5/10/07 a total of 11 pipes were hand driven with various diameters, depths, and screened intervals. An injection blower was attached to one pipe (#4) and the others were connected to a suction fan vented to the outside. This was operated in 2007 and 2008, mainly in the summer months. An updated induced draft venting system was connected to the 11 pipes in the spring of 2009. PID reading in 2007 were up to 71 ppm, 25 ppm in 2008, and 85 ppm in 2009. The consultant recommended in 2009 that the space between the crawlspace and living area be better sealed, that PID readings be collected every two weeks with the system adjusted based on the readings, additional living area ventilation should be conducted, and monitoring of the on property drinking water well be conducted for fuel taste and odors. There was no documentation that these recommendations were implemented. Based on the information provided up to 2017 it did not appear that any soil, groundwater, or air laboratory samples had been collected. Only PID readings collected, which was insufficient to achieve site closure. The site received a third party liability designation in 2017. ADEC assumed lead and conducted site characterization activities in 2018-2020 to evaluate any remaining possible soil, groundwater or drinking water contamination. Due to the location of the spill (within the building footprint) a vapor intrusion investigation was also completed.

All sampling done on air was screening done with a PID, and cannot be used for evaluating risk on the site, or for determining eligibility for site closure. 12/22/2020 Document, Report, or Work plan Review - other Revised Site Characterization Report reviewed on this date. The report covers the activities listed in NTP19000020 including soil sampling, drinking water sampling, groundwater sampling, indoor air sampling, and soil gas sampling. Results indicate that Naphthalene is present in subsurface soil at 0.41 mg/kg, above ADEC Migration to Groundwater Cleanup Levels (0.038 mg/kg), but not above human health levels (29.0 mg/kg). A deeper sample was non-detect for Naphthalene, and Naphthalene was not found in the groundwater. Naphthalene was detected in indoor air above ADEC target levels in May 2019 in a duplicate sample (o.880 ug/m3). The other sample was below the target level of 0.830 ug/m3 (0.760 ug/m3). Additionally, this exceedance was after a small spill occurred inside the home while changing the filter on the Toyo stove in October 2018. Indoor air samples taken in February 2020 (when conditions should worsen vapor intrusion) did not find Naphthalene present above ADEC target levels in indoor air. Benzene was detected in soil gas in February 2020 (up to 400 ug/m3), but not May 2019. As benzene was not detected in indoor air above ADEC target levels in February 2020, it is not believed that the presence of benzene exceeding target levels in soil gas is migrating into the home on site during winter conditions when vapor intrusion should be at a height. Comments on the report were submitted to the contractor who will decommission the remaining groundwater monitoring wells in Spring 2021 and submit a final report by May 31, 2021. Lisa Griswold
