Problems/Comments

800 barrel release of JP-4 in December 1968. Gate valve also located in this area. The Corps of Engineers has identified the most likely locations where petroleum contamination might be present, including: 1) valves, 2) locations of documented spills, 3) locations where contamination has been noted by local residents or other persons, and 4) scraper traps and pump stations. These locations were the basis for the Site Investigations that were conducted in order to determine if petroleum contamination is present along the pipeline.

8/16/2007 Preliminary Assessment Approved Site Investigation (ENSR, 2007) approved this date. DEC comments on the draft were not addressed, however DEC requested that the COE provide its comments to current and future contractors along with the report. Presence of contamination was confirmed at this site; additional characterization will be conducted in 2007 fieldwork. 7 test pits were dug and 12 samples collected. DRO and RRO were found exceeding cleanup levels in soil. TAH and TAqH exceeded Alaska Water Quality Standards in surface water. Anne Marie Palmieri

Contaminated soil from the site was stockpiled on a lined cell at the dock while awaiting transport to Juneau. Soil samples collected pre- and post-stockpiling showed little difference. 5/12/2022 Site Visit Staff conducted a site visit with the USACE to inspect the excavation at the site and the off-site stockpile at 6.5 Mile Haines Highway. At this time, staff learned that ADOT&PF advanced a trench along the highway as part of their road construction project. DEC was not contacted about the trench prior to the action.
