Problems/Comments

Class V Underground Injection Control (UIC) well regulated by the US Environmental Protection Agency (EPA) was closed in accordance with EPA regulations. Soil and groundwater contamination related to the Class V UIC well remains at the site above DEC cleanup levels. Diesel range organics (DRO), residual range organics (RRO), isophorone, benzene, tetrachloroethene (PCE), and arsenic were found to be above DEC migration to groundwater cleanup levels. DRO was present at up to 11,900 mg/Kg; RRO at up to 17,300 mg/Kg; isophorone at up to 8.53 mg/Kg; benzene at up to 0.0235 mg/Kg; PCE at up to 0.177 mg/Kg; and arsenic at 5.24 mg/Kg. Although arsenic was present at a concentration above cleanup level, it was below typical background levels for the Fairbanks area. Groundwater sampling conducted in March 2012 reported DRO (33.7 mg/L), RRO (2.51 mg/L), xylenes (0.226 mg/L), 1,2,4-Trimethylbenzene (0.0578 mg/L), and naphthalene (0.0292 mg/L) exceeded groundwater cleanup levels. Several other VOCS were detected below cleanup levels during this monitoring event. Property also has a LUST file 102.26.130.

6/13/2023 Meeting or Teleconference Held DEC met with NORTECH to discuss DEC's September 2, 2021 report correspondence and the path forward at this site. Discussed the need for additional groundwater characterization to be completed through more frequently scheduled groundwater monitoring events at the existing site well to determine groundwater contaminant trends and evaluate the impact of seasonal variations on contaminant concentrations. DEC noted the presence of an active sub-slab depressurization system to control vapor intrusion risk may pose a challenge for closing the site in the future. NORTECH will provide a response to DEC's 2021 report comments and submit a work plan proposing additional groundwater monitoring events at the site to evaluate groundwater trends. Rebekah Reams
7/16/2024 Workplan Requested DEC sent correspondence requesting a response to the 2021 comments on the Vapor Extraction System Installation and Operation Report and the January 2019 Groundwater Monitoring Report as well as the submittal of a groundwater monitoring work plan to evaluate groundwater trends at the site.
