Problems/Comments
Release of diesel fuel from an underground home heating oil tank discovered during tank removal on 7/11/07. Groundwater impacted. On-site drinking water well approximately 50 feet from source area, 40 feet deep. Depth to groundwater is approximately 10 feet. Approximately 80 cubic yards of contaminated soil were removed and treated at OIT. Some product was recovered; a collection gallery (slotted vertical 1.5 foot culvert) was installed.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
7/17/2007 | Site Added to Database | Site added to the database. | Mitzi Read |
9/18/2008 | Update or Other Action | PRP letter sent to property owner by DEC staff Neal Everson. LAG; 6/2/2014. | Laurel Gale |
9/19/2008 | Update or Other Action | Received S&W release investigation: 2 well points installed and sampled with 2 DW wells and 4 samples collected from excavation. All below cleanup except for one soil sample that contained 439 mg/kg DRO. S&W recommend to sample again next year- DEC concurred in a letter to owner. | Neal Everson |
3/11/2009 | Document, Report, or Work plan Review - other | Received 2008 Groundwater-Sampling Results. Less than 1 gallon of product was recovered from the collection galleries. NAPL was 1/4" thick in gallery. In Sept 2008, WP1 and WP2 and residential water wells at 1066 and 1074 were sampled and analyzed for BTEX, DRO by EPA 8021B, AK102 and EPA 524. All were nondetect except 1066 drinking water well which had DRO at 6.73 mg/L. In Oct 2008, this drinking water well was resampled upstream and downstream of filtration system w/ duplicate. Results were all non-detect. Recommedations include sampling again in summer 2009 and continue to monitor collection gallery for free product recovery. | Neal Everson |
4/12/2016 | Update or Other Action | Letter sent by DEC to RP indicating additional remediation site work is not required for cleanup complete with institutional controls (CCICs), however additional investigative work would be required for cleanup complete without IC status. Monitoring wells and the recovery well will need to be removed. | Shawn Tisdell |
5/9/2016 | Update or Other Action | DEC received a call from RP. RP will be contacting S&W for consultation on how to proceed. | Shawn Tisdell |
7/28/2016 | Update or Other Action | Received call from consultant to discuss additional characterization at the site for possible closure as outlined in the 4/12/2016 letter. Approval was given to submit a brief email work plan discussing proposed activities. | Shawn Tisdell |
9/28/2016 | Update or Other Action | The department received a call from the consultant that benzene was observed in two residential wells, one in excess of cleanup levels for groundwater. Approval was given for an additional sampling event to confirm these results. | Shawn Tisdell |
10/20/2016 | Site Visit | Staff from the CS and PPRP programs met with the RP and neighbors to discuss and observe the locations of residential supply wells and possible source areas for benzene contamination observed in the 1074 Eliz Street supply well. Follow up response will include gasoline UST photos and filling notes of an onsite gasoline tank. | Shawn Tisdell |
11/29/2016 | Update or Other Action | After testing the residential supply wells at 1066 and 1074 Eliz Street in October and in November 2016, benzene contamination was no longer observed in the water samples. It is possible that lab errors resulted in the initial reported benzene contamination. The consultant will proceed to put together an investigation report for 1066 Eliz. | Shawn Tisdell |
3/21/2018 | Document, Report, or Work plan Review - other | Received final site characterization and closure request report. | Shawn Tisdell |
8/22/2018 | Document, Report, or Work plan Review - other | Received work plan for additional site characterization to evaluate if the site has achieved a cleanup complete status. | Shawn Tisdell |
9/13/2018 | Site Characterization Workplan Approved | The approved work plan lays out a strategy to evaluate remaining contamination to ascertain if soil and/or groundwater contamination has decreased to levels that do not require institutional controls (ICs) to manage remaining site risk. Soil and groundwater samples will be collected within or near the excavated area to determine the remaining degree and extent of soil and groundwater contamination. | Shawn Tisdell |
4/9/2019 | Document, Report, or Work plan Review - other | The DEC received a report that summarizes soil and groundwater conditions in the area surrounding the former buried heating oil tank. Three soil borings were advanced and soil and groundwater were sampled from each location. Contamination remains near the former tank location at depths between 5 and 9 feet in the soil and groundwater. | Shawn Tisdell |
4/29/2020 | Cleanup Complete Determination Issued | The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Residence - 1066 Eliz Street HHOT contaminated site located at 1066 Eliz Street, North Pole. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the institutional controls are maintained and effective and no new information becomes available that indicates residual contamination poses an unacceptable risk. | Shawn Tisdell |
4/29/2020 | Institutional Control Record Established | Institutional Controls established and entered into the database. | Shawn Tisdell |
