Problems/Comments

On 10/29/06 a tanker truck rollover occurred at milepost 7 of the Dalton Highway (9 miles north of Livengood) and released approximately 6,685 gallons of Diesel #1 fuel to the east shoulder ditchline. Following initial response efforts, the contractor estimated there were approximately 1,881.4 gallons of fuel remaining under or near the road. The vertical and horizontal extents of comtamination were not reached during initial removal actions. On 3/28/07 additional excavation was performed to a depth of 2.5 to 3.5 feet below the bottom of the ditchline. A 12-mil liner was installed on the bottom of the excavation to prevent contamination of surface water runoff in areas of remaining soil contamination.

9/11/2007 Conditional Closure Approved The Alaska West Express truck accident resulted in the release of diesel fuel but cleanup actions were effective in recovering some of the spilled product. The remaining contamination, contained within the roadway, will attenuate over time or shall be addressed when (or if) it is excavated during road construction or maintenance activities. The residual contamination remaining does not pose an unacceptable risk to human health or the environment provided the conditions in the decision document are complied with. Jim Frechione
9/11/2007 Institutional Control Record Established The residual contamination remaining does not pose an unacceptable risk to human health or the environment provided the following conditions are complied with: 1. The site shall be listed on the ADEC Contaminated Sites database and subject to the condition that any proposal to excavate soil may require a qualified person to prepare a work plan (for ADEC review and approval) that properly addresses the management and handling of any soil contamination prior to its excavation. The costs associated with assessing and managing these impacted soils shall remain the responsibility of Alaska West Express Inc. Site closure (without conditions) can be achieved when soil samples confirm that all soil meets the 18 AAC 75.341 ‘migration to groundwater’ cleanup levels for the Under 40 inch zone. The soil must be sampled in accordance with an ADEC approved work plan. In accordance with 18 AAC 75.380(d), ADEC may require additional cleanup action if new information is discovered which indicates this determination is not protective of human health, safety, and welfare or the environment. 11/30/2007 Update or Other Action Restoration Science & Engineering submitted a July and September 2007 inspection report. The July inspection identified minor sheen in the east ditch with DRO (10 ppm) detected. the west drainage area was sampled but was non detect. the September inspection did not note sheen in east ditch but DRO was 7 ppm. the west drainage area was sampled and detected DRO at 4 ppm. 12/10/2014 Institutional Control Update Contact was made with the current DNR representative and her information was updated in the affiliates information. DNR has documented the location of this tanker rollover and will be aware of it when looking at road construction projects in the area. I set the reminder system to follow up with DNR every three years to make sure that our contact information stays current. Evonne Reese
