Problems/Comments
Sampling was conducted in 2004 and 2005 as part of a USFWS Level I contaminants survey. One lead sample contained 460 mg/kg. Arsenic, chromium, and nickel were also present above screening levels but may be naturally occuring. Dioxins and furans were detected with the highest toxic equivalency quotient (TEQ) at 57.6 ng/kg. GRO and DRO were detected in soil and surface water but below DEC cleanup levels. The Seaton Roadhouse operated during the 1950s and has been abandoned for decades. The roadhouse included a gas station and automotive repair shop. The site may also have been used as a staging area for the Army's aerial spraying of 2,4-D and 2,4,5-T to clear vegetation from the Haines-Fairbanks pipeline route in the 1950s and 1960s. The land became part of the Tetlin National Wildlife Refuge with the passage of the Alaska National Interest Lands Conservation Act of 1980. The Refuge is developing this site as an interpretive area open to the public. The area is currently used by local residents for recreation.

| 3/9/2009 | Site Characterization Report Approved | Staff approved the report titled “Environmental Sampling Report, Seaton Roadhouse, Tetlin National Wildlife Refuge, AK” which discusses the results of soil, sediment, and surface water sampling at the Seaton Roadhouse in June 2008. Sampling included analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX), gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), polycyclic aromatic hydrocarbons (PAHs), semi-volatile organic compounds (SVOCs), polychlorinated biphenyls (PCBs), and dioxins/furans. This sampling was conducted under a work plan approved by ADEC on May 16, 2008. The report discusses site cleanup activities to remove lead, arsenic, and diesel range organic (DRO) contaminated soils identified during the 2008 environmental sampling event. The report also includes Site Restoration activities at the area identified as Pit 5. Sources of contamination that were removed as part of this cleanup action are: •Lead Contamination at Location SS-04: Contaminated soil was hand-excavated and containerized in 4 drums. The final excavated area was 2’deep x 8’ diameter. •Lead and Arsenic Contamination at Location SS-16: Contaminated soil, battery casings, lead-acid plates and other integuments were hand-excavated and containerized in 7 drums. The final excavated area was 2.5 – 3.0’deep x 8’ x 10’ wide. •DRO Contamination at Location SS-19: Contaminated soil was hand-excavated and containerized in 1 drum.
