Problems/Comments

Updated August 29, 2018: IRP Site 24 (Site SS024) is believed to be the location of an Army Air Force encampment area during the 1940’s and 1950’s. During a 1997 site visit, remnants of the encampment were identified by USACE including two existing wells, battery remnants, wood-lined pits of various sizes, empty 55-gallon drums, a concrete pad, roofing material, porcelain, and metal debris. Presently, the site is the location of Building 800, which houses the Solid State Phased Array Radar System (SSPARS). The 1998 Preliminary Assessment/Remedial Investigation (PA/RI) identified several areas of elevated lead and diesel concentrations in soil and groundwater within Site 24. In May 2008, the site was closed based on the results of field screening activities rather than analytical data. The site remained closed until 2018, when contamination was discovered in four areas surrounding Building 800. Based on a file review for Site 24 and the recently encountered contamination, DEC is reopening the site. This site includes multiple historic spills in the vicinity of Building 800: Spill no. 18309914903; spill date = 5/29/18; substance = unknown petroleum; quantity = unknown; PPRP file no. 151.02.001; description: During construction, historical contamination was found. No soil was excavated. This site was backfilled without ADEC approval. No confirmation samples were taken. PPR was made aware of this site from the Division of Water, who provided a map of the site and PID readings of 265PPM at 8' depth. 5/8/2008 Site Closure Approved The Technical Memorandum for Site 24 documents the results of site reconnaissance, field screening and groundwater sampling. Site 24 is the current location of the Solid State Phased Array Radar System (SSPARS) and is surrounded by a fenced and is a highly secured area within Clear Air Force Station. The Technical Memorandum recommends that the site be closed with no further action required. Based upon the investigation documented in the Technical Memorandum DEC is closing Site 24. This determination is subject to a future department determination that the cleanup is not protective of human health, safety, or welfare, or of the environment Site 24 was the location of a presumed encampment during the 1940s and 1950s. No historical documentation of the site use has been found. The use is based on observations of the area documented in the Preliminary Assessment/Site Investigation (PA/SI). Two preexisting wells, battery remnants, wood-lined pits, empty 55-gallon drums, a concrete pad, roofing material, and debris were noted. Sampling and analysis during the PA/SI identified two areas with lead exceedances. Soil was removed and one confirmation sample had lead remaining at 690 mg/kg. Several areas exhibited elevated levels of diesel range organics (DRO) during the PA/SI. The most notable was near the existing Well No. 1. When this well was sampled it A new contained 593 mg/l DRO. Three new monitoring wells were installed, one 40' upgradient and two 50' downgradient of the existing well. DRO was not detected when these were sampled. The PA/SI speculated that the well may have been used for disposal of waste oil but a limited area was affected. The PA/SI recommended the preexisting wells be abandoned, additional soil removal where lead was found in the confirmation sample and screening of surface soil during the construction of the SSPARS with soil removal as necessary. During the excavation of a sewer line trench in 1998 stained soil with a strong hydrocarbon odor was noted. In 1999 four boring were advanced and field screened. The field screening did not indicate any contamination; confirmation samples at the bottom of the borings did not detect DRO or BTEX. The 2007 investigation the field team noted that the area had been graded and areas identified during the previous investigation were no longer present. Field screening was conducted for metals and petroleum and nothing of note was detected. Groundwater samples were obtained from the drinking water well for the SSPARS, the cooling water supply well and the analysis did not detect any contaminants of concern. Debra Caillouet

7/31/2018 Update or Other Action Historic contamination was discovered in the footprint of IRP Site 24 (SS024) in 2018. USAF submitted spill notifications and then advised that those notifications were submitted in error since the contamination was located on a closed site. Based on a historic document review, Site 24 (SS024) has not been properly characterized and should not have been closed. DEC anticipates that the site will be reopened. Jamie McKellar

Topics of discussion included the crushed concrete stockpile, reporting, release management, and Installation Restoration Program site(s). 5/24/2022 Site Visit On 5/23/2022, Contaminated Sites and Solid Waste staff conducted the annual inspection at Clear Space Force Station. CS staff visited Site SS024 and observed pre-characterization test-pitting in prep for a construction project. Sites WP006, TU026, and AFFF Area #5 were also observed. Jamie McKellar
8/12/2024 Document, Report, or Work plan Review - other DEC has reviewed the Draft Limited Site Inspection (SI) Report for CD027 and SS024, which details sampling in surface and shallow subsurface soils to assess if further sampling or remedial investigation is required, or if the site can be eliminated from further consideration. No groundwater was assessed as part of this SI. Forty soil borings were collected and analyzed for gasoline, diesel, and residual range organics (GRO, DRO, RRO), volatile and semi-volatile organic compounds (VOCs, SVOCs), polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), pesticides, and metals. The report recommends that Site CD027 be reevaluated if the land use change is proposed, and Site SS024 be eliminated from further consideration as petroleum contamination did not exceed the project screening levels and non-petroleum analytical results are not indicative of an uncontrolled release. DEC does not concur with the elimination of SS024 from further consideration and anticipates further work being necessary at both of these sites. Tim Sharp
