Problems/Comments
In 2006, DEC conducted Phase I and Phase II Environmental Site Assessments (ESAs) as part of its DEC Brownfield Assessment program. This site was investigated as one of five facilities on St. George Island with concerns about environmental hindrances to redevelopment goals. The Old Coal House has lead contamination in soil on all four sides of the building, from field X-ray fluorescence (XRF) results and laboratory analyses. Lab results on the North side of the building were 6,830 milligrams per kilogram (mg/kg) and on the West side, 415 mg/kg. See also TPA 20 STG Old Coal House, File Number 2643.38.026. Site was worked through a two-party agreement with NOAA. No Further Action letter issued in 1997, with institutional controls established. Current project has different responsible party, different contaminant of concern. X-ref Brownfield file 2643.57.001.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
9/12/2005 | Update or Other Action | DEC received a request for a DEC Brownfield Assessment for St. George Tanaq Corporation, to address 5 specific locations: E&P Shop; Coal House; Old Power Plant (Cottage G); Cottage D; and Old Machine Shop. The 5 sites have 3 different owners. Each site will be entered separately into database, but tracked in one file as it is likely they will be addressed in one project. | Sonja Benson |
2/3/2006 | Brownfields Award | Site was confirmed as a brownfield with issuance of NTP for the brownfield site assessment work. Funding allocated as area-wide on five historic buildings: Cottage D, Electrical & Plumbing Shop, Cottage G/Old Power Plant, Old Machine Shop, and Old Coal House. Total funds from SOA CIP= $40,098 and EPA STRP= $19,280. NTP# 18-9028-13. Phase I with limited sampling. | Sonja Benson |
5/12/2006 | Site Characterization Workplan Approved | Received and approved final workplan. | Sonja Benson |
6/30/2006 | Site Characterization Report Approved | Received copies of Phase I and Phase II ESA for mulitple properties. Identified lead contamination in soil above Method II cleanup levels at the Old Coal House, all four sides of the building. Estimated volume of lead-contaminated soil is 17 cubic yards. Existing contamination around base of building precludes future development interests. Responsible party planning to seek additional cleanup assistance through EPA brownfields program. | Sonja Benson |
10/8/2007 | Site Added to Database | Site added to the database. | Mitzi Read |
6/26/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Sonja Benson |
8/5/2015 | Update or Other Action | Site transferred to Program Manager Vreeman for follow up and reassignment. | Fred Vreeman |
4/26/2016 | Update or Other Action | Site reassigned for PRP Research, evaluation of cleanup requirements, and follow up by project manager | Fred Vreeman |
6/26/2017 | Meeting or Teleconference Held | DEC staff conducted a site review and held an internal meeting to discuss - the site does not currently have any communication with the potential responsible parties. Staff will follow up with PRP letters in July 2017. | Monte Garroutte |
8/20/2018 | Potentially Responsible Party/State Interest Letter | PRP letter mailed to NOAA on this date. | Grant Lidren |
10/22/2018 | Meeting or Teleconference Held | Meeting with NOAA on this date. | Grant Lidren |
