Problems/Comments

In 2006, DEC conducted Phase I and Phase II Environmental Site Assessments (ESAs) as part of its DEC Brownfield Assessment program. This site was investigated as one of five facilities on St. George Island with concerns about environmental hindrances to redevelopment goals. Cottage D has lead contamination in soil on all four sides of the building, demonstrated by field X-ray fluorescence (XRF) results and laboratory analyses. Lead source is lead-based paint on exterior walls. The report estimated that approximately 11 cubic yards of lead-contaminated soil would need to be removed from around the building foundations. Soil from test pits yielded diesel range (DRO) and residual range organics (RRO) results below cleanup levels. Although chromium was detected above migration to groundwater cleanup levels in a test pit near the building, it is assumed to be naturally occurring because of the basaltic rock underlying the area. Building is used periodically as a residence by the village public safety officer (VPSO). However, at the time of the assessment it was unoccupied because the village had no VPSO at that time. Lab result for lead on the North side of the building was 475 milligrams per kilogram (mg/kg); on the West side, XRF result was 1,444 parts per million (ppm) and on the East side, 1,844 ppm.
