Problems/Comments

Following a junk vehicle salvage operation sponsored by the Ketchikan Gateway Borough, tanks of used oil were abandoned at the site. Over time, rainfall raised the fluid level in the tanks forcing oil floating on top to spill on the surrounding soil and concrete pad. Sampling and laboratory analysis of the oil in the tanks (two tanks [#13 & #16]) were found to contain concentrations of polychlorinated biphenyl compounds (PCBs) above regulatory levels. On March 26, 2007 a surface soil sample was collected from each of two surface stained areas where oil from the tanks spilled. Sample #1 had 69,000 mg/kg RRO, 6,500 mg/kg DRO, 16 mg/kg GRO, non-detect PAHs, TCLP metals was non-detect except for Barium at 0.96 mg/l, Oil and Grease (method 1664) 42,000 mg/kg, VOCs (method 8260) were non-detect except for 1,2,4-Tricholobenzene 0.30 ug/kg, 1,3,5-Trimethylbenzene 0.34 ug/kg, Acetone 1.9 ug/kg, Methylene Chloride 0.75 ug/kg, n-butylbenzene 0.60 ug/kg, and MTBE 0.66 ug/kg. Sample #2 had 22,000 mg/kg RRO, 2,900 mg/kg DRO, 1.5 mg/kg GRO, PAHs were non-detect except for Fluorene 3,000 ug/kg, Napthalene 470 ug/kg, Phenanthrene 3,400 ug/kg, TCLP metals was non-detect except for Barium at 0.79 mg/l, Oil and Grease (method 1664) 21,000 mg/kg, VOCs (method 8260) were non-detect except for 1,1,1-Tricholoethane 0.26 ug/kg, Acetone 7.4 ug/kg, Napthalene 10 ug/kg, n-butylbenzene 0.47 ug/kg, and MTBE 0.75 ug/kg. The current landowner, PSSA, have developed a soil cleanup plan approved by the DEC in April 2012. In November 2013, 22 cubic yards of surface stain soils were excavated, 17 of the cubic yards (cy) were disposed of at a landfill, and the other 5 cy of gravel is to be reused in paving at the site. On October 23, 2017 a total of 3,100 gallons of tetrachlorethylene, water, used oil, and cleanup solid waste was shipped to and disposed of at Kimball NE Facility, Kimball Nebraska. The used oil tanks source area is at the same site as "KPC Ward Cove Pulp Mill," Reckey 1988130934701 (File No. 1540.38.001), which has established institutional controls including groundwater and land use restrictions.

10/1/2008 Update or Other Action ADEC examined the status of the Ward Cove Pulp Mill Used Oil Tanks contaminated site; the Ketchikan Gateway Borough had planned to advertise a Request for Proposals for a site investigation, cleanup, and off-site disposal plan. 9/24/2009 Update or Other Action Ketchikan SART Responder provided Contaminated Sites with an on-scene report of an oil spill to soil on the Ward Cove Pulp Mill industrial property waterfront; the oil appears to be a residual range product. A one cubic yard metal container was found near an uncapped pipeline; the pipeline is a likely source of the release. Landowner Ketchikan Borough staff on-site acknowledged that a workplan is needed for both this emergency response and the 2007 Waste Oil Tanks spill between the neutralization plant and the secondary treatment building. 8/5/2011 Update or Other Action DEC contacted the Ketchikan Gateway Borough office by telephone to coordinate a meeting with public works director Rick Boyd and Dave Spokely the landowner of the property to facilitate development of a cleanup plan for the current field season. 3/12/2012 Potentially Responsible Party/State Interest Letter DEC Site Specific Cleanup Plan Request letter with State Interest for the Ward Cove (Pulp Mill) Waste Oil Tanks sent to the Ketchikan Borough Manager Dan Bockhorst copied to DEC, DOL and the new property owner Dave Spokely (PSSA). The objective of this request for a cleanup workplan and soil sampling is to eliminate the pathways of exposure to contaminated surface soil and to the waste oil stored in 17 containers inside a covered building at the site. The workplan for cleanup will include additional soil characterization at the limits of contaminated soil removal. The results of the site activity will indicate the effectiveness of cleanup plans to control or eliminate the apparent exposure risks. Bruce Wanstall
4/2/2012 Update or Other Action DEC evaluated the 2007 R&M Sampling Report characterizing the in-situ contaminated soil and used oil/water mixture stored in containers at the site now managed by Power Systems and Supplies. DEC is coordinating with R&M Engineering Ketchikan to develop a contaminated soil and oil/water mixture cleanup and dispoal plan for the site. 4/3/2012 Update or Other Action The DEC received a letter of intent from the Ketchikan Gateway Borough regarding oil spill cleanup responsibility. The Borough has entered a property sale agreement with Alaska Power Systems and Supplies that includes making arrangements for to have the contaminated site cleaned up. Bruce Wanstall
4/3/2012 Document, Report, or Work plan Review - other DEC approval for the Power Systems and Supplies of Alaska sponsored work plan by R&M Engineering Inc that proposes the excavation of contaminated soil at the spill site for temporary storage in the secure on-site enclosure with the containerized water/oil mixture present at the site was sent today by electronic and regular mail. 5/11/2012 Document, Report, or Work plan Review - other DEC has evaluated the proposed workplan for the used oil container and contaminated soil disposal plan from storage in Pulp Warehouse #3 at the Ward Cove Used Oil Tank contaminated site. The basis for the workplan is the field sampling and analytical work in the 2007 R&M Site Investigation Report approved by DEC in January 2008. In accordance with Title 18 Alaska Administrative Code (AAC) 75.355 (b), impartial third party qualified person(s) drafted data collection and field screening methods that are consistent with DEC methodology. The sampling and analysis plan meets the field and laboratory report quality assurance criteria in Contaminated Sites Program guidance documents, therefore the Workplan is approved in accordance with 18 AAC 75.335(b). 6/13/2012 Cleanup Plan Approved DEC prepared and sent an approval letter for the Waste Cleanup Plan for Stored Used by R&M Engineering Ketchikan for Onsite Power Systems and Supply of Alaska for the WC Used Oil Tanks site at the former pulp mill site. Bruce Wanstall
10/5/2012 Site Visit DEC inspected the contaminated soil excavation site and the soil stored in supper sacks in an on-site warehouse. Also stored in the warehouse are the 17 used oil storage tanks with oil and water mixture. The warehouse appeared clean and well maintained. Mr Spokely declared his intent to remediate all contaminated materials on-site using separation, filtration and asphalt incorporation in accordance with the DEC approved cleanup plan. Bruce Wanstall
11/27/2013 Offsite Soil or Groundwater Disposal Approved DEC approved contaminated soil transport: 17 cubic yards of contaminated soil from the used oil spill soil cleanup has been disposed of at Republic Services via AML Pro#767783 and Pro#765595. The remaining 5 cubic yards of integral gravel material stored inside in 6 super sacks, will be used in an on-site paving project in the spring 2014. Bruce Wanstall
2/4/2014 Document, Report, or Work plan Review - other DEC evaluated the proposed on-site hazardous fluids remediation plan by PSSA for compliance with regulation inherent to the 18 AAC 70 Water Quality On-site Program permit and RCRA Used Oil Recycling permit. Send approval to proceed to PSSA by electronic mail. The approved work plan for PSSA is to remediate 17 rolling containers of oil/water mixture through the permitted wastewater processing unit. The oil separated is tested using Chlor-D-tect for halogenated compounds. Oil with concentrations below instrument detection is filtered and beneficially re-used in the facility waste oil burner. 6/11/2015 Meeting or Teleconference Held Five year review meeting held with EPA, ADOT&PF, KPC, DEC and Ward Cove Industries (PSSA, Full Cycle, etc.) to discuss results of the EPA/DEC institutional control site inspection report (narrative with photos) and checklist of questions to current landowners pertinent to IC Management Consent Decree, Easements and Covenants in the KPC Pulp Mill Site closure determination. 3/22/2016 Site Visit DEC met with Power Systems and Supplies Alaska (PSSA) Dave and Andrew Spokely at the former pulp mill site in Ward Cove to inspect the remaining storage tanks. Nine tanks contain an estimated total volume of 2,190 gallons of tetrachloroethylene, also known as perchloroethylene (PERC). The solvent was formerly mixed with used oil among seventeen tanks and it retained an uncharacteristic flash point, so it is now hazardous material. PSSA is waiting for Environment Canada to approve the transport manifest then the containers will be shipped to the hazmat facility in Arlington, Oregon. Bruce Wanstall

4/3/2017 Update or Other Action April 3, 2017 letter from Ward Cove Industries to DEC that 17 totes of tetrachloroethylene (PERC) mixed with water totaling 2,000 gallons is currently stored at warehouse number 3 along with an additional 500 gallons of PERC found in several drums at the site. This brings the total to 2,500 gallons. The letter notes they are having problems getting approval to ship the material through Canadian waters to an out of state disposal facility. Robert Weimer

12/13/2017 Update or Other Action Letter dated December 13, 2017 from Ward Cove Industries that on October 23, 2017 that a total of 3,100 gallons of tetrachlorethylene, water, and cleanup solid waste was shipped and on its way to Kimball NE Facility, Kimball Nebraska. The documentation provided was just for the shipping and the disposal/delivery portion was not filled out. Need documentation of the final disposal of the waste.
