Problems/Comments

This site covers a large portion of Groundwater Zone 5 and includes 8 separate areas noted to have solid waste, debris, drums, stained soil, and trenches. Contamination within this area has been identified associated with fire training areas FT003 and FT004. Groundwater flow is generally in the direction of Red Fox Creek and the adjacent wetlands. Each of the 8 potentially impacted areas have been given distinct identifiers (DA037-TR/SL1, DA037-DB2, etc). Some battery debris and asbestos shake were observed at some of the sites. Additional sampling will be required to determine the nature and extent of contamination at the potentially impacted areas where samples exceeded cleanup levels or areas where stained soil has been observed. 4/15/2008 Site Visit ADEC staff conducted a site visit to a large number of pertinent sites at King Salmon Air Station over a 3 day visit. Sites were inspected for any visible evidence of contamination and potential sampling locations. 4/15/2008 Update or Other Action ADEC staff participated in a Restoration Advisory Board meeting at the King Salmon Air Station. Community members are encouraged to attend and view a presentation of the most recent sampling program where data is available. Main topics discussed were the TCE plume that is in Groundwater Zone 1 where a treatibility study is being conducted to see the possible influence of adding an enhanced in-situ bioremediation product that is engineered to break down chlorinated solvents. The other main topic discussed was the results from the basewide monitoring event at all of the Groundwater Zones from 2007. Jonathan Schick
10/21/2008 Site Visit ADEC staff took part in a site visit to a number of pertinent sites at King Salmon Air Station over a 2 day visit. Sites, especially the pending Multi Site Inspection sites, were inspected for any visible evidence of contamination and potential sampling locations as the work plans are still being formulated. ADEC staff was accompanied to all of the sites by the Project managers from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. 1/30/2009 Update or Other Action ADEC Staff recieved a copy of the WOrk plan, Field Sampling Plan, and Quality Assurrance Project Plan for the Mulit-Site Inspection at King Salmon. 4/21/2009 Update or Other Action ADEC staff conducted a site visit to pertinent sites at King Salmon Air Station over a 2 day visit. Sites were inspected for any visible evidence of contamination and to become more familiar with the layout and topography of the area. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-Site inspection project which is entering Phase II this summer, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. 10/26/2009 Site Visit ADEC staff traveled to King Salmon with the new RPM for the King Salmon Air Station to tour the sites and look at the excavations that were completed during the 2009 field season. Several sites were inspected and overall the sites appeared to be secured with orange snow fencing and visqueen covering the stockpiles to prevent ponding and migration of contaminants. While in King Salmon staff attended and participated in a Restoration Advisory Board Meeting to meet with the public of King Salmon and discuss the results from the latest round of base-wide sampling and to discuss the progress of the excavations that were conducted during the summer. 3/23/2010 Update or Other Action ADEC staff recieved a copy of the Draft Report for Mulitple Site Inspections which included reports from additional site investigatins at Sites DA031, DA034, SA036, DA037, SA039, SA043, and SA006. Work was performed by Paug-Vik and its subcontractors under the Environmental Restoration Program for the US Air Force. Jonathan Schick
7/28/2010 Update or Other Action Contaminated Sites Staff recieved a Draft version of the Remedial Action Projects Report which details the soil removal activities from several sites in the King Salmon area including battery and lead impacte soils at DA037. Jonathan Schick
8/26/2010 Update or Other Action Contaminated Sites Staff recieved a draft version of the work plan for additional remedial action at several sites including FT004, LF006, DA037 and SA039 where some batteries and lead impacted soil remain as well as additional POL contamination and drums are slated to be removed and also serveral stockpiles of pesticide contaminated soil will be containerized and shipped off-site. The plan's review is on a hold due to contracting issues with the Air Force. Jonathan Schick
9/22/2010 Update or Other Action Contaminated Sites Staff reviewed the work plans for battery, drum, and pesticide soil removal for various sites at King Salmon including FT004, LF006, DA037, and SA039. Comments were submitted to the Air Force Project Manager and they were regarding the need for additional detail about storage and shipment of impacted soils and also some questions about the figure depicting the pesticide impacted soil stockpiles that are slated to be shipped off-site for disposal. 9/24/2010 Update or Other Action Contaminated Sites Staff recieved responses to our comments and concur with the changes made to the Draft version of the Battery, Drum and stockpile removal action work plan. Staff sent a letter to the USAF project manager approving the plan for implementation in the field. Jonathan Schick
9/29/2010 Update or Other Action Contaminated Sites Staff submitted a letter to the Air Force Remedial Project Manager with comments on the Draft Remedial Action Projects Report. Comments were regarding some missing information in the appendices as well as concerns about the use of appropriate Personal Protective Equipment at sites where the environmental epxposures warrant additional protection. 10/20/2010 Update or Other Action ADEC staff conducted a site visit to pertinent sites at King Salmon Air Station over a 2 day visit. Sites were inspected for any visible evidence of contamination and to observe some of the work that is being conducted to remove POL impacted soils and PCB impacted soils at OT010. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. 6/23/2011 Document, Report, or Work plan Review - other Contaminated Sites Staff submitted a letter to the AIr Force's Remedial Project Manager for King Salmon approving the Work Plan for Monitoring Well Decommissioning and Repair across the King Salmon Installation. 8/26/2011 Document, Report, or Work plan Review - other Contaminated Sites Staff recieved the Summary Report for Monitoring Well Decommissioning and Repair for King Salmon. The monitoring wells that were worked on during this program were located in all of the groundwater zones and at many of the individual sites at the installation. The report contained a short narrative, but mostly presented the outcome of the program through before and after photographs for each well location where work was performed. Jonathan Schick
8/29/2011 Document, Report, or Work plan Review - other Contaminated Sites Staff submitted a letter to the AIr Force's Project Manager approving the final report for the Monitoring Well Decommissioning project. 6/6/2012 Document, Report, or Work plan Review - other Contaminated Sites Staff recieved a Draft work plan for the battery removal at site DA037 the ditch /dump site in Groundwater Zone 5 along the side of an auxillary road. The plan details this summer's work to be performed to remove batteries and lead impacted soil. Jonathan Schick
6/20/2012 Document, Report, or Work plan Review - other Contaminated Sites Staff submitted a comment letter to the US Air Force Project Manager regarding the work plan for battery and lead soil removal at DA037. ADEC is concerned that the area has not been adequately investigated for evidence of other environmental media that may be present near the surface of the soil at the site. A recommendation for use of and held metal detectors was made to identify any other buried material and determine if it represents a potential hazard. Jonathan Schick
7/25/2013 Document, Report, or Work plan Review - other Submit comments to the USAF on the Draft 2011 Remedial Action Cleanup Report for King Salmon Airport, AK. Report documents remedial efforts at four sites: DA037, SA039, SA036, and the Biocells. Comments focused on clarification of report contents and inclusion of a recommendation section identifying future remedial actions required at the sites. Guy Warren
11/20/2013 Document, Report, or Work plan Review - other Submit approval letter to the USAF on the Final 2011 Remedial Action Cleanup Report for King Salmon Airport, AK. The report describes work performed at DA037. Batteries were previously removed at three locations of the site and confirmation samples indicated the presence of Lead in excess of ADEC cleanup levels. During 2012 battery debris and contaminated soil containerized and shipped off site to a disposal facility. Confirmation samples collected from the three drum are investigations were below the applicable ADEC cleanup levels. While these areas no longer contain hazardous material there appears to be a disposal trench, approximately 10 ft wide and 350 yards, where the batteries were located. A more comprehensive investigation of the entire disposal trench is required. Guy Warren

5/15/2018 Document, Report, or Work plan Review - other ADEC approves the 'Final 2017 Five-Year Review, King Salmon Divert, Naknek Recreation Camp I, Naknek Recreation Camp II, Alaska, November 2017' in a letter dated May 15, 2018. Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. 6/30/2022 Risk Assessment Workplan Approved The ADEC approved the King Salmon Divert (Groundwater Zones 1, 2, and 5) and Naknek II Screening-Level Ecological Risk Assessment Work Plan, Final (dated June 2022). The work plan describes the approach to conduct a phased Screening-Level Ecological Risk Assessment across various sites within Naknek II and Groundwater Zones 1, 2, and 5 areas located in King Salmon, Alaska. The objectives of this work plan are to quantitatively and/or qualitatively evaluate baseline or existing exposure and risks to ecological receptors from chemicals released into the environment during site operations. The work plan aims to address a total of seventeen sites for contaminants such as metals, petroleum hydrocarbons, volatile organic compounds, semivolatile organic compounds, polychlorinated biphenyls, per- and polyfluoroalkyl substances, pesticides, dioxins and furans. 11/7/2022 Compliance Advisory Letter ADEC issued compliance advisory letters to the USACE, USAF, and Jacobs to address violations of 18 AAC 75.325(i) and 18 AAC 75.370(b) by failing to obtain transport approval for investigation derived waste. Ginna Quesada
3/3/2023 Document, Report, or Work plan Review - other DEC reviewed and provided comments regarding the Groundwater Zone 5 Expanded Remedial Investigation Report and Human Health and Ecological Risk Assessment for Sites FT003, LF006, LF007, DA037, Preliminary Draft, dated January 2023.The report describes the expanded remedial investigation activities and risk assessment conducted during the 2021 field season for the Former Fire Training Area 3 (FT003), Circle Landfill (LF006), Landfill No. 3 (LF007), and Debris Drums (DA037) sites located in groundwater zone 5 in King Salmon, Alaska. The goal of the report was to resolve existing data gaps from previous investigations and define the nature, extent, and risk associated with existing contamination at the sites. The 2021 field work included soil, groundwater, surface water, and sediment sampling, geophysical investigations, and test pitting. The report recommended to proceed with a Phase I RI for per- and polyfluoroalkyl substances (PFAS) at LF006, risk management for cadmium, aroclor 1254, and aroclor 1260 at DA037, and no further action for FT003, and LF007. Multiple locations remain with lead concentrations exceeding DEC’s human health cleanup levels at DA037. Ginna Quesada
