Problems/Comments

This site consists of two separate site locations. Drum Area 3 is located to the north of Groundwater Zone 1 approximately 1,000 ft to the northwest of Eskimo Creek. The second, Drum Area 8 is located to the southeast of Groundwater Zone 5 at coordinates 156 37'28.51" W and 58 40'6.71" N and is approximately 1,000 ft to the northwest of the Naknek River. There are 20 designated areas of concern within the two main areas and each has been assigned a unique site name (SA039-DR1, SA039-DR2, etc). In some of the areas of concern stained soils and drums were identified. During a 2007 site investigation, 20 areas of concern were identified. Fifteen of these areas were eliminated due to no signs of drums/debris or no observed contamination above cleanup levels. Samples at SA039-DR3, DR8, DR14, DR16, and DR18 contained concentrations of contaminants above the cleanup levels and were recommended for further investigation. Also, at SA039-DR14 an underground storage tank was encountered. This UST was later removed in 2011, and confirmation samples collected from the excavation were below cleanup levels. DR3 - Approximately 12 cubic yards of POL-contaminated soil and two oil filters were removed from this site. Confirmation sample results were below cleanup levels and this site was backfilled with clean soil. DR8 - Chromium was detected at 54 mg/kg. Site not recommended for further investigation. DR14 - In 2012, approximately 303 cubic yards of POL-contaminated soil were removed from this site. One confirmation sample for the excavation and one for the stockpile has DRO and RRO concentrations above cleanup levels. In 2014, an additional 26 cubic yards of POL-contaminated soil was excavated. All confirmation sample results, including those taken below the stockpile, were below cleanup levels. The site was backfilled with clean soil. DR16 - In 2012, 50 cubic yards of POL-contaminated soil were removed. The contract limit was reached before site work could be completed. In 2014, an additional 1,029 cubic yards of POL-contaminated soil were excavated. All confirmation soil samples collected above the smear zone were below cleanup levels. One sample collected in the smear zone was above the cleanup level for DRO. This site was backfilled with clean soil. An additional area of stained soil was discovered nearby while doing the work for this site. Two samples at one and two feet below grade were collected. The sample at one feet bgs was above cleanup levels for DRO/RRO, and the one at two feet bgs was below cleanup levels. This new area requires more work. DR18 - In 2012, 90 cubic yards of POL-contaminated soil were excavated from this site. One confirmation sample had DRO above the cleanup level. In 2014, another 27 cubic yards were excavated. All confirmation samples indicate that POL contamination has been removed from this site, and it was backfilled with clean soil. 10/21/2008 Site Visit ADEC staff took part in a site visit to a number of pertinent sites at King Salmon Air Station over a 2 day visit. Sites, especially the pending Multi Site Inspection sites, were inspected for any visible evidence of contamination and potential sampling locations as the work plans are still being formulated. ADEC staff was accompanied to all of the sites by the Project managers from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. The next RAB meeting has been tentatively scheduled for April 21, 2009. Jonathan Schick

4/21/2009 Update or Other Action ADEC staff conducted a site visit to pertinent sites at King Salmon Air Station over a 2 day visit. Sites were inspected for any visible evidence of contamination and to become more familiar with the layout and topography of the area. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-Site inspection project which is entering Phase II this summer, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. 3/23/2010 Update or Other Action ADEC staff recieved a copy of the Draft Report for Mulitple Site Inspections which included reports from additional site investigatins at Sites DA031, DA034, SA036, DA037, SA039, SA043, and SA006. 8/26/2010 Update or Other Action Contaminated Sites Staff recieved a draft version of the work plan for additional remedial action at several sites including FT004, LF006, DA037 and SA039 where some batteries and lead impacted soil remain as well as additional POL contamination and drums are slated to be removed and also serveral stockpiles of pesticide contaminated soil will be containerized and shipped off-site. The plan's review is on a hold due to contracting issues with the Air Force. Jonathan Schick
9/22/2010 Update or Other Action Contaminated Sites Staff reviewed the work plans for battery, drum, and pesticide soil removal for various sites at King Salmon including FT004, LF006, DA037, and SA039. Comments were submitted to the Air Force Project Manager and they were regarding the need for additional detail about storage and shipment of impacted soils and also some questions about the figure depicting the pesticide impacted soil stockpiles that are slated to be shipped off-site for disposal. 9/24/2010 Update or Other Action Contaminated Sites Staff recieved responses to our comments and concur with the changes made to the Draft version of the Battery, Drum and stockpile removal action work plan. 9/26/2011 Document, Report, or Work plan Review - other Contaminated Sites Staff recieved an electronic version of the Draft Work Plan for the RemovalAction Projects at King Salmon. There are two work plans for the SA039 site. One plan addresses the removal and decommissioning of the UST that is present at the site and the second plan details the remaining soil that is scheduled to be excavated and trucked to the biocells for treatment. 10/4/2011 Document, Report, or Work plan Review - other Contamianted Sites Staff submitted a letter to the Air Force's Remedial Project Manager regarding the Draft Work Plan for Excavation and Drum Removal at SA039. The plan did not offer a specific action level for the screening tools that were proposed to be used at the site to segregate the clean overburden soil from the impacted soil for disposal purposes. Report documents remedial efforts at four sites: DA037, SA039, SA036, and the Biocells. Comments focused on clarification of report contents and inclusion of a recommendation section identifying future remedial actions required at the sites. Guy Warren
11/20/2013 Document, Report, or Work plan Review - other Submit approval letter to the USAF on the Final 2011 Remedial Action Cleanup Report for King Salmon Airport, AK. The report describes work at four discrete locations at the site (UST, DR14, DR16 and DR18). At SA039-UST a wooden UST was removed from the site and approximately 307 cubic yards of impacted soil was excavated and taken to the biocells for treatment. Confirmation sample results from the excavation were below cleanup levels. No further action is required at this location. At SA039-DR14 excavation began in the vicinity of former MW-08. Contamination extended to the north further than anticipated. One confirmation sample collected from the east wall of the excavation exceeded ADEC cleanup levels for DRO and RRO. In addition characterization samples from the stockpile located on site exceed cleanup levels. Additional work is required to address the exceedances in the confirmation sample and to address the contaminated soil stockpile located on site. At SA039-DR-16 only 50 cubic yards of contaminated soil was excavated as the contract limit had already been reached. Confirmation samples indicate that contamination extends to the east, south and west from the excavation. Additional work is required. At SA039-DR-18 approximately 90 cubic yards of contaminated soil was removed from the excavation. One confirmation sample (collected from the bottom of the excavation) exceeded ADEC cleanup levels. 6/27/2016 Document, Report, or Work plan Review - other Approved the Final 2014 RA – Construction report. Work at several sites has been completed, and it is recommended that site closure for SA039-DR3, SA039-DR14, SA039-DR18 and SA039-DR18 (TCE) be requested from ADEC. The stained area found 50 feet south of SA039-DR16 is above cleanup levels and should be investigated and remediated. 6/4/2019 Document, Report, or Work plan Review - other ADEC received the draft Remedial Action-Construction Report, Naknek River Tidal Zone, dated May 2019. This report details the remediation activities conducted at the Naknek River Tidal Zone (SS012), South Barrel Bluff (LF005), and SA039-DR16 sites, and the sampling of drums containing waste from past remedial activities that were stored in the Biocell/Landfarm Staging Area (drum contents were from DA031, SA036, SA039, FT001, and unknown sources). 9/20/2019 Document, Report, or Work plan Review - other ADEC received the Final Naknek River Tidal Zone Remedial Action-Construction Supplemental Workplan for Site SA039-DR16, dated September 17, 2019. The work plan proposes the collected of one soil sample from the main excavation, and from three sidewalls and the floor of the small excavation. 9/8/2022 Document, Report, or Work plan Review - other ADEC approved the Final 2021 Remedial Action Operations & Land Use Control Inspections, Base Living Area - Zone 1 (OT027), Base Industrial Area & LF022 - Zone 2 (OT028), North & South Bluffs - Zone 3 (OT029), Naknek River Storage Area - Zone 4 (OT030), Rapcon & Red Fox Creek - Zone 5 (OT031), Naknek Rec Camp I (Rapids Camp), Naknek Rec Camp II (Lake Camp), SA039-DR16 Groundwater Investigation, King Salmon Divert, Alaska, dated August 2022. The report describes the land use control inspections, field data, and analytical results from groundwater and surface water sampling conducted during the 2021 field season for Groundwater Zones 1, 2, 3, 4, 5, Naknek Rec Camp I, and Naknek Rec Camp II in King Salmon, Alaska. Continued groundwater and surface water sampling and land use control (LUC) inspections were recommended for all sites. The groundwater investigation at the SA039-DR16 source area, located northwest of Groundwater Zone 2, found no groundwater exceedances of 18 AAC 75.345 Table C groundwater cleanup levels for diesel range organics, residual range organics, and polycyclic aromatic hydrocarbons and site closure was recommended for the site. ADEC is tracking SA039-DR16 as a source area part of the King Salmon AS GWZ 2 SA039 (ADEC File No. 2569.38.016.10). Based on the available information, SA039-DR16 does not need further investigation at this time, and ADEC will consider the source area cleaned up. However the King Salmon AS GWZ 2 SA039 site will remain active on the database until all other source areas within SA039 are ready for closure. The report included a 2022 work plan addendum for the upcoming field investigation, monitoring and reporting activities to be conducted during the 2022 remedial action operations and LUC inspections. The work plan addendum addressed the field sampling programs, analytical programs, and land use control inspections planned for each site in King Salmon, Alaska. Additionally, the work plan included a technical memorandum that described the repair process that will be used to manage the section of the South Barrel Bluff gabion wall that is slipping into King Salmon Creek. 11/10/2022 Compliance Advisory Letter DEC issued compliance advisory letters to the U.S. Air Force, U.S. Army Corps of Engineers, and Paug-Vik Contractors LLC (PVC), to address violations of 18 AAC 75.325(i) and 18 AAC 75.370(b). On June 6, 2022, the U.S. Air Force (USAF) submitted two draft reports, Monitoring Well Installation, Repair, and Decommissioning Report (dated May 2022) and 2021 Remedial Action Operations & Land Use Control Inspections, SA039-DR16 Groundwater Investigation (dated June 2022). The draft reports were prepared by PVC,and described long-term monitoring and well repair activities at Groundwater Zones 1, 2, 3, 4, 5, 6, and 7 in King Salmon, Alaska. Both documents indicated soil cuttings and spent granulated activated carbon (GAC), used during the 2021 field season, were shipped offsite for disposal without DEC approval. Ginna Quesada
2/3/2023 Document, Report, or Work plan Review - other DEC reviewed and provided comments regarding of Draft SA039 Removal Action Completion Report, King Salmon Divert, Alaska, dated January 2023.The report evaluates the analytical results and field work performed between 2006 through 2021 at SA039 in King Salmon Divert, Alaska. The report provides a site summary and presents a record of all removal actions to address petroleum and trichloroethylene (TCE) contamination at the site. Most contaminated areas within SA039 have been cleaned up below the most stringent of soil cleanup levels found in 18 AAC 75.341(c), Table B1 and 18 AAC 75.341(d), Table B2 and groundwater cleanup levels found in 18 AAC 75.345, Table C. DEC does not agree with the recommendation to close this site. The lateral and horizontal extent of remaining diesel range organics (DRO) contamination at SA039-DR16 has not yet been delineated and further sampling will be necessary for site closure.
