Problems/Comments

A 550-gallon underground home heating oil tank failed and released an unknown amount of diesel fuel. A small stream that runs through an adjacent property was impacted. Adjacent properties (Lot A-2, Tract A of USS2390 and Lot B1, Block B of USS1155) were also affected by the release and their owners have been notified. Area is generally poorly drained wetlands with some imported fill. The area is on municipal water system. As of 2015, the contaminated soil is being treated on site using fertilizer ports and the diesel range organics (DRO) contamination is decreasing.

9/16/2015 Site Characterization Report Approved Approved the letter report submitted by Carson Dorn Inc. (CDI) dated September 1st 2015. CDI recommended no further action was needed on holes #1 and #2. CDI recommended that area 3 north and south continue to remediate and that sorbent pads continue to be maintained in the collection basin. The ADEC concurs that sorbent pads are still needed in area 3 and the data suggest that the petroleum may be migrating due to groundwater flux or other reasons. Area 3 south had a DRO concentration taken this year that was 10 times greater than that for 2012. In addition, although the soil sample data from 2012 and 2015 indicate that holes #1 and 2 have concentrations of DRO below the 230 mg/kg cleanup level, the ADEC recommends that these areas also continue treatment. Although not stated in the current report, the work plan had mentioned the use of fertilizer and the ADEC recommends that fertilizer be used to speed the remediation process or an excavation occur. DRO concentrations of 66,000-36,000 mg/kg are well above the inhalation hazard threshold of 12,500 mg/kg and represent a situation where remediation may take longer than expected and may present an inhalation hazard. Previous reports also noted that the impacted area is a wet muskeg and this may contribute to the differences in data collected in 2012 and 2015. Danielle Duncan

12/3/2015 Update or Other Action Discussed the site with the RP because 36,000 mg/kg DRO in an area (Area 3 South) that previously did not have contamination on that level was concerning. RP may hand excavate some of the soil in the area and dispose of it at Bicknell. RP may also till and add fertilizer. We will hold off on sampling until the spring. There are sorbent pads in the collection basin however no sheen. The home is located > 30 ft. from the area of concern and contaminated soil does not pose a vapor intrusion hazard. The home is supplied by city water. The area of concern is wet and muskeg. Danielle Duncan

In order to issue a Cleanup Complete Determination under 18 AAC 75.380, the following data gaps and issues must be addressed: The full extent of contamination must be delineated both laterally and vertically to include the two neighboring properties, According to the reports available to the ADEC, shallow groundwater was encountered and it is currently unknown whether groundwater contamination exists on site, diesel range organics (DRO) are present up to 36,000 milligrams per kilogram (mg/kg); this is above the maximum allowable set forth in 18 AAC 75.341 Table B2, and according to the site file, only DRO data has been collected. According to the 2017 ADEC Field Sampling Guidance Appendix F, the required analyses for heating oil spills are gasoline range organics (GRO), DRO, benzene, toluene, ethylbenzene, and xylenes (BTEX), polycyclic aromatic hydrocarbons (PAHs), and volatile organic compounds (VOCs).
