Problems/Comments

In March 2007, 84 gallons of natural gas liquids were released from a corroded line. The released material went beneath a building and a complete cleanup was not possible during initial response actions. Confirmation samples collected following initial response contained DRO up to 12,000 mg/kg, GRO up to 3,920 mg/kg and benzene up to 3.39 mg/kg. An additional release of ~250 gallons of natural gas liquids occurred in November 2009 due to a float/switch assembly failure at Module 4929. Cleanup did not occur due to safety concerns.

Investigation objectives are to delineate the extent of impacts from two spills that occurred within module 4929 and evaluate risk to human health or the environment. Proposed activities include an elevation survey, shovel sheen testing, surface water sampling, and the collection of soil samples from the sump inside the module and from the edge of the gravel pad where it meets the tundra. ADEC submitted comments to BPXA requesting additional samples from boreholes near the module and from greater depths in the sump. Bill O'Connell

2/9/2012 Document, Report, or Work plan Review - other Reviewed Flow Station 3 Module 4929 Site Investigation Report. The flare pit adjacent to this module is a RCRA Solid Waste Management Unit in Project Group in the AOC with EPA. Two spills of natural gas liquids have been reported at the module, a 250 gallon release in November 2009 and an 85 gallon release in February 2007. Both spills occurred inside the module, which has a gravel floor at an elevation approximately equal to tundra grade. During a period of facility shut-down, four boreholes were advanced near the module and subsurface soil samples were collected, soil samples were collected adjacent to two sumps inside the module, and surface soil and surface water samples were collected outside of the module. Sheen testing was also conducted at surface water bodies along the edge of the pad. In the borehole samples, contaminants indicative of hydrocarbon contamination were detected at one location in tundra soil, SB-1 at a depth of 2.7 to 4.4 feet bgs. In this sample, DRO was detected at 238 mg/kg, GRO at 554 mg/kg and benzene at 126 mg/kg, which is above the Method Two arctic zone cleanup level of 17 mg/kg. Samples collected from adjacent the sumps contained DRO up to 1,080 mg/kg, GRO up to 230 mg/kg and benzene up to 0.754 mg/kg. Based on the results from surrounding samples, the contamination found in SB-1 appears to be limited in extent. Surface water and surface soil samples did not indicate hydrocarbon contamination, however one area of potential hydrocarbon sheen was noted. Bill O'Connell

3/9/2017 Document, Report, or Work plan Review - other Reviewed the Inspections and Technical Support Report, dated February 16, 2017 for the BPX Flow Station 3 Natural Gas Liquids Release site. The approved sheen monitoring and sampling activities, as approved in the Work Plan – Greater Prudhoe Bay Contaminated Sites Inspections and Technical Support document, dated August 12, 2016 were not completed because the control room operator would not allow site access to the onsite contractor for safety reasons. ADEC agrees with the report recommendations to postpone the monitoring and sampling activities until summer 2018, which is when the flare pit will be down for maintenance and the area will be safe to enter. If petrogenic sheens are observed, up to two surface water samples will be collected and submitted for analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX) and polycyclic aromatic hydrocarbons (PAHs). 4/10/2019 Document, Report, or Work plan Review - other Reviewed the Flow Station 3 Module 4929 2018 Contaminated Sites Monitoring Report, dated April 9, 2019. A visual sheen inspection, followed by periodic shovel sheen testing was completed around the shorelines of the site on August 28, 2018. Only one location exhibited a petrogenic sheen after sediment disturbance, and thus one analytical sample was collected. The sample (Sample SW-03) was submitted for analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX) and polycyclic aromatic hydrocarbons (PAHs). Analytical results were compared to Alaska Water Quality Standards (AWQS) for total aromatic hydrocarbons (TAH) and total aqueous hydrocarbons (TAqH). None of the results exceeded TAH or TAqH criteria. Recommendations provided in the report in include evaluating subsurface impacts and potential removal of benzene contaminated identified in 2011 that exceeded ADEC human health cleanup levels. Continued surface was monitoring was not recommended. In a letter dated April 10, 2019, ADEC concurred with the recommendations.
