Telephone call from John Riggi. The battle between the lawyers for the site owner and Chevron continues. Due to not having a site access agreement andd the lateness of the season, the final MW will not be installed until Spring 08. The ironic part it that the hole for the MW has already been drilled, btu due to site access delays and scheduling, it wasn't able to be installed when the other 2 were installed. They are hooping to be able to obtain site access to sample the existing MWs yet this year. The site access delays are delaying the sampling program and the ability to close the site.

It was suggested to Chevron that until site access concerns are resolved so that they are able to install the remaining MW and are able to sample all 5 MWs during each sampling event, they may temporarily change to annual monitoring of the 2 off-site MWs. Once site access is resolved and they are able to sample all 5 MWs, then they will have to conduct semi-annual monitoring of all 5 MWs, which will lead to site closure. |

Reviewed the First Semiannual 2008 Groundwater Monitoring Report, dated September 15, 2008 from Conestoga-Rovers & Associates for Paul Horwath and provided him a summary for his review and oversight. Site conditions remain stable. The overall trend is showing that the groundwater concentrations are decreasing in all the monitoring wells that have previous monitoring events performed; however, the new monitoring well, (the proposed location is located next to the former pump island) which was installed during the June 2008 Site Assessment Activities, named MW-22, needs to be watched in future monitoring events. Benzene was detected above the Alternate Cleanup Levels during this monitoring event, and GRO and DRO was tested above the groundwater cleanup levels. |

The new monitoring well MW-22, which was installed during the June 2008 Site Assessment Activities showed a decrease in concentrations during this monitoring event, however, they remain above the alternate cleanup levels for Benzene, and above the groundwater cleanup levels for GRO and DRO. |

Reviewed the First Semiannual 2009 Groundwater Monitoring Report, dated November 6, 2009, from Conestoga-Rovers and Associates for Paul Horwath. The site is remaining stable with a continual decline in groundwater concentrations. During the May 2009 sampling event MW-22 which showed Benzene concentrations above the alternate cleanup levels during the 2008 sampling events, tested above the groundwater cleanup levels during the May 2009 sampling event. However, the field duplicate sample taken of MW-22 did detect Benzene concentrations above the alternate cleanup levels. Semiannual groundwater monitoring and sampling will continue in order to evaluate the groundwater conditions at the site. |

The only other monitoring well detecting concentrations above the groundwater cleanup levels was MW-21, and with all the other monitoring wells testing below the groundwater cleanup levels. Conestoga-Rovers & Associates proposes quarterly groundwater sampling in 2010 to obtain the additional data needed to evaluate the site for cleanup complete. |

The groundwater quality at the site is remaining consistent with the previous sampling events. During the March 2010 sampling event MW-22 showed Benzene concentrations above the alternate cleanup levels, and GRO and DRO tested above the groundwater cleanup levels. The only other monitoring well detecting concentrations above the groundwater cleanup levels was MW-21. MW-20 was not sampled because the well could not be accessed due to snow melt. Quarterly groundwater sampling will continue in 2010 in order to obtain additional data needed to evaluate the site for a cleanup complete determination. |

Reviewed the Second Quarter 2010 Groundwater Monitoring Report, dated November 3, 2010, from Conestoga-Rovers and Associates for Paul Horwath. The groundwater quality at the site has remained consistent with the former sampling events over the past couple of years other than some slight increases from the March of 2010 sampling to the June 2010 sampling. Monitoring well MW-22 showed Benzene concentrations above the alternate cleanup levels, and GRO and DRO testing above the groundwater cleanup levels. MW-20 showed DRO above the groundwater cleanup levels, and MW-21 showed Benzene, GRO and DRO above the groundwater cleanup levels. The other two monitoring wells sampled did not detect any of the analytes above the groundwater or the alternate cleanup levels. Groundwater sampling will continue until such time that two consecutive monitoring events demonstrate that all monitor wells are below the applicable cleanup levels established for this site for all contaminants. |

Reviewed the Groundwater Monitoring Well Decommissioning Former Unocal Bulk Plant 0745, dated October 5, 2011, from Conestoga-Rovers & Associates for Paul Horwath. Monitoring Wells MW-11, MW-19, MW-20, MW-21, MW-22 were decommissioned on September 16, 2011. The bottom cap was removed and then hydrated bentonite chips was placed to within 1 foot below grade. The well casing was then removed and the remaining top well space was filled with asphalt, concrete or gravel to match the existing grade. |
