Problems/Comments

Fort Glenn was established in 1942, as a 102,062-acre Army airfield and defense garrison. The facility consisted of numerous structures, ammunition magazines and firing points. The facility was decommisioned between 1952 and 1955. Discarded Military Munitions, Chemical Warfare Materiel, Munitions Debris, munitions and explosives of concern, and unexploded ordnance are suspected of being present on the site of the former Fort Glenn. There are two distinct areas of craters identifiable from the air photo. One group, in the northwest sector of the range has much larger craters than the ones in the southeast sector. These craters measure approximately 75 feet in diameter and close to 20+ feet deep. The property around these larger craters is littered with ordnance debris including an undetermined number of unexploded items. Items identified during the site inspection include electric blasting caps, a MKII hand grenade, 20mm and 37mm projectiles, an armor piercing bomb, fragments and components of an M61 armor piercing high explosive bombs, debris from 20-lb or 23-lb fragmentation bombs, and unidentified bombs. To the southwest of these craters are several smaller craters. No ordnance debris was found in this area. The entire site is delineated using aerial photography therefore the boundaries are estimated. It is unknown if any demolition activities took place between the two sectors. Based on the enormity of the craters it appears that a large quantity of ammunition was destroyed, leading to speculation that it had occurred after the war and during the period when Ft. Glenn was closing-down. The danger area for explosive demolitions, demonstrations, and EOD explosives operations is determined by the following application: The danger area should not be less than 2500 feet, for fragmenting explosive materials. For bombs and projectiles with caliber 5-inches or greater use a minimum distance of 4000 feet. Because the actual disposal pits may be positioned anywhere within the range area, the danger area should be established from all edges of the working area of the range. 6/30/1987 Update or Other Action Corps completed a Contaminant Inventory and Preliminary Risk Assessment, Fort Glenn. It describes observations and sampling results from the site: water contamination (Thirty Mile, Camp Creek and an unidentified lake) identified as the most urgent problem. It described mercury contamination in the 10,000 gallon fuel tanks and states that it should be removed before any more of it spills into the ground. It recommended placing a clean soil cap over low level PCBs in soil near the transformer platforms. It also stated that ownership of drums at the Reeve Aleutian Airways shed should be ascertained. 9/17/1993 Update or Other Action Corps received approval from its headquarters to design and conduct a remedial action addressing containerized wastes (drums, fuel tanks etc.) and associated contaminated soil, removal and disposal of deteriorating buildings and other debris, and conducting a site inspection to determine whether there is a need for further remedial investigation and possibly cleanup. 8/29/1996 Update or Other Action EPA submitted a Preliminary Assessment Report for Fort Glenn (CERCLIS Id # AK0001366673), prepared by URS Consultants. It documents that ranchers at Fort Glenn had found grenades and fragmentation bombs at the north camp 1.5 miles west of the Birchwood hanger. Corps EOD to respond in near future. The detonation exposed more UXO and that was also disposed of by detonation. The second detonation exposed additional UXO that the team did not have materials left to detonate with. Team recommended actions are: immediately post signs in possible UXO contaminated areas to increase awareness; full burn of vegetation in ordnance contaminated areas; after burn, conduct a full sweep of area; collect ordnance residue; separate hazardous and non-hazardous items; dispose of hazardous residue by detonation/thermite burn and; certify remaining items as scrap. 4/7/2008 Update or Other Action Summary from SI. The Demolition Area MRS is identified on an air photograph as two distinct areas of craters. One group, in the northwest sector of the range has much larger craters than the ones in the southeast sector. These craters measure approximately 75 feet in diameter and close to 20 plus feet deep. The property around these larger craters is littered with MD, including an undetermined number of unexploded items. Items identified during previous field visits associated with the ASR include electric blasting caps, a MKII hand grenade, 20-mm and 37-mm projectiles, an armor piercing bomb, fragments and components of an M61 armor piercing high explosive bombs, debris from 20-lb or 23-lb fragmentation bombs, and unidentified bombs. The ASR Supplement assigned a RAC score of 3 to this MRS, with 5 indicating the least risk and 1 the highest risk. The following list contains items reported, in an EOD incident report as items recovered in the Demolition Area MRS: • MK2 hand grenades • Fragmentation of AP bomb, nomenclature unknown • .30- and .50-caliber small arms ammunition • Electric blasting caps • Bomb tail fuze residue • Fragmentation coils from 20 and 23 pound cluster bomb munitions • Residue from M61 AP bomb • M100 series bomb fuzes • M51 series projectile fuze • AN-M1 cluster munition racks • 40mm Anti-Aircraft projectiles • Base detonating 6” APHE Projectile fuze • Cluster AN-M4 23 pound parachute retarded bombs To assess the presence of MEC contamination at the Demolition Area MRS, the SVT performed QR within the range area (Figures 4.1b and 4.1c). Numerous craters were observed with non-identifiable metal fragments in the surrounding area . There were numerous bomb parts throughout the area from 100-lb practice bombs and 100-lb GP bombs such as practice bomb fins and fragments. A 16-inch round fragment and a fragment from a large Navy round was observed. Flares with the parachutes still intact were found. In addition to MD, the Schonstedt detected surface and subsurface anomalies throughout the area. Areas of soil discoloration were also observed. Just north of the Demolition Area MRS, nine unfired 75-mm projectiles were found in the DMM Area AOC. Debra Caillouet

A 2.19 acre area where the survey identified a high anomaly area was designated as a 'saturated response area' which the approved Quality Assurance Project Plan (QAPP) specified only excavating down to 3 feet below ground surface. The presentation covered the site work completed in the last five years, and discussed what a Five-Year Review is. DEC anticipates a draft of the first Five-Year Review in the next week (February 2025).
