Problems/Comments
Building 626 Waste Accumulation Area (BRAC 48) is located on the east side of the Main Cantonment. It is on East Fifth Street approximately 300 feet north of the intersection of Arctic Ave and East Fifth Street. Building 626 was used as an automobile and hobby shop. The Waste Accumulation Area is approximately 90 feet east of the building in a fenced enclosure. The portion of the former Waste Accumulation Area this is of concern (waste drum storage area) occupies the northwest corner (10 feet by 25 feet) of the yard. In 1995, USACE conducted an investigation. Six borings were drilled to a depth of approx. 4.5 feet each. Samples were analyzed for VOCs, DRO, TPH and 8 RCRA metals. No VOCs or metals were detected above regulatory limits. DRO concentrations were detected at concentrations ranging from 400 ppm to 21,000 ppm.

During the meeting, Glen Shonkwiler with the United States Army Space and Missile Defense Command presented the fieldwork that was completed during the 2008 field season at Fort Greely. The 2008 fieldwork included remediating the soil in the biocell at the South Tank Farm (STF); conducting further delineation of the subsurface soils at the STF; installing four groundwater monitoring wells in the Old Post area and downgradient of the STF; completing the investigation at the MOGAS fuel line in the Old Post area; conducting additional survey of the Jarvis Creek Munitions Burial site; and conducting additional investigation of the Building 675 vault. 2/3/2009 | Meeting or Teleconference Held | Contaminated Sites (CS) staff met with Glen Shonkwiler, US Army Space and Missile Defense Command/US Army Forces Strategic Command (SMDC/ARSTRAT), February 3. A draft decision document titled “Record of Decision for Nine Installation Restoration Program Sites Fort Greely, Alaska” (ROD) was discussed. CS staff communicated recommendations addressing changes proposed by SMDC on two of the nine sites. These changes differed from the “Proposed Plan” that was released to the public in June, 2008. Comments are being prepared and briefing documents updated to address the Draft ROD. Mr. Shonkwiler also discussed several sites that were evaluated and sampled in 2008 that may be included in another decision document this year. 10/21/2009 | Document, Report, or Work plan Review - other | ADEC staff reviewed the document titled Draft 2008 Groundwater Monitoring and Data Analysis Report, Fort Greely, Alaska, dated March 2009. The Fort Greely groundwater monitoring program consists of monitoring wells that were installed during investigation activities on FGA from 1997 to the present. DEC approved a comprehensive groundwater monitoring approach in the 2005 Work Plan. Yearly modifications to the 2005 workplan are incorporated as needed to address environmental program objectives. Monitoring well locations and sampling frequency have been chosen to provide site specific monitoring where necessary, and comprehensive coverage for the old post and main cantonment areas of Fort Greely. Currently, a total of 30 wells are included in the groundwater monitoring program: 11 of these are sampled during the spring and fall on even numbered years, two drinking water wells are sampled quarterly, and 17 monitoring wells are sampled semi–annually. This report summarizes the 2008 groundwater monitoring efforts. A letter detailing staff comments has been provided to the Army. | Tana Robert |

The report summarized thirteen sites the Army is recommending for site closure. Four of the thirteen sites (Bldg 320, Bldg 340, POL Storage Area and the Old Power Generation Building) ADEC does not concur with the site closure recommendation at this time.
