DEC issued a letter responding to Mr. Garner. DEC stated that listing the site on the Department’s contaminated site database is not a final agency action subject to appeal to Superior Court or a basis for a request for an adjudicatory hearing under 18 AAC 75.385. The Department, however, is willing to agree that any deadline for Snow White to appeal the Department’s listing of the property on the contaminated site database (assuming that such an appeal right exists) be tolled for a period of 60 days from the date of your March 20, 2008 letter while the parties communicated in an effort to reach an amicable resolution. |

DEC recieved a preliminary assemement (PA) report from EPA region 10 regarding the status of this site under the Superfund Program. EPA's contractor, Ecology and Environment, conducted the PA and scored the site with their Hazard Ranking System (HRS). EPA informed the site owners and DEC that the HRS score was not sufficient enough to merit inclusion of this site in the Superfund Program. |

On this date, the sub slab depressurization system at 555 Cordova Street, an office building adjacent to Alaska Cleaners, was activated. Previous indoor air samples collected in 2013 and 2014 indicated PCE levels in vapor in the 555 Cordova building exceeded vapor intrusion screening levels, necessitating the installation of the system. A soil sample collected from soil removed below the concrete slab contained PCE at 0.463 mg/kg. |

Reviewed Indoor Air Sampling Results report for Alaska Cleaners, 300 East 5th Avenue. Six 6-liter summa canisters were used to collect 24-hour air samples from various locations spaced evenly throughout the inside the building. Numerous compounds were detected including PCE, which was detected up to 76 ug/m3, however none of the detections exceeded ADEC vapor intrusion screening levels. Sample 006 had a final pressure reading of 0, therefore this sample is not considered representative. |

Soil contamination noted during investigations conducted in 1992 was addressed by the 1993 closure of the site known as Snow White Cleaners with file #2100.26.469. |

Reviewed Report for East Addition Block 20 Alley Soil Gas Investigation. Passive soil gas samplers were deployed at 14 locations in the vicinity of Cordova St and 5th Ave in Anchorage. PCE was detected in 10 of the samples ranging from 0.03 ug/m3 to 4.24 ug/m3. The highest concentration was detected along the south side of Cordova St near Office Depot. None of the detected concentrations exceeded ADEC screening levels for the vapor intrusion pathway. |

Reviewed 2019 Subslab Depressurization System Inspection and Analysis Report for 555 Cordova Street. The system inspection indicates the system is operating as designed and no adverse impacts to the system or the slab from the 2018 earthquake were observed. A sample from the system influent contained PCE at 17,000 ug/m3, which the lowest measured concentration to date since the system began operating in 2015. System monitoring will continue on a weekly basis and the next sampling is scheduled for 2020. |

Approval to transport provided for 48 cubic yards of PCE contaminated soil generated during utility work in the Block 20 alley. The utility work, conducted by Anchorage Water and Wastewater, replaced the broken service line from Alaska Cleaners to the water main with a manhole for the purposes of future sample collection by AWWU. Additional lengths of the water main were slip-lined as part of the project as well. PCE was detected up to 0.378 mg/kg. |

In accordance with the Shut Down Test work plan, indoor air samples were collected in the basement and most occupied floors of the 555 Cordova Building in June 2024, following a two week shutdown period, and again in August 2024 following a six week shutdown period. In June, PCE was not detected in the basement rooms or occupied floors, except in one sample from the basement stairwell, where PCE was detected at 4.0 ug/m3, below the residential target level of 41 ug/m3. A system influent sample contained PCE at 8,100 ug/m3. In August, PCE was again not detected in the basement rooms or occupied floors except in the basement stairwell where PCE was detected at 1.9 ug/m3. A system influent sample from September 2024 contained PCE at 7,700 ug/m3, the lowest concentration to date. The influent samples are representative of sub slab conditions and continue to exceed the sub slab target level of 1,800 ug/m3, but vapors do not seem to be entering the building at concentrations above the target level. Another sampling event is planned for February 2025. |
